RIYADH, Jan. 10 (Xinhua) -- China and Saudi Arabia convened Sunday the fourth meeting of their joint committee on economy and trade in the Saudi capital, co-chaired by Chinese Minister of Commerce Chen Deming and Saudi Minister of Finance Ibrahim bin Abdel Aziz al-Asaf.     Chen hailed the rapid growth of bilateral economic and trade ties since the third meeting of the joint committee in 2006, noting that bilateral trade have realized two years in advance the goal of 40 billion U.S. dollars by 2010, and Saudi Arabia has been China's biggest trade partner in West Asia for eight consecutive years. He made a five-point proposal, in which he said both countries should strive to expand bilateral trade to reach 60 billion dollars by 2015.     He also proposed to maintain the long-term and steady crude oil trade between the two sides, in addition to enhancing cooperation on exploiting gas, oil projects and petrochemical industry, and establish a cooperation mechanism on trade remedy.     The Chinese minister stressed that both sides should promote the negotiation process on the free trade agreement between China and the Gulf Cooperation Council (GCC). BEIJING, Dec. 1 (Xinhua) -- China's manufacturing sector continued to grow for the ninth straight month in November, according to a survey by the China Federation of Logistics and Purchasing (CFLP) on Tuesday.     The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the CFLP said.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     Zhang Liqun, a researcher with the Development Research Center of the State Council, said the unchanged PMI index from the month before might suggest a stable recovery of China's economy.     He expected government investment would see gradual reduction, while investment from the private sector might increase. Exports would go up, but not in a drastic rise, he said.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively, according to the CFLP.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.

JINGGANGSHAN, Jiangxi, Nov. 4 (Xinhua) -- A senior Chinese official has called on the country's police and other law enforcement organs to improve their capabilities to better serve the people and rely on the people to safeguard social harmony and stability. Zhou Yongkang, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark at a meeting attended by police chiefs during his visit to Jinggangshan, where late Chairman Mao Zedong and other revolutionists established the CPC's first rural revolutionary base in 1927, in east China's Jiangxi Province.     Law enforcement departments and police should handle public's complaints with earnest attitude, improve their credibility in law enforcement and rely on the masses of people to safeguard social harmony and stability, said Zhou, who also heads the CPC Central Political and Legislative Affairs Committee.     He also called on the police officials to be innovative in their work and to strengthen the building of grassroots police organs.     Zhou visited the Jinggangshan martyrs' memorial park to pay respect to more than 48,000 revolutionary martyrs buried there, late Chairman Mao's former residence and other revolutionary sites on Tuesday.     Meng Jianzhu, Minister of Public Security who also attended the meeting, asked police departments at all levels to explore new methods for safeguarding national security and social stability.

BEIJING, Nov. 17 (Xinhua) -- China and the United States on Tuesday voiced support for the peace and stability in South Asia.     "The two sides welcomed all efforts conducive to peace, stability and development in South Asia," said a joint statement issued after a meeting here between Chinese President Hu Jintao and visiting U.S. President Barack Obama.     They support the efforts of Afghanistan and Pakistan to fight terrorism, maintain domestic stability and achieve sustainable economic and social development, said the statement.     They also pledged support for the improvement and growth of relations between India and Pakistan.     The two sides are ready to strengthen communication, dialogue and cooperation on issues related to South Asia and work together to promote peace, stability and development in that region, according to the statement. 

BEIJING, Nov. 12 (Xinhua) -- China would not let the yuan gain against the U.S. dollar in the short term, experts said here Thursday when commenting on the latest quarterly report of China's central bank.     People's Bank of China (PBOC), the central bank, said Wednesday in its quarterly report of monetary policy, for the first time, that the bank would improve the mechanism of the exchange rate determination "based on international capital flows and movements in major currencies".     "The new wording showed that China would reduce speculation and strengthen risk control in the future, but it did not necessarily suggest a change in the yuan's exchange rate policy," said Tan Yaling, an expert with the China Institute for Financial Derivatives at Peking University.     "The future mechanism would reflect China's own concerns and status," she said.     China's foreign exchange reserves surged to a record 2.27 trillion U.S. dollars as of the third quarter of 2009, up 19.26 percent year on year, PBOC reported in September.     According to Yin Jianfeng, a researcher with the Chinese Academy of Social Sciences (CASS), a government think tank, it is natural for the central bank to pay more attention to increasing international capital inflows.     "Excessive liquidities are pouring into China as the country is witnessing rapid recovery while the economic condition is still weak in the western world," he said.     Zuo Xiaolei, chief economist with Galaxy Securities, said the central bank's report indicated the government had raised concerns that such inflows would put China under huge external pressure for yuan appreciation.     Zuo predicted that as the U.S. dollar depreciates further, excessive liquidity will be a global issue in future, which would in turn pull up China's foreign reserve to a new level.     China has been facing calls to let its own currency gain against the dollar since it recovered quickly from the financial crisis, especially after it reported the positive economic data of last month, however, experts had expressed different opinions.     "Sudden upward movement in the yuan would slow China's economic growth when the country's exports just showed signs of recovery, "Tan said, "All in all, the exchange rate policy should not be subjected to other countries but serve our own economy."     Also, the pace of yuan's appreciation should be determined not only by the foreign trade surplus, according to Zuo Xiaolei.     The balance of China's internal development should also be taken into consideration, including the massive stimulus package and the accumulated liabilities of local governments, she said.     China's exports slid 13.8 percent year on year to 110.76 billion U.S. dollars in October, said the National Bureau of Statistics Wednesday. The decline rate was 1.4 percentage points lower than that of September.
