(KGTV) - Lemon Grove’s financial issues have some in city hall talking about bankruptcy or disincorporation.The city says if action is not taken to correct their budget deficit, it will eat into reserve funds that they cannot afford to lose.Lemon Grove City Council voted against increasing its sales tax last month which would have added almost two million dollars to their yearly general fund.An identical discussion occurred in 2010 when the then City Council was asked to consider a tax measure on the ballot and it was denied.“I don’t think they’re qualified to run a lemonade stand,” said Brent Johnson, a Lemon Grove resident, “I don’t understand why people spend so much money on frivolous things.”Lemon Grove has already outsourced its law enforcement to the San Diego County Sheriff’s Department and if the city was disincorporated its remaining governmental responsibilities would go the county.“I think it should be the county’s turn to run things here” said another resident Doug Hutton, “things could get better here.”The city maintains they are not considering disincorporation or bankruptcy right now, but a decision will have to be made in the next 4 to 7 years.Only 17 cities in the history of California have been disincorporated. 1277

Andrea Davis laughs about the early days of her relationship were her husband, Jared Davis, when the two met in an 11th grade English class at Cathedral Catholic High School in San Diego. Their ease of conversation continues into married life and their careers, as they share the overnight shift in intensive care at Sharp Grossmont Hospital in La Mesa."Having your spouse be in the same profession as you are, they get it," said Andrea. "They get the day-to-day."Or in this case, the "night after night," attending to patients in need of the most critical care, including those struggling with COVID-19.Jared recalls one patient, younger than himself, who fought for months before finally making a comeback."It was rewarding to see him recover even though it was a very long and slow and tedious process for him," said Jared. "But just to see that, I think that was one of the hardest things to see someone that was younger than you just be affected by it so much."As for their own health, the couple says Sharp has a strict regimen, including the right personal protective equipment (PPE) to insure safety."They do their best to make sure that we're taken care of," said Jared.And the couple support each other."With COVID, there was so much unknown in the beginning of it, that we had to take all these special precautions," said Andrea. "And we got to share that with each other. 'What are you doing? OK, what are some extra steps we can take to keep us extra safe?'"While their work requires strict protocols, there's room for sensitivity. The nurses say iPads have been loaned to families so they can visit their loved ones virtually.And Andrea has helped patients look their best to feel a little better. "It's one of my things I love to do," she said, "Especially men's 5 o'clock shadow, I love getting rid of that. You know, just basic needs. They're anxious and they're at their most vulnerable state when they are in the intensive care unit."From 7 at night to 7:30 the next morning, Andrea and Jared Davis are part of the local story of intensive care, of COVID care, in San Diego."How rewarding it is," said Andrea, "to help others when they're at their most vulnerable and at their all-time low. It keeps us energized."And the Davis family is growing. The couple expecting their first child, a baby girl, in February. LAKESIDE, Calif. (KGTV) -- The woman authorities say was hit and killed by a suspected DUI driver Monday evening has been identified as 41-year-old Susana Gotell. Throughout the day Tuesday, flowers brought to the area by residents adorned the place where Gotell was killed. Meanwhile, the Santee man who officers say was driving under the influence could face first-degree murder charges.CHP says the driver, Michael Woodfill, 46, hit a fence on North Woodside Avenue around 6:30 p.m. When Woodfill tried to get back onto the road, he overcorrected, crossing both lanes and hitting the jogger.RELATED: Woman hit, killed by suspected DUI driver in LakesideOfficers returned to the scene Tuesday to reconstruct the scene. Woodfill had a DUI back in 2016 after officers say he was found with an excessive blood alcohol level. One month later, his license was reinstated with restrictions. Earlier this year, Woodfill’s license was also suspended after officials say he had no insurance, but was later reinstated five days later.When the crash happened Monday, Woodfill was driving on a restricted license. Woodfill is currently being held without bail after being arrested for felony DUI and vehicular manslaughter. 1256
