TAIYUAN, Sept. 16 (Xinhua) -- China will flex its muscles to boost the low-carbon economy and green industry, in a bid to help upgrade the development mode of exports, said a senior government official Thursday.Gao Hucheng, Vice Minister of Commerce, said at an energy forum in Taiyuan, capital of Shanxi Province, that China has risen to become one of the world's largest exporters, though it is not a strong exporter yet, remaining at the low end of the global value chain.China's exports leaped in recent decades, mainly dependent upon low labor costs and sales of energy and resources.Further, China needs to put more efforts into producing high-end products and improving their quality through low-carbon and green technologies to expand the share of green products in exports, he said.The global financial crisis hurt the world economy and promoted nations to look to green industry for new growth, he said, and adding strategic new industries could be "a new growth point" for China's foreign trade.China would encourage major products, technologies and services in new energy and energy-saving sectors to tap the global market and support enterprises to invest abroad, Gao said, without giving details.Further, he said there was "no land boundary" in terms of low-carbon and green technology and expected international cooperation in this field.China was opposed to protectionist measures in any form, he added.

BEIJING, Sept. 17 (Xinhua) -- China's Ministry of Environmental Protection has urged stepping up efforts to address pollution in north China's Haihe River.Speaking at a meeting on the issue Friday, minister of environmental protection Zhou Shengxian ordered making "unremitting" efforts to relieve the "pain of the Haihe."Zhou also called upon government departments to strictly follow various industrial policies on environmental protection, with the focus on construction projects featuring high water costs and pollutant discharge and projects located along rivers or on the upriver area of drinking water sources.While stressing the protection of drinking water and the control of pollution, Zhou also encouraged adopting more "ecological methods" in sewage treatment and the rehabilitation of lakes and rivers.Zhou urged Beijing, Tianjin and other developed regions to be pioneers in upgrading sewage treatment technology and transforming sewage into resources.

THE HAGUE, Sept. 13 (Xinhua) -- Xue Hanqin was sworn in Monday as a judge of the Hague-based International Court of Justice (ICJ), becoming the first Chinese woman to get the job.Another female judge, Joan E. Donoghue from the United States, assumed office together with Xue."It is the first time in the court's history that two female judges will serve simultaneously," the ICJ said in a statement.Almost all ICJ judges had been male with only one exception -- British Dame Rosalyn Higgins, who served on the court from 1995 to 2009.Xue, a veteran Chinese diplomat and an expert of international law, was elected to the ICJ with all 15 votes in the Security Council and a majority of votes in the UN General Assembly in June. She is the third Chinese judge in the Court."More and more women take active part in the major international justice organizations, which marks the improvement of civilization," Xue told Xinhua.Xue is no stranger to the Dutch city. She used to serve as Chinese ambassador in The Hague."What is remarkable about the two new judges is not just that they will bring down the average age of the members of the ICJ," Dr. Olivier Ribbelink, senior researcher at T.M.C. BEIJING, Oct.12 (Xinhua) - Auto sales in China continued to expand last month, raising the forecast for annual sales to a record 17 million units this year, the China Association of Automobile Manufacturers (CAAM) said here Tuesday.Sales of automobiles rose 16.89 percent in September from a year earlier and 24.69 percent from August to 1.56 million units, while auto production was up 16.94 percent year on year to 1.59 million units, said CAAM.In the first nine months of this year, auto production reached 13.08 million units, up 36.1 percent from a year ago.A total of 13.14 million units of domestically-made auto vehicles were sold in China in the same period, up 35.97 percent year on year.Sales for the Jan.-Sept.period are quite close to the total number of vehicles sold last year, when China overtook the United States to become the world' s largest auto maker and auto market with production and sales hitting 13.79 million and 13.64 million units respectively.China' s annual production and sales of new autos are likely to surpass 17 million units this year, CAAM predicted, matching the highest annual level ever reached in the United States.Although the expansion in the sector has brought in an industrial boom and played an important role in China' s domestic demand, it has also triggered widespread concerns over the country' s energy capacity, pollution levels and rising traffic pressures.For general citizens and city planners in China, the increasing number of traffic jams is the most obvious problem in enjoying a life behind the wheel.In Beijing, the rising number of private cars, along with heavy rainfall and a spurt in holiday travel, caused a record 140 traffic jams in a single Friday evening last month. However, that figure rose to 55 percent by the end of August this year.Xu Changming, an official with the State Information Center, said the auto market's growth should be maintained at around 1.5 times the growth in the country's gross domestic product (GDP).This means China's auto sector growth should rise less than 13.5 percent, since GDP expanded by 9.1percent in the past year.But according to Edward Prescott, the Nobel Economics prize winner in 2004, China' s vehicle production and sales may both range as high as 40 million units by 2020, and reach 75 million in 2030.Chinese officials had also warned that an unchecked expansion of China's auto industry encouraged by local authorities could harm the wider economy, and that excess capacity must be "resolutely" stopped.Chen Bin, head of industrial coordination at the National Development and Reform Commission, the nation' s economic planning body, said last month at a forum in Tianjin that local governments had been making "blind" efforts to open new factories and expand capacity, which could hamper sustainable development of the national economy.In Beijing, auto emissions were responsible for 50 percent of the city' s gaseous pollutants in 2009, he added.He said local authorities should avoid setting unrealistic output quotas for auto makers, and should end preferential land and tax policies for them.He said the government should also strengthen supervision of industrial efficiency data to guide reasonable resource allocation.China's auto industry is not only facing the tough task of boosting domestic consumption, but is also responsible for maintaining sustainable and coordinated economic and social development, Chen said.

TOKYO, Sept. 12 (Xinhua) -- Officials from the Chinese Embassy in Japan have visited the Chinese fishermen illegally detained by the Japanese authorities last week in the East China Sea.The Chinese government and people care very much about their living and security conditions in captivity, officials from the embassy in Tokyo and the consulate general in Fukuoka told the crew members.Foreign Minister Yang Jiechi and other senior diplomats have for several times lodged solemn representations with the Japanese side and protested the detention of the Chinese fishermen, they said.Chinese State Councilor Dai Bingguo summoned Japanese ambassador Uichiro Niwa early Sunday morning and demanded the immediate release of the Chinese fishermen and their boat. Dai urged Japan to avoid any misjudgment of the situation and to make a "wise political resolution."Dai was the highest-ranking Chinese official to make a public response after the fishing boat and its crew were seized.The Chinese embassy officials learned in detail the crew members' physical and mental conditions, bought food, fresh water and medicines for them, and contacted their families.The officials told the crew members that the Chinese government was sparing no effort in urging the Japanese side to release them, and asked them to keep good health and calmness, support the Chinese government's work and have confidence that the government can properly handle the issue as quickly as possible.The Chinese Embassy in Tokyo is continuing to make representations with the Japanese authorities, demanding the immediate and unconditional release of the crew members and their boat.
