San Diegans were reminded again this weekend that what was formerly known as Qualcomm Stadium is not the city's most glamorous place. The lights just turned off in the middle of San Diego State’s game winning drive against Stanford on Saturday. But the aging San Diego Stadium, as its currently known, appears to be primed for yet another new chapter - even as public officials debate how the site should be redeveloped.  San Diego County Credit Union, which already sponsors the Holiday bowl, is stepping up with 0,000 to place its name on the stadium until the end of next year.  But that's not all.  The credit union’s proposal to the City Council outlines plans to market the venue. The goal is to bring in even more events, including concerts, soccer games, weddings, birthday parties, fireworks, corporate softball, seminars and team building.  Its four key objectives are: Introduce, build and increase awareness of SDCCU StadiumPromote and Increase awareness and attendance of evnets atking place at SDCCU StadiumPosition SDCCU Stadium as the most desired venue in the city of San Diego host any and all types of eventsDrive additional revenue to the stadium. Isidro Cardenas, who enjoyed the tailgate scene at charger games, says he'd like more activity at the stadium “I’d like to see it used for the local sport avenue here in our San Diego County,” he said. “Whatever we can do to help along, so now that the Chargers are gone bring in more colleges to play there. The proposal also says the credit union would install five ATMs on site.The City Council will consider the plan at its meeting Tuesday.  A spokeswoman for the credit union said more details would be released if the city council approves the naming rights plan.   1810

SAN DIEGO (CNS) - A grand jury report released Wednesday found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency. The grand jury reviewed the workloads of social workers in the CWS division, as well as how CWS workers are trained to provide support and care to foster children and parents. The panel also looked into the effects of the state's Continuum of Care Reform Act, which required regional foster care systems to increase support for foster families and improve outcomes for foster youth. The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination. CWS staff and foster parents also lack the proper training to offer trauma- informed care or support for victims of human trafficking, according to the report. RELATED: Team 10: Child maltreatment in foster careThe grand jury launched the study after the San Diego Union-Tribune reported last July on a lawsuit alleging multiple instances of abuse of foster children over a seven-year period. Through interviews with county officials and a review of current CWS practices, the grand jury received reports that nearly one-third of foster children were abused in some way in their foster homes. In addition, roughly 20% of all calls to the county's child abuse hotline were from foster youth. ``Even though foster families have 12 hours of initial training including an orientation and eight hours of continuing education/year, the grand jury believes increased training in trauma and parent education will decrease maltreatment in (the Resource Family Approval program) and kinship care,'' the report says. RELATED: Team 10: California department does not maintain data on all foster care deathsThe grand jury issued nearly 10 recommendations to the county to improve the foster care system and ensure the safety of foster youth, including an annual study of abuse and mistreatment and a dedicated oversight board to investigate cases of abuse in foster homes. Currently, cases of abuse in the county's foster youth system are handled by a group of protective service workers and records clerks. Those workers coordinate with local law enforcement to investigate abuse and mistreatment allegations. The panel also recommended that the county study both current workloads for its social workers and overall turnover rates to improve recruitment and retention efforts. The study should also focus on how to increase interaction between social workers, foster youth and their foster families, according to the grand jury. 2740

SAN DIEGO (CNS) - A federal judge Tuesday ordered correctional officers at the Richard J. Donovan Correctional Facility in Otay Mesa to wear body cameras while interacting with inmates, a first for California.The ruling comes in a civil rights lawsuit over disabled inmates' rights, in which a federal judge found evidence to support allegations of physical abuse of prisoners at the prison, the Los Angeles Times reported.The order applies to interactions with all inmates with disabilities inside the Otay Mesa facility, according to The Times.Attorneys for the inmates with disabilities had asked the judge to issue an order mandating body cameras for correctional officers after documenting widespread physical abuse of the inmates, the Los Angeles Times reported."Body cameras have never been used in California prisons. This is a very important order to help put an end to physical abuse and broken bones of those with physical disabilities at this most dangerous of prisons," attorney Gay Grunfeld told The Times. Her law firm, along with the Prison Law Office, represents the plaintiffs."Body cameras can bring sound and context to situations that involve the use of force which surveillance cameras cannot."U.S. District Judge Claudia Wilken gave the California Department of Corrections and Rehabilitation a timetable that effectively gives it five months to get the body-worn devices into use. She also ordered that records from body cameras be preserved from use-of-force incidents and that policies be created, The Times reported.Dana Simas, the press secretary for the Department of Corrections and Rehabilitation said in a statement to The Times the department takes "the safety and security of the incarcerated population very seriously, and vigorously work to protect those with disabilities. We will be carefully evaluating the order."Wilken also ordered the installation, within four or five months, of widespread surveillance camera systems at critical areas of the prison and the establishment of third-party expert monitor oversight of evidence gathered at the prison, according to The Times.Wilken ordered those actions as part of an injunction she granted as part of a bigger plan to address allegations of repeated physical abuse and retaliation against disabled inmates who complain about the prison facility, The Times reported.Wilken, an Oakland-based judge, is handling a class-action lawsuit that seeks to guarantee the rights of state prisoners under the Americans with Disabilities Act, according to The Times.The ruling Tuesday applies to the single prison, but Wilken is expected to hear another motion next month that examines evidence of abuses across the state prison system and seeks to implement the use of body cameras across 35 prisons, The Times reported.The injunction Tuesday was granted based on 112 sworn declarations from inmates that lawyers said showed staff "routinely use unnecessary and excessive force against people with disabilities, often resulting in broken bones, loss of consciousness, stitches or injuries that require medical attention at outside hospitals," according to The Times. 3151

SAN DIEGO (CNS) - A 21-year-old man who fatally stabbed a transient in Ocean Beach was sentenced today to 15 years to life in state prison. Noah Mitchell Jackson, 21, was convicted earlier this year of second-degree murder for the June 22, 2017, killing of 65-year-old Walter ``Ras'' Riley, an Ohio native nicknamed ``the Incense Man'' due to his practice of selling aromatic burning sticks at local farmers' markets. Officers sent just before 12:30 a.m. to the 1900 block of Bacon Street found Riley lying on the sidewalk with stab wounds to his upper body. He was pronounced dead at UCSD Medical Center. Deputy District Attorney Michael Reilly said the victim was stabbed five times, with the killing blow entering his back, breaking several ribs and puncturing his heart. RELATED: Police search for man suspected in death of homeless man in Ocean BeachJackson confessed to a friend that he stabbed Riley, according to the prosecutor, who said Jackson told the friend, ``I got that guy. I stabbed that (expletive).'' ``Those are the words of a murderer,'' Reilly told jurors. Reilly said that some time after the killing, Jackson had a friend drive him to Kellogg's Beach, where Jackson threw the murder weapon and his cellphone into the water. Police divers were not able to recover the knife or the phone. Jackson's attorney, Eugene Iredale, alleged the friend was pressured by police to incriminate Jackson and was offered immunity for his testimony in the trial. However, Iredale denied this suspected motive, as he said his client had substance abuse problems that led him to make several ``completely random statements'' to friends following the date of the killing. The attorney said the spitting incident involving Jackson's sister never occurred and ``God only knows'' why Jackson said it had. Iredale said police originally had 20 to 30 suspects, but centered on Jackson due to a 911 call made about 90 minutes prior to Riley's stabbing. In that call, a recording of which was played for the jury, the mother of one of Jackson's friends said Jackson was at her home displaying erratic behavior and saying he wanted to commit suicide. He'd just gotten into an argument with his girlfriend, then left the house, she told a dispatcher. Iredale alleged the clothing description she provided police -- a white sweatshirt and jeans -- vaguely resembled the attire of a suspect captured on surveillance footage running through Ocean Beach following the killing. That footage was publicly released shortly after Riley's death. Iredale said the man in the footage was Riley's killer, but looked nothing like his client. Jackson was arrested in Huntington Beach in February 2018 by SDPD detectives with the help of local police and the U.S. Marshals Service. 3238

SALT LAKE CITY, Utah — A teenager was hospitalized after he was shot by a police officer in Salt Lake City Friday night.According to Salt Lake City police Sgt. Keith Horrocks, officers were dispatched to the area of 500 South and Navajo Street just after 10 p.m. on reports of a "juvenile" — police did not release his exact age — having a mental health episode and threatening people with a weapon.Police say the boy fled on foot when officers arrived, and one officer shot him.Officers administered aid until medical personnel arrived and transported the boy to a local hospital in serious condition.Wesley Barton, who said he is the boy's brother, tweeted that he is 13 years old and is in stable condition.An officer-involved critical incident protocol investigation has been launched, which includes an investigation conducted by local departments other than Salt Lake City Police Department (SLCPD).
