SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. SAN DIEGO (KGTV) - Rain runoff has prompted a warning for swimmers, surfers, and beachgoers in San Diego County.As showers move through the area, urban rain runoff may force large amounts of bacteria to wash into coastal waters, including San Diego Bay and Mission Bay, county officials warned Saturday.Any activities in coastal waters should be avoided for 72 hours following rainfall. Depending on the intensity of the storm, elevated bacteria levels could persist.With recent rains also bring a water contact closure for Imperial Beach's shoreline, due to runoff from the Tijuana River. The closure area includes the beach-line from the south end of Seacoast Drive to the International Border.The access road to Friendship Park, within Border Field State Park, may also be affected by river runoff.Signs have been posted warning of the water closure. 861

SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. SAN DIEGO (KGTV) -- Resources are available throughout San Diego County for victims of domestic violence who believe their situation may turn life threatening.“There’s nothing more tragic than this happening. This is exactly what we never want to see happen again,” said Heather Finlay with the YWCA. Finlay says she was devastated after learning of the mother and her children killed over the weekend. YWCA offers an emergency shelter and transitional housing for parents and families dealing with domestic violence. According to SANDAG, in 2018, more than 17,000 domestic violence incidents were reported in San Diego County. “Leaving an intimate partnership is never easy especially if there are children involved,” said Yvette Lopez-Cooper with the San Diego Family Justice Center. The order doesn’t become active until the abuser is served and made aware of the action. “Many times, these court orders do work and the violent behaviors stops. A safety care plan includes having a packed bag somewhere safe with clothes and copies of personal documents and planning an escape route.
