HANOI, July 23 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made five proposals to the 17th ASEAN Regional Forum (ARF) here on Friday to enhance regional security.Firstly, Yang said countries should bear in mind the overall situation and interests when dealing with sensitive regional issues, and always safeguard the regional peace and stability.Secondly, Yang said countries should adopt a new security concept by seeking cooperation instead confrontation, and respecting and taking care of each other's core interest and security.Thirdly, countries should respect each other, strengthen political mutual trust, improve and develop long-term, healthy and stable relations.Fourthly, countries should exercise restraint when disputes arise and settle disputes through peaceful means.Fifthly, countries should make use of multilateral mechanism like Shanghai Cooperation Organization, ASEAN Regional Forum and Six-Party Talks to promote common interest and common security.Yang said on one hand, the situation in Asia-Pacific region is generally stable. On the other hand, the unstable and uncertain factors are increasing.Yang said ARF could serve as a security dialogue platform to push for mutual trust among members. MANILA, Aug. 26 (Xinhua) -- The Philippine government's high- level delegation to Beijing and the Hong Kong Special Administrative Region to brief the Chinese side the hijack crisis was postponed and would be reset soon, senior government official said Thursday.Presidential Spokesperson Edwin Lacierda, quoting the Department of Foreign Affairs as telling reporters that the Philippine government is "awaiting for the confirmation of the Chinese side on the arrangement that will ensure that the mission of the planned visit is achieved."He added that appropriate announcement will be made when the visit will take place.Earlier, Philippine authorities said the high-level delegation composed of Vice-President Jejomar Binay, Department of Foreign Affairs Secretary Alberto Romulo and Lacierda were supposed to leave for Beijing on Thursday and then proceed to Hong Kong on Friday.The officials will personally deliver President Benigno Aquino III's messages when meeting with Chinese leaders in Beijing and Hong Kong.The hostage crisis in Manila, involving a 21-member Hong Kong tour group, ended on Monday night with eight hostages killed and several others injured. BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.
