SHARM EL-SHEIKH, Egypt, Nov. 9 (Xinhua) -- The 4th Ministerial Conference of the China-Africa Cooperation Forum (FOCAC) wrapped up in the Egyptian Red Sea resort of Sharm el-Sheikh on Monday, with the adoption of the Declaration of Sharm el-Sheikh and Sharm el-Sheikh Action Plan, defining new programs of cooperation between the two sides in the next three years.     The Declaration of Sharm el-Sheikh, the political document of the conference, sets forth the guiding principles of China-Africa cooperation, reflects the views and consensus of both sides on major international and regional issues and China-Africa relations, and expresses the hope to strengthen China-Africa cooperation under the new circumstances. BEIJING, Nov. 17 (Xinhua) -- China and the United States issued a joint statement in Beijing Tuesday, promising that the two countries would "take concrete steps" to advance "sustained and reliable" military-to-military relations in the future.     "The two sides will actively implement various exchange and cooperation programs agreed between the two militaries, including by increasing the level and frequency of exchanges," according to the joint statement issued after Chinese President Hu Jintao met with visiting U.S. President Barack Obama.     The two sides commended the outcomes of the visit to the U.S. by General Xu Caihou, vice chairman of the Chinese Central Military Commission, in October this year.     Preparations would be made for the visit to the U.S. by General Chen Bingde, chief of the General Staff of China's People's Liberation Army, and the visits to China by Robert Gates, the U.S. Secretary of Defense, and Admiral Michael Mullen, chairman of the U.S. Joint Chiefs of Staff, the statement showed.     The goal of these efforts, according to the statement, is to improve the Chinese and U.S. militaries' capabilities for practical cooperation and foster greater understanding of each other's intentions and of the international security environment.     Obama is in Beijing for a four-day state visit to China that started in Shanghai Sunday night.

DATONG, Shanxi, Dec. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for renovating the hovels in urban areas and at state-owned factories and mines across the country to better the livelihood of needy people.     Renovation of all squatter homes in cities and at state-owned factories and mines should be completed in the next fives years. Those hovels at state-owned forest zones, reclamation areas and coal mines will be renovated within three years, Li told a national meeting.     Different kinds of government funds will be used in the renovation work, and private investment will be encouraged, Li said, adding that favorable tax and land policies will be implemented.     He said the renovation efforts should be open and transparent and respect the wishes of the broad masses. Efforts should be made to avoid corruption.     Li said China will promote the building of low-rent houses to meet people's basic needs for housing.     By the end of 2008, China has 11.48 million families living in hovels, 7.44 million of which live in cities, 2.38 million nearby state-owned plants and mines, 1.66 million in forest zones and reclamation areas.
