BEIJING, Jan. 31 (Xinhua) -- A governmental decree which prohibits landlords from dividing apartment rooms into smaller booths for rent will take effect Tuesday. The decree, entitled the Regulations on Leasing of Commercial Housing, stipulates that the average living area of rented housing per person shall not be less than the minimum living area per person set by local governments.Besides, the decree forbids the leasing of kitchens, toilets, basements and balconies to be used as sleeping rooms. The decree is one of several governmental regulations which will take effect on Tuesday. The revised invoice regulations and new regulations on reporting of securities and futures news, price monopoly, and sealing up of property papers by government audit departments will also come into effect. The new regulations on reporting of securities and futures news, jointly issued by the General Administration of Press and Publication and the China Securities Regulatory Commission, stipulate that reporters should be prudent in reporting news that might affect investors' prospects and market stability.
BEIJING, Feb. 12 (Xinhua) -- China said late Saturday that members of the United Nations should work for a broadly-based consensus on the reform of the UN Security Council.Foreign Ministry spokesman Ma Zhaoxu made the remarks in response to a relevant question.Media reports had it that a recently-released declaration by some countries said most of UN member nations supported enlarging the council with new permanent and non-permanent members, and insisted tangible results be achieved in this regard during the Current Session of the UN General Assembly.Ma said China held that UN member nations should seek for a package of solutions for the reform, on the basis of broad and democratic consultation among member nations to accommodate interests and concerns of all parties. He said though some positive progress had been made since inter-government negotiations regarding the reform of the UN Security Council were launched, there were still serious differences within all parties over certain important issues about the reform.China advocated that the more differences the member countries had on the reform, the more necessary for UN member nations to enhance dialogue and consultation, he said."Experience has proven that presetting results for the reform or forcing premature reform plans will not only undermine the unity of UN member nations, but also harm the reform process, which will not be in line with any party's interests," he said.China is ready to maintain contact with all relevant parties, and make joint efforts with other member nations to push forward the reform in a way which can be conducive to safeguarding the overall interests of UN and the unity of the member nations, said Ma.

SAN FRANCISCO, May 10 (Xinhua) -- Google on Tuesday launched its long-awaited cloud-based music service Music Beta without any label licenses it originally wanted. The search giant introduced the digital music locker service at its annual I/O developer conference in San Francisco. So far, only U.S. users can access the service by requesting an invitation from Google while priorities will be given to those with the Verizon version of the Motorola Xoom tablet and attendees of the I/O conference.Since Google failed to come to a license agreement with major music labels, Music Beta is essentially a massive cloud hard drive. Users cannot share their Music Beta by Google tunes or purchase new songs. It allows users to upload 20,000 songs into the cloud, compared with Amazon Cloud Drive's 2,000 songs and 5 GB limit for free accounts.Any web-connected devices with a browser or supporting Flash can stream music from the digital locker, but the service is only for Android-powered devices.Music Beta also gets Instant Mix, a similar intelligent feature to Apple's Genius playlist creator, which creates new playlists based on a single song by analyzing its characteristics. Before unveiling the service, Google told U.S. media Monday night that the current Music Beta is not the service Google had wanted to offer and it will continue to seek licenses with major music labels.
GENEVA, May 3 (Xinhua) -- Roughly half to three quarters of adults aged between 18 to 65 years have had headache in the last year, a prevalent problem that went under-treated, the Geneva based World Health Organization (WHO) said in a report issued Tuesday. The report, named "Of Headache Disorders and Resources in the World 2011," regarded headache disorders as one of the most prevalent disorders of mankind.WHO estimated over 10 percent of the adult population suffered from migraine, and 1.7 to 4 percent of them were troubled frequently by headache on 15 or more days every month.Among all cases studied, the report said, on average only 10 percent were treated by neurologists, and the rates were even lower in Africa and South-East Asia.Three types of headache disorders were underlined as the most frequently seen, including migraine, tension-type headache and that caused by medication-overuse.The report concluded that given the very high indirect costs of headache, investment in health care related to headache treatment might be overall cost-saving to society.
BEIJING, Feb.9 (Xinhua) -- China's State Council, the nation's cabinet, pledged Wednesday to step up efforts to boost grain production as relentless droughts continue to wreak havoc in north China's wheat growing regions. To encourage farmers to plant more and increase production, China will increase minimum purchase prices for grain produced in 2011 by up to 21.9 percent from that in 2010, according to a statement released after a State Council executive meeting presided over by Premier Wen Jiabao. The purchasing prices for japonica rice will rise 21.9 percent to 128 yuan (19.4 U.S. dollars) per 50 kilograms this year, while prices for early and middle-late indica rice will increase 9.7 percent and 10.3 percent to 102 yuan and 107 yuan per 50 kilograms respectively.Further, the central government will allocate 1.2 billion yuan to subsidize the purchase of anti-drought technologies for winter wheat-growing regions.According to the statement, the government has already allocated 4 billion yuan for rural water conservation projects and another 2 billion yuan will be allocated for farm irrigation systems and safe drinking water projects. The government had also pledged to fund 2,000 professional groups in insect-prevention in the worst-hit counties, the statement said.China's main wheat-growing regions, including Shandong, Henan, Hebei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu provinces, have been plagued by ongoing droughts since last year.
