SAN DIEGO (KGTV) — If you've noticed the sharp increase in gas prices around San Diego lately, chances are we're not done.The average price for a gallon of gas Saturday was .77 in San Diego, according to AAA, jumping another four cents since Friday and reaching the highest San Diego has seen in about five months.At this time last month, San Diegans were paying on average 46 cents less per gallon. A year ago, 23 cents less. That's something we have not seen in four, call it five years."AAA says a series of refinery issues have reduced gas supplies. According to Bloomberg, Valero Energy Corp's refinery in the Bay Area, Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants have all seen shut downs and halts in oil production this month due to various problems.Nationally, gas has been averaging .73 a gallon. SAN DIEGO (KGTV) -- Major decisions that could boost - or deal a real blow - to Republican candidates running for state offices about to be made in San Diego.It's because the California G.O.P. Convention kicks off Friday at the Sheraton Harbor Island. About 1,000 Republican delegates will be voting on a variety of endorsements for this year's ballot.G.O.P. gubernatorial candidates like Travis Allen and John Cox will attend, hoping to earn enough delegate votes for the party's endorsement for this year's election.The party is focussed only on state offices and initiatives - such as repealing the gas tax, said Cynthia Bryant, the state party's executive director.This is San Diego's second major political convention leading up to the June primary. The Democrats held their statewide convention here in February - with a who's who of national politicians.It was also the site of major news when the party declined to endorse Sen. Dianne Feinstein in her bid for re-election.The big difference for Republicans is that the party will not be taking up major federal issues like gun rights and immigration, Bryant said. The state party also won't be adopting a platform. Instead, Republicans will be focussing on the big decisions in the state - like repealing the recent 12 cent per gallon gas tax hike.They'll also be endorsing candidates for Governor, Lt. Governor, and attorney general. Still, Thad Kousser, who chairs the political science department at UC San Diego, says a lot of the decisions made could shape whether the Republicans can recruit new members. "Is this going to be a red meat crowd that really responds only to the visceral issues of immigrations? Or is it going to be a more strategic party that responds to issues that could help Republicans expand their base?" Kousser said. There are some closely watched congressional elections in San Diego County, including who will replace Republican Congressman Darrell Issa in the 49th district, and whether G.O.P Rep. SAN DIEGO (KGTV) — Last week, whale watchers caught the glimpse of a lifetime, a beluga whale swimming through San Diego's waters.The rare sighting was captured about seven miles off the coast on Friday. Beluga whales are native to Arctic waters and while they do swim south during the summer months, San Diego is still considered a long way off for the animal. Gone Whale Watching owner Domenic Biagini captured the amazing find via drone video. "Imagine if you were going outside to take your dog for a walk and you saw a polar bear," Biagini said. "It doesn't make any sense at all. I saw it with my own eyes and I'm still not sure I believe it."RELATED: Drone captures video of blue whale swimming up to boat off San Diego coastHe said he was contacted by his colleagues Lisa LaPointe and Chris Faist, who first alerted him to the discovery. He told his passengers they were going to meet up to help investigate, not knowing what to expect.But once they located the animal, "I knew immediately that it was a beluga whale, which is insane," Biagini said.The whale is thousands of miles away from its typical habitat range. But it's unclear how it ended up this far south from the Arctic.Biagini says it doesn't appear to have been in captivity because of its shyness to boats and yellow diatom patches that signal it lives in extremely cold waters.RELATED: For the first time, San Diego Zoo Safari Park sees echidna 'puggle' hatchHe says the furthest south a beluga whale has traveled along the west coast is unofficially northern Washington state. According to the San Diego Surfriders, the last known official southernmost sighting was in 2018, when a wayward beluga whale was spotted in the United Kingdom's River Thames in 2018.The National Oceanic and Atmospheric Administration is currently monitoring the whale's health and welfare as it's in the area. Biagini said it appeared the whale was in generally good health and has been eating. He adds that it appeared to be an older adult male by the curling of its pectoral fins."Pretty monumental moment not just for San Diego, but for whale watching in general," Biagini says.Friday's discovery comes as Biagini says this summer is ripe for more rare viewing opportunities of blue whales off San Diego's coast. Thanks to an abundance of krill and pristine conditions, blue whales are already being spotted nearby. Blue whale sightings usually come in spurts, according to Biagini, while grey whales are more reliable, making this season even more of a treat. 2524

SAN DIEGO (KGTV) — It’s approaching one year since a San Diego Navy Sailor was hurt in an explosion while on deployment, leaving him paralyzed.Saturday, community members rallied together to support wounded sailor, Kenton Stacy, on his journey to recovery. Hundreds of people gathered in Liberty Station for the Stacy Strong 5k.“We feel very blessed,” says Kenton Stacy’s wife, Lindsey. “All the love and support we’ve seen over the last year just has been amazing.”The event had live music, a silent auction, and awards for race winners. During this time last year, the Navy EOD tech was deployed in Afghanistan when an IED exploded while he was clearing out a hospital. The explosion left him paralyzed from the neck down.“It’s definitely been a very hard year… There’s been highs, there’s been lows,” says Lindsey Stacy. Her husband has not made it home from the hospital just yet but, today he was transported and joined family and friends at the event.“I just think he feels so blessed," she added.The funds for the event will go to the EOD warrior foundation. The organization provides financial assistance and resources to wounded active duty service members and veterans. Stacy’s “Alive Day” anniversary is November 9.  1270

SAN DIEGO (KGTV) - Memorial Day weekend will see the most travelers out and about than in the last 12 years.More than 41.5 million Americans will be traveling this weekend, a five percent jump from last year, according to AAA. The increase in nearly 2 million travelers also means longer delays. Transportation analytics company INRIX predicts travel delays could be up to three times longer than normal in some areas of the country.The worst times to hit the roads, rails, or the sky will be Thursday and Friday, as commuters and weekend travelers mix, AAA says.BEFORE YOU HEAD OUT: Check updated San Diego traffic conditions"Drivers should expect congestion across a greater number of days than in previous years, with the getaway period starting on Wednesday, May 23.
