SAN DIEGO (KGTV) - Typically dry and brown swaths of San Diego County are currently lush and green due to record-setting levels of rain, indicating the availability of more vegetation with the potential to fuel a wildfire during drier years. To watch for the threat from growing brush and grass, Cal Fire and other agencies track fuel moisture, the amount of water in a plant. When fuel moisture is high, fires do not ignite quickly - or at all, according to the National Oceanographic and Atmospheric Association. Fires spark easily and spread fast when fuel moisture is low. Any fuel moisture content level below 30 percent indicates the brush is dead and at the mercy of temperatures, humidity and winds, NOAA reports. The calculations are critical for firefighters when Santa Ana conditions arrive and San Diego’s winter storms are a distant memory. “A direct relationship to this rain is how damp that brush is throughout the summer, or how high it is,” said Cal Fire Captain Jon Heggie. “Think of it as a sponge and it’s full of water right now,” said Heggie. “We’ll monitor that throughout the year and as we get closer to the heat of the summer we’ll really pay attention to what those levels are. Once they hit certain thresholds, that’s when we know fire danger is really at its highest.” Fuels were critically dry before San Diego County’s Cedar Fire in 2003, the U.S. Forest Service and California Department of Forestry reported. Humidity levels monitored at the Descanso Fire Station dropped to 4 percent, with the fire moisture level of the brush plunging to the same low. To make the situation worse, the county had experienced several years of below-normal rainfall. Although chaparral and coastal scrub were the most likely to burn in the Cedar Fire, Heggie called grass a “huge contributor” to fire growth in California. Heggie’s assertion echoes what climate change scientists from Scripps Institution of Oceanography, San Diego State University and other local research outlets discovered about fire fuel. “One climactic variable that has become important in recent years is high prior-year precipitation, likely due to its role in promoting higher abundance of annual grasses that, once dry, become extremely ignition prone in the subsequent year,” the group wrote in a study about the ecological impacts of climate change. Heggie, who has been fighting fires in San Diego County for 25 years, has noticed the changing weather patterns. “I’ve seen conditions gradually get worse for probably the last decade; what that tells me is that the landscape is reacting to those ten years of drought.” To alleviate the threat, fire agencies routinely conduct brush mitigation activities including controlled burns and, on occasion, using goats to eat through unwieldy vegetation. “There’s so much fuel, we are doing our best to stay in front of it, but the tremendous amount of fuel on the landscape is going to take decades for us to really get a handle on,” said Heggie. Cal Fire increased the amount of controlled burns planned for 2019, but Heggie says preventing fire is key. SAN DIEGO (KGTV) - There will not be a new pledge class this year for one fraternity at San Diego State University.Phi Kappa Theta had its charter revoked by its national organization on Nov. 6.According to Phi Kappa Theta National, recent actions by members of the CA Phi Iota Chapter caused the chapter to be placed on suspension by both SDSU and the fraternity earlier this fall."This unanimous decision was difficult yet necessary," Fraternity President Adrian Gonzalez said. "Our intention is to use this process as a means to continue our Board’s long-term vision of supporting chapters aligned with our mission, vision, and values.”The fraternity said the SDSU’s chapter’s culture no longer aligned with the fraternity. SDSU officials said Phi Kap was initially put on suspension in January of this year and advised the fraternity that any further incident would result in their removal.“Allegations of violation of the alcohol policy by the fraternity were reported in September, which necessitated the further action,” SDSU media relations officer Cory Marshall said.Phi Kappa Theta’s expulsion at SDSU is in effect for seven years. 1159

SAN DIEGO (KGTV) - With unemployment near record lows through Labor Day, efforts are shifting from helping San Diegans get jobs to helping them land better ones.The San Diego Workforce Partnerships is teaming up with local employers to offer on-the-job training to workers so they can get certified and move up in their careers. The focus is currently on so-called middle-skill occupations, those that require something more than a high school diploma but less than a four-year degree. The state Employment Development Department says the five most in-demand middle-skill occupations in San Diego and Imperial Counties are accounting assistants, teacher assistants, medical assistants, heavy and tractor-trailer truck drivers, and nursing assistants. The EDD says there are currently 2,500 openings for those positions. The Workforce Partnership recently teamed up with First Promise Care Service in El Cajon to offer its caregivers a two- to three-month certification program to become certified nursing assistants. "It does motivate because they know they're not just going to be there," said Dyna Jones, CEO of First Promise. "There's actually a promotion. There's growth, and people are looking for something like that."Jones said caregivers who complete the program could go from earning per hour to as much as as a team lead if they stay with the company. The Workforce Partnership has a new tool for San Diegans to look up information on different jobs, what they pay, and training requirements and opportunities. SAN DIEGO (KGTV) — With California setting single-day records this week for COVID-19 cases, experts say it’s important to keep in mind that some activities carry a higher risk of transmission than others.To gauge risk, it’s helpful to think of it like an equation, said Dr. Tyler Smith, a professor and epidemiologist at National University.First, consider the environmental factors like whether the activity will be indoors or outdoors and the number of people likely to be present.Then consider the likelihood of successful safety measures: whether people will wear masks, clean surfaces, and maintain six feet of distancing.Compare those two datapoints, and you can assess the overall risk of an activity, Smith said.A good example of the importance of this equation is the dentist’s office, our experts said.On one hand, the environmental risk factors are high. Working in someone’s mouth with drills can aerosolize particles that carry the virus.But dentists are likely to strictly observe public health countermeasures like personal protective equipment and sanitization, to balance out the risk equation.“Our doctors offices and dental offices are really some of the safest places right now,” said Dr. Georgine Nanos, a family physician who specializes in epidemiology.Dr. Smith agreed: dental offices are low risk.The likelihood that participants will wear masks is a critical part of the safety equation, according to Dr. Nanos.“What [the medical community] didn’t know four months ago is that wearing a mask can reduce the risk of transmission and catching COVID-19 by sometimes up to 60 percent if both people are wearing masks,” she said.Gyms are an environment where some may try to avoid wearing a face covering during a challenging workout.“If you can be 6 feet apart from your neighbor, that would be ideal.
