The Commission on Presidential Debates announced that they've officially canceled the Oct. 15 debate between President Donald Trump and Democratic presidential nominee Joe Biden.In a press release, the commission stated that since both candidates made different arrangements for Oct. 15, the commission will focus on the third and final presidential debate, which is slated for Oct. 22."Subject to health security considerations, and in accordance with all required testing, masking, social distancing, and other protocols, the debate will take place at Belmont University in Nashville, Tennessee," the commission said in the press release.The move to a virtual debate was as a precaution since Trump tested positive for COVID-19 last week.Trump was airlifted to Walter Reed Medical Center last Friday and then discharged from Walter Reed on Monday.According to the Associated Press, The White House has been mum about releasing any information as to when the president last tested negative for the virus.Trump told Fox Business that he would not "waste his time" with a virtual debate.CNN reported that because of Trump backing out and Biden agreeing to do a town hall with ABC, the commission didn't see the Oct. 15 debate likely happening.NPR reported that another reason behind the cancelation was because the Trump campaign and the commission couldn't agree on safety protocols.The Oct. 22 debate will be divided into six 15-minute segments. The country is heading into a COVID-19 winter without fully deploying widespread testing of sewage for traces of coronavirus, a Newsy investigation has found.Wastewater surveillance is one of the few proven tools able to track community spread of the disease, with the potential to help monitor immunity rates from new vaccines."It is frustrating," said David Larsen, an associate professor of public health at Syracuse University's Falk College. "We're going to see a huge amount of sadness over the next few months. And it's not too late to scale up wastewater surveillance at this time to help us with that."Early on, scientists realized infected people shed the virus in stool.The federal government began a big effort for analyzing the concentration of the virus in community wastewater."It's something I think from a national level we need to pursue," Assistant Secretary for Health ADM Dr. Brett Giroir said during a July webinar.Months later, the government has left it to state and local authorities to launch their own programs.For some, that's been a challenge.Newsy learned New York State, for example, suspended its sewage surveillance pilot after a month in part because of an equipment shortage.As a result, testing stopped in four places including Albany and Erie County, home of Buffalo.The University of Buffalo helped lead the project."UB is in the process of acquiring enough materials to continue the monitoring effort moving forward," university spokesman Cory Nealon said in an emailed statement.As with PPE, there is a global shortage of supplies needed to test sewage for COVID.Other places are struggling with how to pay for sewage analysis, with coronavirus aid from Washington running dry."The biggest factor, the limiting factor, is finances," Larsen said.The result is a patchwork of places examining wastewater across the country, mainly big cities and college campuses."It's not really a unified strategy, unfortunately," said Colleen Naughton, an assistant professor of civil and environmental engineering at the University of California Merced.She and her team plot testing sites on a map."When you zoom out of course the bubbles are big, so it looks like all U.S. is covered," Naughton said. The FDA continued on Monday to warn the public about using methanol-based hand sanitizers that the agency calls “dangerous.”The FDA has published a “Do Not Use” list of products. As of Monday afternoon, 87 products are on the do not use list. Adding to the confusion for consumers, many of the products do not have methanol on the label.Methanol can be toxic when absorbed through the skin as well as life-threatening when ingested, the FDA said. Retailers are being encouraged to recall these products.Methanol exposure can result in nausea, vomiting, headache, blurred vision, permanent blindness, seizures, coma, permanent damage to the nervous system or death, the FDA warns."Practicing good hand hygiene, which includes using alcohol-based hand sanitizer if soap and water are not readily available, is an important public health tool for all Americans to employ. Consumers must also be vigilant about which hand sanitizers they use, and for their health and safety we urge consumers to immediately stop using all hand sanitizers on the FDA's list of dangerous hand sanitizer products," said FDA Commissioner Stephen M. Hahn, M.D. "We remain extremely concerned about the potential serious risks of alcohol-based hand sanitizers containing methanol. Producing, importing and distributing toxic hand sanitizers poses a serious threat to the public and will not be tolerated. The FDA will take additional action as necessary and will continue to provide the latest information on this issue for the health and safety of consumers."The FDA’s warnings come following a hand sanitizer shortage in the consumer and commercial markets. The end of July is expected to be a busy time for courts where eviction cases are handled across the country.As the funding from the CARES Act is closing in on its end so is reprieve for renters, who have had difficulty making their monthly rent payments.“There’s a lot of fear,” said attorney Zach Neumann. “People are really concerned about where they’re going to go when that [eviction] demand is placed on their door.”According to the U.S. Census Bureau Pulse Survey, approximately 30 percent of renters have little to no confidence that they can make their next housing payment.CBS News reported during the month of May, 20 percent of renters failed to pay rent on time.“I think you have people who are behind on their rent right now, who haven’t been able to make full payment,” said Neumann. “I think the bigger source of [eviction] filings is going to be in early September when we are definitively out of the CARES Act money window.”To help renters and homeowners with mortgages in Colorado, Neumann started the COVID-19 Eviction Defense Project in late March. He said after seeing people post on Facebook that they were worried about their payments, he put up a post saying he would help them free of charge. Overnight, he says he got more than 500 direct messages asking for his services.“I think the reason that this is going to lead to so many more evictions is because it’s longer-lasting,” said Neumann. “Also, the financial hit is uniform across groups of people.”To give renters more time, the CARES Act instituted a 60-day moratorium on evictions for people living in federally financed rentals, which covers 25 percent of all rentals in the United States, according to the Urban Institute. That moratorium is set to expire on July 26.Cities across the country also put their own eviction moratoriums into place, but many of those are set to expire at the end of July as well.Nine thousand evictions cases resumed in Memphis, once its moratorium ended last month. In Virginia, 12,000 eviction cases were filed when its moratorium was lifted.“There are people in serious crisis and our neighbors are suffering,” said Tammy Morales, who serves as a city commissioner in Seattle.In May, Morales introduced legislation banning landlords from using eviction history as grounds to deny tenancy to renters for up to six months after the pandemic. The bill passed in with all but one commissioner voting yes.“There are cascading effects of this crisis, and this is one piece that we are able to do at the local level to help people,” said Morales.“It’s harder to hold onto your job. It’s harder to keep your kids in school. It’s harder to maintain a workable level of health,” said Neumann about evictions. “What you see is after an eviction folks spend months and months unsuccessfully looking for housing.” 2826
