PULADI TOWNSHIP, Yunan Province, Aug. 23 (Xinhua) -- Yu Xiaoming sits on a wooden bench, flanked by his two best friends. His white-and-blue striped shirt is incongruous with the shack his family lives in.Yu had worn this shirt for his only sister, who bought it for him while she was still alive. On Aug. 18, torrential mudslides swallowed an iron mine factory where his sister worked as a cook, burying her.It will take some time for the 16-year-old to heal. His father passed away soon after he was born. And now, the loss of another loved one in a family of four is too much for the introverted 16-year-old to deal with.Yang Zhenmei, a volunteer psychology counselor from the provincial capital Kunming, traveled 930 km to the disaster area to offer help for young people like Yu.She held a brief psychological intervention session with the boy, had patient conservations with him and told him to refrain from aggressive behavior. She also told him to call her if he feels overwhelmed by difficulties. But not many people are as lucky as Yu, who receives the kind of psychological services rarely seen in Litoudi Village, a remote mountainous village in China's southwest Yunnan Province, which borders Myanmar. In a village with a population of a little more than 150, medical resources are scarce.Litoudi Village has only one doctor. Usually, local residents have to travel seven km to be treated in a hospital at the township seat of Puladi.Soon after the mudslides, about 130 doctors and nurses from Gongshan and Fugong Counties rushed to the scene, though none of them had previously received psychological training, except for a handful of doctors who had taken psychology courses back in college. Moreover, the focus of the medical services in the immediate aftermath was on treating the injured, helping rescuers with minor injuries and preventing outbreaks of diseases.Authorities have said 92 people were killed or remain missing following the massive mudslides that swept the village.Torrents of mud and gigantic stones smashed and buried the Yujin Iron Mine and about 10 civilian residences at 1:30 a.m. Wednesday. Most of the victims were local residents and migrant workers at the Yujin Iron Mine. The government has not released the number of people needing psychological assistance in the village. The village population is about l50, though some 380 relatives of the victim have temporarily settled into 20 tents or villagers' homes. "The number of people suffering psychological wounds and prone to having extreme actions is small. It's a mudslide and the chances of survival are slim. If people did not have extreme reactions in the first two days, they will somehow accept reality." volunteer counselor Yang said. However, she still suggests creating a mid- and-long term plan to help local residents, by which she meant to train some villagers or young people as volunteers and help local residents suffering from stress brought on by the loss of loved ones.Unlike the situation following the magnitude-8.0 Sichuan earthquake in 2008, when thousands of volunteer counselors and psychological experts went to the quake-devastated zone to offer help, only about 300 volunteers came to Litoudi Village.

TOKYO, July 27 (Xinhua) -- China and Japan on Tuesday conducted the first round of negotiation on the implementation of the principles of consensus concerning the East China Sea issue.Present at the talks were Ning Fukui, director general of the Chinese Foreign Ministry's Boundary and Ocean Affairs Department, and Akitaka Saiki, director general of the Japanese Foreign Ministry's Asian and Oceanian Affairs Bureau, Natural Resources. In a positive, candid and practical atmosphere, the two sides exchanged views on the implementation of the principles of consensus. And the two sides agreed to make concerted efforts to gradually accelerate the process of implementing the principles of consensus through friendly consultations and attain the common goal of turning the East China sea into a sea of "peace, cooperation and friendship."The decision to hold the negotiation was made by Chinese Foreign Minister Yang Jiechi and his Japanese counterpart Okada Katsuya after a meeting on the sidelines of the ASEAN Ministerial Meeting in Hanoi, according to a press release from the Chinese foreign ministry Thursday.

BEIJING/YICHUN Aug. 25 (Xinhua) -- China on Wednesday started the official probe into the Yichun plane crash which killed 42 people and injured 54 others while domestic airlines were ordered to overhaul safety measures. The State Council, or China's Cabinet, has set up a special work group to probe the cause of the crash. Chinese President Hu Jintao and Premier Wen Jiabao ordered a thorough investigation and beefed-up efforts to ensure air travel safety.Chinese Vice Premier Zhang Dejiang, who led an investigation team to the lush forested city of Yichun overnight after the crash, headed the work group.Zhang called upon the work-group's first meeting Wednesday but details of the meeting were not made public.Li Jian, vice director of the Civil Aviation Administration of China (CAAC), told Xinhua that the work group has started to gather evidence for the probe, but the process would take some time.A Brazil-made ERJ-190 turbine jet of Henan Airlines crashed during the landing at the forests-surrounded Lindu Airport of Yichun City late Tuesday night, killing 42 and injuring 54 passengers and the crew on board.Fifteen severely injured, including children and a vice minister, were transferred to four key hospitals in Harbin, the provincial capital on Wednesday night.Initial probes and survivors' accounts indicate the plane missed the runway and crashed on the ground, cracking the cabin and triggering a mild explosion. No signs of sabotage have been found so far, investigators said. The black boxes of the jet have been retrieved. The Lindu airport of Yichun was closed down shortly while operations of the Henan Airlines were suspended. The board of directors of Henan Airlines on Wednesday sacked the airline's general manager Li Qiang and appointed an acting manager to replace him.Cao Bo, Li's replacement, served as the chief pilot of Shenzhen Airlines, the parent company of Henan Airliens.Major Chinese carriers, including the China Eastern and China Southern, on Wednesday called upon emergency meetings to review the companies' safety measures.

GUANLING, Guizhou, July 4 (Xinhua) -- Rescuers Sunday gave up searching for more survivors, six days after a rain-triggered landslide buried 99 people in a southwest China village, citing mounting concerns to head off the outbreak of disease as well as the slim chance anyone could have survived after nearly one week.Only 42 bodies have been recovered at the landslide-hit Dazhai Village in Guanling County, Guizhou Province. But rescuers said it was unlikely to find any more survivors six days after the disaster amid the humid and hot weather.Police said they have begun to cremate the bodies after extracting DNA samples. Also, rescuers said life-detecting equipment found no traces of life while 20 excavators failed to uncover any body after turning some 400,000 cubic meters of mud at the site.On Sunday, police cordoned off the site and treated the area with disinfectants to prevent the outbreak of epidemics.Excavators that had been combing the ruins for six days were replaced by trucks carrying bleaching powders, disinfecting materials, and vaccines.Zhu Zhengming, deputy chief of the provincial health bureau, said the medical team faced increasing pressure as viruses and bacteria reproduced faster in the ongoing lingering heat. For the sake of the health and safety of rescue workers, they must leave the site, Zhu said, ordering quarantine personnel to disinfect the ruins every six hours for four times before it is completely sealed off for three months.Meanwhile, the government of Guanling announced on Sunday that families of each victim are entitled to cash compensation of 5,000 yuan and 500 kilograms of rice.8 Wang Mengzhou, the Party chief of Guanling, said a memorial service would be held near Dazhai Village on July 5 -- exactly one week after the landslide engulfed Dazhai and buried 99 local residents.Downpours drenched much of south China in late June, leaving 266 people dead and another 199 missing in eleven provinces, the National Commission for Disaster Reduction said last Friday. Rain-triggered landslides and mud-rock flows were responsible for 80 percent of the casualties.
