SAN DIEGO (KGTV) -- Black history in San Diego goes back hundreds of years, but a unique aspect specific to the area is a historic building that no longer stands. At the intersection of Market and 2nd in downtown, there is a small plaque on the ground. This marker is all that’s left of the historic Hotel Douglas, a place founded in the Roaring 20s that became an icon for the area.George Ramsey founded Hotel Douglas in 1924 as a place for the black community. During this time, segregation was prevalent, and many hotels were whites-only. Ramsey created the hotel as a way to give a space and economic boost to black people.“He had the idea of creating a black hotel. When I say black hotel I mean a hotel run by black people, owned by black people, employing black people, serving black people,” said David Miller, a history professor who also works with the San Diego History Center.Miller said the hotel became a famous spot because of the nightclub inside that drew in many famous black performers, including Bessie Smith and Duke Ellington, who would stop on their way to shows in neighboring major cities.“San Diego was a stopover point so the club in the hotel became a center for black performers and in fact became dubbed the Harlem of the west,” said Miller.The hotel no longer stands, but the plaque marks the history it represents. Miller said this history, similar to other major black history days like Juneteenth, is important to know and understand to grow as a society.“It’s a chance to truth tell and to learn about not necessarily a moment in history but a moment in history that illustrates the ongoing nature of making freedom and navigating what freedom means now as free people,” he said.The San Diego History Center will reopen to the public July 4, 2020 after closures due to coronavirus. There are also resources available online to learn more about local history. SAN DIEGO (KGTV) - Congress is considering a bill that will push for more transparency in the online event ticketing industry. Included in the reforms would be a mandate that companies disclose the full cost of each ticket, including additional fees, up front.In the current environment, most ticket sites show only the cost of the ticket up front, but add the fees after the customer has begun the process of purchasing the tickets.San Diego Congressman Scott Peters is on the committee considering the bill and questioned leaders from the major ticketing companies during a congressional hearing Wednesday. The hearing included representatives from Ticketmaster, Stubhub, and AXS.Other contentious issues being considered by lawmakers include battling ticket fraud, transfer of tickets once purchased, and the accusations that companies withhold putting many of the tickets on sale at one time in order to create a false sense of demand and artificially cause the ticket prices to increase.Peters says he thinks Congress will be able to pass a strong bill to create more transparency. SAN DIEGO (KGTV) -- Caltrans is warning commuters about an overnight closure on State Route 54 Thursday. According to the agency, crews will close the westbound SR-54 connector to northbound and southbound I-805 between 11 p.m. Thursday and 5 a.m. Friday. The connector will be closed so crews can complete maintenance on guardrails.Signs will be posted directing drivers to exit at Highland Avenue, turn left to eastbound SR-54 to northbound or southbound I-805. 472

SAN DIEGO (KGTV) -- California state officials have issued their COVID-19 guidelines for gathering during the holidays. With less than two weeks until Thanksgiving, the guidelines include things like physical distancing and wearing a mask when not eating or drinking. There are specific guidelines for counties in the purple tier, like San Diego County. Counties in the purple tier are required to gather outdoors. Health officials recommend no more than three households and limiting the gathering to two hours or less. Infectious disease specialists say the guidelines are strict, but necessary to slow the spread of the virus. Other recommendations include having guests frequently wash their hands and having only one person serve food and beverages, with a mask on. Older and at-risk individuals are advised not to attend. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home.
