SAN DIEGO (KGTV) — A pedestrian was struck and killed by a vehicle while on Interstate 5 late Sunday.The pedestrian was on southbound I-5, just north of Cesar E Chavez Parkway, just before 11 p.m. when a vehicle struck and killed the person, according to the California Highway Patrol.Several vehicles hit the person after the initial crash, CHP added.CHP said it's unclear why the person was on the freeway and whether drugs or alcohol were a factor in the collision.I-5 was closed between Cesar Chavez Parkway and Logan Avenue while CHP investigators responded. The collision was under investigation as of Monday. 623

SAN DIEGO (KGTV) - A heartbroken Allied Gardens homeowner is pleading for the return of a stolen trailer? which contained the belongings of her hospitalized mother.When Erin Rose went out to the driveway of her home on Delbarton Street Friday morning, she froze. "My heart just dropped into my stomach. I felt nauseous," said Rose.Missing from her driveway was her 5-ft x 8-ft trailer. Drag marks revealed how it left the home."You can see it extends all the way to the street ... and to the intersection," said Rose.Rose had locked up the trailer in two places. The only thing she found were the remnants of one of the locks."Just heartbreaking and sad," said Rose. The trailer contained all the belongings of her mother Gail, 74, a part-time San Diegan recently hospitalized in Wisconsin with a heart condition. Rose had been storing her mother's belongings since buying a home months ago."That's all my mom has left. Now she has nothing," said Rose.Inside the trailer: furniture, household items, and some jewelry, including family heirlooms. There was also a lifetime of photos. Most of them haven't been digitized. Rose waited a week to tell her mother, until she was strong enough to receive the news."She cried, she cried. She knew she couldn't get stressed out, couldn't get her heart rate up. Right now she's focusing on her health. Hasn't really hit her she's going to come back to nothing," said Rose.Rose is now hoping to change that by making a plea for tips."I just want when she comes back to be able to have her photos on her nightstand. I know she'd really, really love that," said Rose.The white Cargo Express trailer has the word 'Tucson' written in black on the side. SAN DIEGO (KGTV) - A measure on the ballot aims to solve San Diego's homeless and housing crisis by raising property taxes and using the money to build more homes.Measure A would provide the City with 0 million "for the acquisition or improvement of real property" that would be specifically for "vulnerable populations."According to the Measure, that includes low-income families making less than 80% of the median income and the homeless or chronically homeless, seniors, veterans, people who are disabled, and young adults who are coming out of the foster system."It would build as many as 7,500 homes," says Stephen Russell, the President, and CEO of the San Diego Housing Federation. "The trauma of sleeping on the street is ongoing. We believe the first thing you need to do is give someone a safe, secure place to live."Russell says the City could leverage that 0 million to bring in an additional billion in state and federal matching funds.According to the text of Measure A, the money would be paid back over 40 years by gradually raising property taxes. In the first year, homeowners would be taxed an additional .14 per 0,000 of value on their home. With the average home value in San Diego at just above 0,000, that means homeowners would pay an extra in property taxes.But, by the seventh year of the bond, that tax goes up to .85 per 0,000 of assessed value or about 5 for the average home.Over 40 years that means an average homeowner in San Diego would pay an additional ,000 in property taxes."We believe that folks with their empathy, with their sympathy for folks on the streets, are prepared to make that small investment," says Russell.But opponents of the Measure say it's not the right time to raise taxes, and the money would not solve the issue."The people who put Measure A on the ballot are the same people who are responsible for the failed strategies that we've been pursuing for the past decade, that have resulted in a skyrocketing increase in the number of homeless people here in San Diego," says Carl DeMaio, the Chairman of Reform California."If we really want to deal with homelessness, we have to get to the root cause of homelessness, which is substance abuse and mental illness," he says.DeMaio also points out that the text of Measure A says it will cost the City .1 billion to pay back the bonds over 40 years.The Measure also establishes a Citizens Oversight Committee to make sure the money is only spent on affordable housing.Because it's a new tax, it requires a 2/3 vote to pass. 2568

  

SAN DIEGO (KGTV) -- A Republican candidate is finally in the race to become San Diego's next mayor.Thus far, the campaign to be the city's next leader has been dominated by Democrats, with no household Republicans stepping in.But earlier this month, Bay Park resident Richard Hansen re-registered from a decline-to-state to Republican in his own quest to succeed Republican Kevin Faulconer, who is termed out in 2020."I saw that there was a vacuum regarding the Republican Party putting up a candidate for mayor, and so I see a path to victory here in San Diego," Hansen said. Hansen, an ardent supporter of President Trump, is a former Democrat who left that party in 2016. He never re-registered with a party because he said he took issue with elitists in both the Democrat and Republican Parties. Hansen said, however, that he aligns with President Trump on issues such as the Second Amendment, the Border Wall, and abortion. "I just felt that Donald Trump, even though he is a billionaire, he's the blue collar billionaire," said Hansen, a real estate broker, who added he would serve the entire community as mayor. Candidates have until Dec. 5 to file nomination papers with the city of San Diego. The position is technically non-partisan. As it stands, Democrats outnumber Republicans in registration by a near two to one margin, 318,507 to 162,004. Additionally, there are more decline-to-state voters, 242,522, than Republicans in the city. "It's a blue city," said John Dadian, a political analyst. "We may have a super-duper majority on the City Council of Democrats, maybe more than exists right now, so it's just not feasible, quite honestly."A recent 10News-Union-Tribune scientific poll found Assemblyman Todd Gloria leading City Councilwoman Barbara Bry in the race. Both are Democrats. It remains to be seen whether a household GOP candidate will emerge. Tony Krvaric, who heads the Republican Party of San Diego, said he did not know Hansen and that he has encouraged current City Councilman Scott Sherman to run. A spokesman for Sherman said the councilman is strongly considering a run and is hearing encouragement daily. Sherman is also termed out from his council seat in 2020. 2207

  

SAN DIEGO (KGTV) — A repeat DUI offender who pleaded guilty to hitting and killing a tow-truck operator on SR-52 in 2017 has been sentenced.Michael Gilbert Gray, 50, pleaded guilty to second-degree murder in August in the death of 55-year-old Fred Griffith.Gray was sentenced Friday to 25 years to life in prison.On Feb. 23, 2017, Griffith, a single father of three, was aiding a stranded trash truck on the freeway near Tierrasanta when he was struck and killed by Gray's Ford Expedition.RELATED 514
