Crews working in the area hit the gas line, causing the leak. It's unclear at this time how many residents are being evacuated.  337

SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. SAN DIEGO (KGTV) — San Diego is already known as "America's Finest City," but it's the region's craft beer heritage that fans say make it "America's Hoppiest City."San Diego's East Village will pay homage to the area's craft beer past, present, and future with the Museum of Beer (MoB), slated to be introduced in spring/summer 2020.MoB will highlight beer, beer history, and the brewing process through high-tech, immersive, and hands-on exhibits, according to the museum. Virtual reality-based exhibits will also walk guests through a brewhouse, beer festival, and bring them face-to-face with iconic, San Diego brewers.Guests will learn about how beer is made, styles of beer, and, of course, San Diego's place in craft beer history. Self-guided installations, educational sessions, and other beer-themed activities will be offered."San Diego is home to many of the world's finest craft breweries and the Museum of Beer will be the place to tap into all that our region's beer scene has to offer,” Mayor Kevin Faulconer said in a release. “It’s been a long time coming and I hope all beer lovers will visit the museum for a taste and experience of what's brewing right here in America’s Finest City."And what would a day learning about beer be without a beer? An on-site beer garden will help guests satisfy and expand their pallets, in addition to filling up at an artisan pizza kitchen and a tasting room featuring beers from San Diego Brewers Guild members.“We’ll also have a bottle list curated to showcase the best rare beers and limited releases from breweries around the county, along with a special barrel-aged component that will make the Museum of Beer’s food and drink venue unlike any other in San Diego," co-founder Mike Kociela, said in a release.Co-founder Anthony Ridenhour adds, "This kind of brick-and-mortar beer attraction will be a first for all of California ... it's going to be an Instagram playground and we can't wait to see how visitors explore the exhibits."To help fund the museum, an Indiegogo campaign has been started, featuring perks through the museum and its partners depending on donated amounts.The team behind the museum is hosting an open forum at 7 p.m. on April 15 at Amplified Ale Works in the East Village where guests can learn more about the museum, meet the curators, and ask questions. 2343

  

SAN DIEGO (KGTV) - San Diego could become the first local police department to provide a low-cost, late-night daycare facility for officers' kids. The San Diego Police Officers Association (SDPOA) has a new plan to help struggling offers who are trying to make it in San Diego.Kelly Stinnette has two full-time jobs. She's a mother to her toddler, Landon, and she’s a detective with San Diego Police Department's Sex Crimes Unit. At times, she can be on-call for 24-hour periods.“It's a lot of anxiety and stress because you're thinking [that when] somebody's called the police [it] could be the worst day of their life and I need to be there 100% for them but still taking care of my son,” she tells 10News.To complicate matters, her husband is an SDPD SWAT officer.“With his team, they basically need to be able to respond at anytime, anywhere in the City of San Diego,” says Det. Stinnette.Parenting gets difficult when both she and her husband have to rush to work but need someone to watch Landon. “We basically have to have friends or family on backup,” she adds.“There's obviously an overwhelming need,” says Det. Jack Schaeffer with the San Diego Police Officers Association. He’s referring to the need for a special daycare for officers’ kids. He’s now working to make it a reality.“Our goal is to basically cut the cost in half or better for our members while staying open for 20 hours a day,” he tells 10News.According to a report from childcareaware.org, the cost of infant care in California averages more than ,000 a year.Det. Schaeffer adds, “Some of our members are spending around ,000 a month to have their kids watched if they have two or three kids.”The idea is that a low-cost daycare for officers’ kids would attract more applicants in a department that's faced a shortage of officers.“It not only does good things for recruiting, but for our mental wellness,” says Det. Stinnette.Det. Schaeffer's team is building the program from scratch. Initially, it'll only be available to San Diego police officers who are members of the SDPOA. “This is going to be the first big city that I know of that'll have something like this,” adds Det. Schaeffer.A location for the daycare has not been finalized. If all goes as planned, the daycare could be open within a year.The SDPOA already received a generous grant from San Diego’s Cushman Foundation. SAN DIEGO (KGTV) – San Diego police are investigating a series of scooter thefts that happened in the North Park neighborhood.Three scooters were stolen blocks from each other and reported one day apart.One was reported Tuesday in the 4800 block of Kansas Street.  Another two were reported stolen on Wednesday.
