SAN DIEGO (KGTV) -- Thousands of local college students scrambled Tuesday to pack up their belongings and make travel arrangements after San Diego State University and the University of San Diego informed students they had roughly 24 hours to vacate their dorms.In a campus-wide email Tuesday, SDSU said students needed to move out by 7 p.m. Wednesday unless they had a hardship.SDSU said it rapidly expedited its move-out plans after seven Bay Area counties instituted shelter-in-place orders to combat the coronavirus. The university said it was “anticipating that more cities will follow.”“Everyone is shocked. This hasn’t really happened before so no one really knows how to deal with it,” said SDSU student Courtney Robinson.Sophomore Samantha Horan added, “People are just scared and they’re trying to get home as quick as they can.”The university said students with health or safety risks, those who could not return home, and students without an alternate residence could remain on campus. Last week, SDSU had encouraged students to consider staying home after spring break. While some students said they anticipated the move-out order, others were caught off guard.“I was planning on staying [during spring break] so I had nothing packed at all,” said student John Magee.Magee was trying to decide which items to pack in his car for the drive to San Jose, and which to leave behind.“If we leave anything, will it be tossed out? Or how will we get it?” he wondered.The university said students could leave non-essential belongings behind “if absolutely necessary.” “However, it cannot be determined at this time when you will be able to collect any left belongings,” SDSU said in a statement.The university said students will receive a credit for any paid rent and unused meal plans.Other local universities had already encouraged their students to leave dorms in the coming days. SAN DIEGO (KGTV) -- This year, the Drug Enforcement Administration is adding vaping products to the list of what they’ll accept on National Prescription Drug Take Back Day. The agency will be accepting prescriptions and vaping products on October 26 from 10 a.m. to 2 p.m. According to the agency, nearly 10 million Americans misused controlled prescription drugs in 2018. The Centers for Disease Control and Prevention reports that there have been 33 deaths in 24 states and nearly 1,500 lung injuries from vaping in 2019.The agency is treating the events like an outbreak, saying the best advice is to avoid using all forms of E-Cigarettes. The DEA decided to add vaping products to their drug take back event to make sure they're safely removed."If people throw them away, if people dump them down the toilet, if people store them in a drawer, they're still not safe," says DEA Special Agent in Charge Colin Roane." SAN DIEGO (KGTV) — The topic of voter fraud has been in the spotlight more than usual this election cycle, with President Donald Trump encouraging supporters to volunteer as poll watchers and tweeting about election-related fraud at least eight times in the last week.There are several categories of voter fraud, including ineligible voting by non-citizens or felons; or double voting, when someone illegally casts more than one ballot.Voter fraud is cheating by voters themselves, which is distinct from other forms of election malfeasance, and there have been dozens of studies aimed at measuring it over the last few years.There are essentially two types of academic research on voter fraud: studies that examine documented cases of voter fraud, such as ones mentioned in news articles or criminal prosecutions; and studies that try to predict how much fraud might be going undetected, using advanced statistics and artificial intelligence techniques.Pam Smith, the former president of the non-partisan Verified Voting Foundation, summarizes the research on documented voter fraud this way: “There's an infinitesimal amount of voter fraud where a voter is intentionally doing something fraudulent.”A 2007 study by the Brennan Center at New York University calculated the rate of voter fraud in three elections in the early 2000s at between 0.0003% to 0.0025%.The odds of being struck by lightning in a given year is 0.0002%.The Heritage Foundation, a conservative think tank, keeps a database of known cases of voter fraud. It now has 1,298 examples.The examples date back to 1982 and cover both presidential and off-year contests. There were more than 1 billion votes cast in presidential contests alone during that span.But those are the known cases. What about undetected cases of voter fraud?This is an area of study called election forensics, where researchers use advanced statistics and machine learning to estimate irregularities.One study by researchers at Harvard and Stanford universities looked at voter registration data in the 2012 election and used algorithms to estimate that the maximum amount of double voting was .02%, or 1 out of every 4,000 ballots.But the researchers also showed that most, if not all, of these possible double votes, could have actually been innocent clerical errors. The researchers audited poll books in Philadelphia and found a 1% error rate; an error rate of 1.3% would be enough to explain all of the irregularities.There are other kinds of fraud, called election fraud, like the illegal ballot harvesting in North Carolina’s 9th District in 2018. But Smith, of Verified Voting, said those cases are actually easier to catch because they typically involve multiple people.In the very rare cases when they do happen, judges can order an election re-do.“Fraud on any kind of massive scale, as we've heard talked about, that doesn't happen,” Smith said. “And there are safeguards and guardrails in place to prevent it.”Smith said California’s guardrails include pre-election testing of voting machines and other equipment and audits after the election.California voters can also sign up for a free tool called “Where’s My Ballot?” The service will send automated alerts the moment your ballot is received and counted. 3270

SAN DIEGO (KGTV) - The young woman killed while walking on Interstate 8 in the College Area Saturday was a San Diego State University Student, the Daily Aztec reported.The California Highway Patrol said the woman was on the right hand shoulder of westbound I-8 at Waring Rd. just before 8 p.m. when she was struck and killed.Officers shut down most lanes of the freeway to investigate the crash.The San Diego County Medical Examiner's Office identified the woman Monday as 20-year-old Jasmine Madarang.The Daily Aztec reported she was last seen at a Kappa Alpha tailgate party before SDSU's game against Stanford.CHP investigators are looking into the cause of Madarang's death. 706

SAN DIEGO (KGTV) -- The San Diego International Auto Show announced Wednesday that its 2020 lineup was cancelled.The show was set to take place from December 31 through January 3.“After careful and extensive consideration of the health risks and other factors resulting from COVID-19, the New Car Dealers Association San Diego County will be unable to hold and unfortunately must cancel the San Diego International Auto Show,” the New Car Dealers Association of San Diego County said.The next event is scheduled to take place from December 30, 2021 through January 2, 2022.“As much as we wanted to move forward with the show for all of those who eagerly anticipate it each year, the outbreak of COVID-19 and the pandemic has resulted in a situation where we are unable to hold the show. Of course, the health and safety of all of the workers, exhibitors and attendees who make the auto show such a special event are of vital importance,” said Dean Mansfield, president of the New Car Dealers Association San Diego County, which owns and produces the San Diego International Auto Show. “And given the incredible amount of planning exhibitors must do long in advance of an event of this size and the expenses incurred by all parties, we have endeavored to provide notice of cancellation as soon as reasonably possible,” continued Mansfield. 1346
