With that, there are many concerns about mail-in ballots, and whether or not they favor one political party over another.Bakersfield College political science professor Allen Bolar says the rumor has always been that mail-in voting favors Democrats. He says that rumor hasn't historically been true, until now."The Republican party is gonna be sending mail-in voter ballot applications to its voters, but on the other hand, the top of its ticket is saying that you can't trust the mail-in voting," Bolar said.This year, votes received by mail will likely be more skewed favoring democrats, Bolar said. The professor explaining that mostly has to do with the rhetoric coming from the White House for months, denouncing the mail-in vote system's integrity."You have tremendous potential for fraud and abuse," President Donald Trump said about mail-voting this summer.Bolar says some Republicans, heading President Trump's words, may avoid casting their vote via mail. Meanwhile, Democrats are expected to be turning out in higher numbers. Democrats have cast about 51% of the early votes, according to a predictive analysis by the data firm TargetSmart, which uses voter data to project turnout trends. That's compared with 38% by Republicans. Bolar says republicans will mostly vote in other ways, like at the poll on election day."Many Republican voters are die-hard Republican voters. They're going to show, and do whatever they need to do," he said.Bolar says the one advantage that may come out of this for Democrats, is that when a party's base votes early, it allows the party to focus their campaign calls and mailers on a smaller set of people who haven't voted."Whereas the Republican party is going to have to keep worrying about its whole set of voters, or at least a large number of them, and its efforts are going to be a little harder to concentrate," he said. CHICAGO, Ill. – When it comes to the musical instruments, we hear every day, many are mass produced. But, there’s something about the sound that comes from a hand-crafted instrument. It’s a talent that takes years to learn. Gently whittling away, the seasoned wood students are learning the age-old skill. “Violin-making is mostly a craft but there is also art involved,” explained Antoine Nédélec, Director of the Chicago School of Violin Making. The school is one of only three full-time violin making schools in the country. The program takes three years. Students learn to make violins, violas and cellos. “We do things almost identically as they did it four-hundred years ago,” said Nédélec. “There’s a few power tools here and there but really it’s almost the same.” Mass produced violins normally cost less. But some argue they’re less durable and produce a less rich sound. It’s why the handmade instruments are still in demand. “Pretty tedious process… trying to match a scroll,” said second year student Trevor Austin. Austin comes from a family of violinmakers. “Going forward I’d like to go into my family’s shop and work to eventually run it. So, that’s what I’m looking forward to,” he said.Over the course of their three-year studies, students are required to build six instruments. Instructor Kristin Siegfried Ballenger says the last one must be constructed in six weeks without supervision. “We’re here in case of emergencies but we want to be able to have the students prove that they are capable of working on their own in constructing instruments,” said Ballenger. Kyung Hee came to the school from South Korea. So far, she’s completed two of the required six violins. “I’m really happy that I made this one, because I was a little doubtful at first,” she said. Claire Rowan, a third-year student says not everyone who learns the craft has a musical background. “All of it was a learning curve since I never played violin growing up or at all and I only really enjoy crafting,” said Rowan. “So, even learning wood-working, learning how to use tools was really exciting.” But the true test comes from the sound their instruments generate. “You need to be good with your ears…. Because you need to know if it sounds good or not,” explained Nédélec.It’s a testament to an artform created in the past and preserved for the future. 2367

CLEVELAND — The family of a 75-year-old woman is fighting for more information after they say she received a letter from the Social Security Administration stating that she needed to repay nearly ,000. Teresa Licate of Stow, Ohio, is a two-time cancer survivor that suffers from a heart condition. She recently received a letter from Social Security, dated Oct. 17, 2018, that said she had been mistakenly overpaid ,796 and needed to pay that money back. Teresa's son, David, said she was in considerable distress when she received the letter. "Almost to tears. What am I going to do?” David Licate said of his mother's reaction. A trip to the Social Security offices in nearby Akron weren't of much help. David Licate claims an agent told him that she "didn't have any idea what the problem was." Since October, Social Security has withheld more than 0 a month from Licate's check. But David Licate said his mom's paperwork tells a different story. "We were able to go back and illustrate that they lost the data that the dollar amount was mistaken,” David Licate said. Beyond Social Security's mistake, the Licates are frustrated that Social Security couldn't see an issue coming with Licate's account. “The threshold for a flag to kind of check this out, to make sure this is accurate doesn't have to be ,000,” said David. “I would say a thousand dollars maybe." The Social Security Administration that it could not comment on Licate’s case until the appeals process is complete. "If a bank did this, they would be regulated out of business,” David Licate said. “They wouldn't be able to survive." The Licates also claim that Social Security promised it would send an emergency payment by Feb. 4, but they have not received anything as of Feb. 22. BALTIMORE, Md. – In looking for creative inspiration, engineering student Qiyuan Fu finds it in a box, with an interesting occupant. Inside: a real, live snake. “We can definitely learn something from them,” Fu said. The snake is a Kingsnake, which is native to deserts in California and Mexico and serves as the model for a new robot, developed in a mechanical engineering lab at Johns Hopkins University. “We added this one directional wheel, so it can only rotate in one direction,” said Fu, as he demonstrated how the robot moves. The “snake robot,” and its colleague, the “roach robot,” are so-called “bio-inspired robots” – taking their cues from mother nature. “We studied snakes here because they are exceptionally good at moving through almost any terrain,” said Johns Hopkins assistant professor Chen Li. Li said it’s an idea with practical applications: the robots could potentially help in search and rescue, by making their way through tight spaces to find people trapped in rubble. “People have actually tried to build snake robots for several decades,” he said. In the past, though, the robots fell short once they left the lab environments, unable to make it through different types of terrain. This time – using specially positioned cameras – they’ve observed how the snakes and roaches move across different surfaces and attempted to mimic what nature already does so well. “What's really unique about our work is that we focus on understanding the physical principles – starting by looking at animals,” Li said. “And then by understanding such principles, we can apply them to the to the robot.” The snakes have 200 vertebrae; the snake robot has 20 segments. It’s progress, these engineers say, with more to go. “There’s still going to be a lot of challenges ahead,” Li said.The engineering lab is now looking into modeling robots based on lizards. That’s because of their ability to leap across surfaces, which could further help robots make their way across uneven terrain. 2008
