APATUL VALLEY (CNS) - Firefighters battling the Valley Fire in rural eastern San Diego County worked to take advantage of lighter winds and higher humidity this morning in an attempt to increase containment of the blaze.The fire, southeast of Alpine, has burned 17,665 acres, destroyed 30 residences and 31 outbuildings, damaged 11 other structures, injured three firefighters and was 79% contained.At noon Friday, Cal Fire announced that all evacuations and road closures necessitated by the conflagration, dubbed the Valley Fire, had been lifted.However, Cleveland National Forest remained closed to the public until further notice ``to protect natural resources and provide for the safety of the public and firefighters,'' Cal Fire advised.``This closure will stay in place until conditions improve and we are confident that national forest visitors can recreate safely,'' according to the state agency.The blaze erupted for unknown reasons early Sept. 5 off Spirit Trail and Carveacre Road and spread rapidly through tinder-dry vegetation amid sweltering heat and high winds, Cal Fire officials said.Cal Fire cautioned those returning to the fire-ravaged area Friday to ``use extreme caution around trees, power poles and other tall objects or structures that may have been weakened'' by the blaze.The San Diego County Sheriff's Department will increased its patrols in the area to ensure public safety and prevent looting, according to Cal Fire.Officials advised that motorists in the area may face traffic disruptions due to the continued presence of firefighters, law enforcement personnel and utility workers still working there.Non-residents were asked to avoid locales in and around the burn zone if possible.About 140 San Diego Gas & Electric customers in Alpine, Barrett Lake, Dehesa, Lyons Valley and Rancho Palo Verde were without power. "I think the voices of the young people are being heard and they're speaking out," said Lessie Williams, a community advocate in Portland, Oregon.Williams spent 20 years building up and believing in the young people she serves. Through her church's non-profit organization, Highland Haven, she wanted to bring wrap-around services to families most at risk, expanding mental health services and creating youth violence prevention programs."Building relationships with them, let them know you really care and be your authentic self because kids know," said Williams. For many of those years, she worked alongside Pastor W. G. Hardy, who passed away in 2018.They took part in a national program administered by the CDC aimed at reducing racial and ethnic health disparities."We felt like, focus on health and wellness and try to get rid of some of those disparities in our communities," said Williams.Rather than make the change inside one church, they created a network of churches and community organizations serving African Americans in Multnomah County. Williams worked through this network to increase access to health care, bringing preventive services such as blood pressure screenings to community churches, and increasing access to healthy foods."The biggest thing for me was health. I come from a family of diabetes, cancer, heart disease, and that's not talked about in our community. It's not talked about in our culture," said Teresa Johnson, co-chair for the Highland Haven Health and Wellness Team.They've reached thousands of people through this work, helping community members improve their physical health, manage their mental health, and cope with the traumas of racial injustice."We're going to Zoom and talk about the disparities that are going on in our community, how it is affecting our youth. An investigation into what led up to an explosion that hurt officers and a hostage situation in North Haven continued on Thursday.State police said a man held his wife hostage inside of a home on Quinnipiac Avenue for several days.She escaped, but he barricaded himself inside a barn near a house on the property.That's when police said the explosion happened on Wednesday night.Eight officers were hurt and the suspect is not in custody. Police said they continue to search for him.The area surrounding the property has been blocked off by rows of cruisers. Quinnipiac Avenue is closed between McArthur Road and Pent Way.North Haven police said they first responded around 2 p.m. on Wednesday.A woman went to the North Haven Police Department with a complaint about an incident at the Quinnipiac Avenue home.Police said the woman had managed to escape after she was held hostage for three days by her husband.Troopers told Channel 3 that they determined a tactical response was necessary.A SWAT team was called in to help.While police and the SWAT team were negotiating with the man, state police said there was an explosion at a barn near the home.Flames were captured in video that was recorded at the scene.The last time the man was seen was when he was barricaded inside of the barn."The suspect is not in custody at this time," said trooper Kelly Grant, Connecticut State Police. "They are still attempting to locate that suspect. They have asked the residents right in this general vicinity to shelter in place while they conducted this investigation."The eight tactical officers who were hurt in the explosion were taken to Yale-New Haven Hospital.None of their injuries were life-threatening.State police have taken over the investigation.  1762
