CARLSBAD, Calif. (CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic.This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions.When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas.On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining.The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. (AP) — JPMorgan Chase says it will extend billions in loans to Black and Latino homebuyers and small business owners in an expanded effort toward fixing what the bank calls “systemic racism” in the country’s economic system. The bank said it is committing billion over the next five years toward programs that include earmarking more money for getting Black and Latino families into homeownership and providing additional financing to build affordable rental housing units. The bank said it expects the billion to help finance 40,000 additional mortgages for Black and Latino households, another 20,000 loans that will refinance mortgages and help construct 100,000 affordable rental units. 722

(KGTV) -- Police in Carlsbad are investigating following an apparent murder-suicide Tuesday afternoon.Police were contacted by the family of a man who reportedly said he had killed his wife around noon Tuesday.Investigators discovered that the man was driving around the southern part of Carlsbad in his car.When officers found the vehicle they discovered a deceased 89-year-old passenger and a deceased 92-year-old driver inside.At this time, the circumstances surrounding the incident are unclear. Now, there are apps that allow you to skip the phone call and get your food delivered straight to your door with just a few taps on a phone screen.We looked at some of the top food delivery apps to find out which is the best one to download. The apps include Postmates, Uber Eats, Door Dash and Eat 24.All four apps have slight differences when it comes to restaurants, fees and how easy they are to use. Not every app has the same restaurants on them, so you might have to use an app that has the restaurant of your liking.Door Dash was the simplest app to use because there weren’t that many choices or suggestions to help you choose what to eat.Eat 24, like many of the other apps offered food categories like American, Asian and Mexican to help you narrow down your choices.We found when placing your order on each app you had to add your credit card and address, but for Uber Eats you did not. If you have an Uber Ride Share account, it's automatically synced up to that app. It cut the ordering time in half if you were a new user.Although we used Postmates for ordering food, we learned you can use the app for ordering anything. Some use Postmates to order clothes to be picked up or getting an item from the drug store delivered to their house.No matter which app you use there’s a place to save money by adding a promo code. But, you’ll need to watch out for hidden service fees outside of the usual delivery and tax fee.A great feature all the apps have are alerts or push notifications letting you know where your food is and when it will be delivered.Almost every app delivered the food we ordered 10 minutes earlier than their estimated arrival time.
