SAN DIEGO (KGTV) -- A San Diego woman is searching for the hero who saved her from drowning after a cliff dive at Sunset Cliffs.“I think the ocean really taught me a lesson that day. It really did,” Justice Arreguin said.It happened a week ago Sunday.Arreguin was with some friends when she jumped off the cliff into the water. The first jump was fine, she said. But when she jumped the second time, it almost killed her.The big waves pulled her under and tossed her around. She couldn't breathe.“Then this guy he just popped out of nowhere and he was like 'you have to stay calm. Try to stay calm,'" Arreguin said. "And so I did and after a while, he jumped in the water when it was safe."The man pulled justice out. She never got his name.Arreguin wants to meet him again and thank him.If you know who he is please email us at the station at tips@10news.com.  874

SAN DIEGO (KGTV) -- A shark advisory is being issued Tuesday after witnesses reported seeing a five-foot-long shark near Black's Beach. According to Mónica Mu?oz with San Diego Fire-Rescue, the advisory is in place from the Mushroom House north to Bathtub Rock, also known as Flat Rock. “Some witnesses reported seeing a shark of about five feet in length which does not reach the threshold of a significant threat. However, the number of witnesses and the feeding behavior observed influenced the lifeguards’ decision to issue the advisory,” Mu?oz said. Just after 12:30 p.m., a group of 25 surfers got out of the water at Black's Beach after reportedly seeing a shark eating a sea lion. Another group of people reported similar information to a lifeguard. In the same area, Mu?oz says lifeguards witnessed a large sea lion eating a fish. The department says there were either two separate sightings in the area, or witnesses all saw a sea lion feeding on a fish, but mistook it for a shark. “We are acting out of an abundance of caution,” Mu?oz added. Lifeguards are conducting active patrols in the area to let people know what witnesses saw. Mu?oz says lifeguards are advising against water activity; however, the water is not closed to people who choose to enter. Signs will also be posted in the area. 1316

SAN DIEGO (KGTV) - An abandoned building on the edge of Hillcrest could become a game changer when it comes to mental health services. The County Board of Supervisors voted unanimously Wednesday to explore turning the 7-acre site into a behavioral health services center. The facility would be in an area where many of the most vulnerable have no other place to go. The county had initially shopped the site for redevelopment into high-end housing, but County Supervisor Nathan Fletcher pushed his colleagues to make the change. "The old and lingering problem in many ways requires us to think differently," Fletcher said. Fletcher said he recently saw a man walking in the area in a hospital gown with his emergency room bracelet still on, carrying a clear plastic bag. RELATED: San Diego city, county working together in new program to battle homelessness in HillcrestFletcher said it's a common situation."(The man) had been experiencing homelessness, got the highest level most expensive care, nowhere for him to go, he's back on the streets," Fletcher said. Patty Maysent, CEO of UC San Diego Health, says there's a cycle when it comes to mental health needs. "We're placing them," she said. "It's really difficult, there's not enough places to place them, and they churn out pretty quickly, and can end up back in our emergency room."Maysent said homeless people with mental health issues enter the emergency room multiple times a night. UCSD Medical Center, however, has only 18 beds in its closed inpatient unit. RELATED: Residents worried about homeless people starting fires in Hillcrest"That's where the system gets backlogged," Maysent said. "If we can move those patients that are in the inpatient unit into other settings, then we can create capacity for the patients coming into the emergency room."Maysent said it's an issue that's become more widespread over the past few years as cost-of-living increased and hospital facilities aged. The proposed site is within a mile of both UC San Diego Medical Center and Scripps Mercy Hospital. In a statement, Scripps Health said it supports to bring this much-needed care to patients. 2151

SAN DIEGO (KGTV) – Adapting to new restrictions is now routine for businesses in the age of coronavirus. The latest set of rules handed down by Governor Newsom is not sitting well with salon owner Shanelle Cedeno.“Now it just feels like a target," Cedeno says.As hospitals become overwhelmed with surging cases, ICU capacity is the state’s newest metric for tightening restrictions.RELATED: Gov. Newsom: New California stay-at-home order triggered by ICU capacityOnce available capacity falls below 15%, only schools that have received waivers can stay open along with critical infrastructure.Retail can stay open at 20% capacity and restaurants will be restricted to take out and delivery. Bars wineries, salons, and barbershops will have to close their doors completely.Cedeno says her "Beautiful You" salon in Barrio Logan is already implementing every safety measure asked of them.RELATED: San Diego hospitals react to Newsom’s regional stay-at-home order“Everybody who comes in is one on one, how we run our business is very clean very sanitized,” said Cedeno. She says the new rules are unfair since the county’s numbers indicate salons and barbershops only make up 2.5% of community exposure settings.“A lot of these cases are just coming from people’s personal lives and not following the rules outside of where they come into businesses,” said Cedeno. The timeline is still uncertain for when salons will have to close. Until then, Cedeno says they’re moving up appointments before it’s too late.“We are making our reach-outs to have them come in today and tomorrow,” said Cedeno. “We’re San Diego, we got this. We’re all in this together.” 1655
