SHANGHAI, Oct. 7 (Xinhua) -- The Shanghai municipal government issued new rules Thursday limiting families to one new apartment purchase, as the nation tries to curb property speculation and soaring prices."One family in Shanghai, whether local or immigrant, can only buy one new home, including a second-hand one, for the time being," said a circular released by the municipal government.The new rule came into effect Thursday. The Chinese capital, Beijing, introduced the same measure on April 30.Shanghai authorities also ordered banks to suspend loans for third-home buyers and non-local buyers who could not prove they had paid personal income taxes or made social security contributions in the city for at least one year, the circular said.Local authorities would also start preparing for the introduction of a property tax, it said, without providing further details.A land-appreciation tax of 5 percent on the selling price would also be imposed on property developers if they sold residential buildings at an average price that was more than twice the average price of the previous year in the same area.Shanghai's new rules follow a series of measures announced by the Chinese central government in late September to check soaring property prices.The measures included the suspension of bank loans for third-home purchases in the near future and an adjustment in down payments for all home buyers.All home buyers will have to pay a down payment of at least 30 percent of the purchase price, according to the new rules.Previously, according to rules issued on April 17, only first-time buyers purchasing an apartment covering more than 90-square-meters had to pay a 30 percent down payment.On the same day, sources within several departments of the central government told Xinhua that property tax pilot programs will be stepped up and then extended across the entire country.

BEIJING, Oct. 8 (Xinhua) -- The central parity rate of the yuan, China's currency Renminbi (RMB), jumped 181 basis points, or 0.27 percent, Friday to a new record high at 6.6830 per U.S. dollar, according to the data released by the China Foreign Exchange Trading System.Friday's central parity rate beat the previous record of 6.6936 on Sept. 29.The yuan has picked up its strength against the U.S. dollars and seen increased volatility in the trading days since the People's Bank of China (PBOC), the central bank, announced on June 19 this year to increase exchange rate flexibility.Based on Friday's central parity, the Chinese currency has strengthened against the U.S. dollar by 2.12 percent from the rate of 6.8275 per U.S. dollar that was set a day before the PBOC's pledge to increase flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate during trading each day.The PBOC released the yuan's central parity rates against a basket of currencies -- the U.S. dollar, the euro, the Japanese yen, the Hong Kong dollar, the British pound and the Malaysian Ringgit.The yuan's parity rate against the euro was set by the central bank at 9.2951 Friday, higher from 9.1329 on Sept. 30, the last trading day.The yuan's rate against 100 yen was 8.1040 Friday, compared with 7.9999 on Sept. 30.The Chinese currency fell 61 basis points against the British pound with the central parity rate being set at 10.6079 from 10.6018 on the previous trading day.The central parity of RMB against the U.S. dollar is based on a weighted average of enquired prices from all market makers before the opening of the market in each business day.The central parity of RMB against the other five currencies is based on the central rate of RMB against the U.S. dollar of the same business day as well as the exchange rates of the five currencies against the U.S. dollar at 9 a.m. (0100 GMT) of the same business day in the international foreign exchange market.

But after attending the work-study program, I think if I work hard, I may fare as well as those with college educations," Wang said."Through the program, I could gain career-related, on-the-job work experience, which is valuable for my job hunting and career development," he continued.For a long time, college has been seen as a necessary, even if not sufficient, ticket to the middle class by the Chinese people. However, the steadily increasing number of students attending Chinese colleges since the late 1990s caused a growing number of graduates to fail in finding a job.In contrast, skilled workers are badly needed in China as skilled job vacancies hit 4 million across the country by the end of 2009."As the country's industrial restructuring accelerates, the demand for skilled workers will become increasingly buoyant," said Huo Jianguo, director of the Trade Research Institute affiliated with the Ministry of Commerce.On the one hand, the employment market ran short of skilled workers. On the other hand, China's employment situation remained grave as millions of people were laid off, Huo said.

  

FUZHOU, Oct. 23 (Xinhua) -- Hundreds of thousands of residents have been evacuated as Megi, the 13th typhoon to hit China this year, made landfall in Zhangzhou City in the southeastern Chinese province of Fujian at 12:55 p.m. Saturday, authorities said.As of 2 p.m., 272,300 people have been evacuated, according to officials at the provincial department of civil affairs.Also, there was no immediate report of casualties in Fujian. But disasters caused by typhoon Megi have claimed 11 lives in Taiwan, across the Taiwan Strait.The typhoon has weakened into a strong tropical storm after landing at Liu'ao Town of Zhangpu County, southern Fujian, packing winds of up to 140 km/h.The storm is expected to move northward at 10 km per hour and further weaken to become a tropical depression, according to the National Meteorological Center.The cloud cluster brought by the storm, however, will be hovering over the southern coast of Fujian for some time and is expected to dump more rain in the areas, according to the Fujian provincial meteorological bureau.Zhangpu received 243 mm of rainfall, and neighboring Yunxiao County recorded 332 mm between 8 a.m. Friday and 5:30 p.m. Saturday.The precipitation in cities of Zhangzhou, Xiamen and Quanzhou will reach 100 mm in the next 12 hours, the provincial meteorological bureau said.The storm will also be responsible for heavy rains in Fujian's neighboring provinces of Guangdong and Zhejiang.Influenced by the typhoon, 79 flights at the airport of Xiamen City, also in Fujian, had been canceled as of 8:30 a.m. Saturday, and the Dadeng Bridge, which connects Xiamen City and Dadeng Island, has been closed since 7 a.m.The Ministry of Civil Affairs said late Saturday that it has launched an emergency response by sending working groups to coordinate disaster relief efforts.Also, Sun Chunlan, Communist Party chief in Fujian, has ordered local officials to be on high alert against possible heavy rains and geological disasters.

  

XINING, Oct. 16 (Xinhua) -- Ten people died while 34 others were injured after a passenger bus plunged over a bridge in a mountainous region in northwest China's Qinghai province on Saturday, local police said.The accident occurred in Dulan county, Mongolian-Tibetan-Kazak Autonomous Prefecture of Haixi, at 4: 59 a.m. Saturday, police said. At least two children were among the dead.The injured are being treated in a major hospital in the nearby Golmud city, police and hospital sources said. Three of them remain in critical conditions.An initial probe said the driver's misjudgment was to blame.
