SAN DIEGO, Calif. (KGTV) - California Gov. Gavin Newsom said indoor operations must close in the state, so some businesses like gyms and restaurants are moving outside. For the beauty industry, there’s a divide. While Newsom and San Diego County officials said businesses can move outside, the California Board of Barbering and Cosmetology won’t allow it.Bahar Radman is a stylist at Del Beauty Box and said she already started cutting hair in her salon’s parking lot. She said it works because there is more space to spread out, there is better airflow, she already has the cosmetology training on best hygiene practices, and she’s also taking coronavirus safety precautions, like keeping a mask on the whole time. She said of her first three outdoor clients, all were happy with the setup and already booked return appointments.This goes against the California Board of Barbering and Cosmetology rules, though. In a statement, a spokesperson from the Department of Consumer Affairs said, “The Board of Barbering and Cosmetology understands the effect shutdowns have on businesses and is sensitive to that. As it stands at this moment, under current laws and regulations, the services cannot be performed outside. San Diego (KGTV)- Thousands of students around the world walked out of their classrooms this morning and are taking a stand to help end climate change. Its a part of the “Youth Strike 4 Climate.” Hundreds of students from High Tech High School joined the international fight. Teens say they want a healthy environment for years to come. “This is everyone’s fight, everyone as a community. It's so important that we do something now,” says student Hailey Baiz. The teems say the movement is to let government leaders know that something needs to be done to curb global warming and cut gas emissions. Students at High Tech High say they’ve already reduced their carbon footprint and they want adults to follow their lead. “It is affecting all of us, and I feel that if we go to city hall, we’ll make our voices be heard,” says Frida Sanchez. As part of the international protest, teens are hoping to grab the attention of leaders at their local city halls. 962

The city wants to add housing and retail to the area to help meet new goals for housing, transportation and climate change.To do that, they're looking to add density to the neighborhood.The website identifies eight areas of Clairemont that could be redeveloped. It asks users to make changes to at least three areas while adding 5,000 new homes. At least 40% of the houses need to be near the trolley.To help, it offers basic renderings of what different development could look like in each neighborhood."We wanted to try to find something that allowed people to get into the weeds if they wanted to," says Tait Galloway, the Program Manager who helped design the website. "But, this still allows them to do it within 15-20 minutes."The website will be available until March 14th. After that, the answers will be collected and used as the city devises the new Clairemont Community Plan. They hope to present it by the end of 2020.City leaders hope this will become a template for other neighborhoods and a way to get more people involved in the process. San Diego (KGTV)- Parents at several San Diego County high schools have been notified that students could have been exposed to Pertussis, also known as whooping cough. Carlsbad High School confirmed two cases last week. Monday, parents at Mt. Carmel High School were notified that students at that school may have been exposed to the infection, though it wasn't clear how many confirmed cases there have been at the school. “This is probably the most contagious bacterial disease,” says Eric McDonald, with the county’s Health and Human Services Department. “For every one person who has it, when they expose people who have not had or been immunized, they can infect up to 16 or 17 other people.”McDonald says symptoms of a typical cold are a runny nose, low-grade fever, and a cough. For someone who may have pertussis “its the persistence of the cough that should be the number one clue.”So far this year, in San Diego County, there have been over 70 confirmed cases of pertussis. “The number of cases in San Diego are higher than most of California, particularly for infants under the age of four months.”If your child has a cough that lasts almost two weeks, they should be treated by a doctor. McDonald recommends everyone get the DTaP shot to lower the risk of getting pertussis, especially pregnant women in their third trimester. 1347
SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. The City is building and working with a multidisciplinary team of outside legal and real estate experts to achieve these goals. These plans were presented to the City Council at a public hearing on August 6, and the Council voted to continue to receive updates, which staff will provide." 3985
