SAN DIEGO (KGTV) — Border Patrol agents say they found human remains in the Tijuana River Valley early Saturday.The agents discovered the human remains near the Tijuana River just before 8:20 a.m. on Dairy Mart Road and Clear Water Way, according to City News Service and Chief Patrol Agent Douglas Harrison.The investigation was turned over to the San Diego Police Department's homicide detectives. 10News has reached out to San Diego Police, but have yet to hear back.No further information was immediately available.City News Service contributed to this report. 572

Harrison said on Twitter he met with Friends of Friendship Park and apologized for the “unintentional destruction of the garden.”“The original intent was to have the garden trimmed. SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. SAN DIEGO (KGTV) — City Council leaders have approved a draft agreement to sell the Mission Valley stadium site to San Diego State University.Leaders unanimously approved an agreement to move forward with a Purchase and Sale Agreement (PSA) between the city and SDSU to sell the land to the university for .2 million.The agreement paves the way for the city to meet for two hearings to finalize the PSA on June 9 and June 23. After the hearings, a 30-day referendum period is legally required before Mayor Kevin Faulconer can sign the PSA and escrow can be initiated. SDSU expects to take ownership of the property in late July 2020, according to the city."Both parties wanted to get this done right, and the time and thoughtfulness put into this agreement have created a final product San Diegans can be proud of," Mayor Faulconer said. "This agreement is fair and equitable, and I want to thank Council President Gomez, City Attorney Elliott and SDSU for their commitment."The agreement is the product of 18 months of negotiating following the passage of Measure G in November 2018. The voter-approved measure calls for the expansion of SDSU, a new stadium, 80 acres of park and open space, and 4,600 market-rate and affordable housing units."We have reached a pivotal milestone moment.
