SAN DIEGO (KGTV) — No charges will be filed in connection to eight officer-involved shootings and four in-custody deaths in San Diego County, District Attorney Summer Stephan announced Friday.Stephan announced the decisions after her office's review of the lethal force incidents involving Kristopher Birtcher, Guillermo Corrales, Javier Gomez, James Lacy, Oscar Leal, Alexander Ochoa, Osbaldo Ramirez, Paul Rivera, Jason Santana, Paul Silva, Jason Trujillo and Robert Westbrook.The cases involve authorities under San Diego County Sheriff's, San Diego Police, and Oceanside Police departments.The D.A. ruled that officers acted reasonably under the circumstances and officers faced no criminal liability for their actions.Watch Stephan's press conference live on Facebook (Warning: Graphic footage): 808

SAN DIEGO (KGTV) -- Months after one of San Diego’s biggest employers was said to be looking to add up to 1,000 jobs, General Dynamics NASSCO instead announced layoffs.In April, NASSCO held a job fair, claiming the company was looking to add up to 1,000 jobs. Robert Godinez, head of the Boilermakers Union Local 1998, says the shipbuilder didn’t hire close to that number.In total, NASSCO notified nearly 1,500 workers that they could be out of a job in September. The shipbuilder told 10News it expects to let go of closer to 350 workers.The layoffs are in relation to a dry dock accident in July that damaged facilities.One of the company’s employees, Glicerio Cortez, says he doesn’t know exactly what happened in July, but he heard of the damage through coworkers. “They say that they heard like a, something like a bomb, something strong and then the water came all the way to the dry dock,” said Cortez.RELATED: NASSCO delivers layoff notices to 1,500 workersVideo captured by Sky10 shows water flooding the dry dock as debris filled the area. Luckily, no one was injured.The July incident isn’t the only reason for the layoffs. SAN DIEGO (KGTV) One day after a woman was hit and killed crossing El Cajon Boulevard, a local business group is demanding change. The 63-year-old woman was hit by an SUV while crossing El Cajon Boulevard near 46th Street in the Talmadge area Monday around 5 p.m. "We're devastated. Unfortunately, I actually get news like this almost every week," said Beryl Forman, Marketing and Mobility Coordinator of the El Cajon Boulevard Business Improvement Association.The woman who was killed was not in a crosswalk. Forman said a lack of crosswalks is just one of the problems. The association purchased a speed indicator sign that is now posted on El Cajon Boulevard near 50th Street. The group was planning to present the sign to the Mid-City Police Department during an event Tuesday evening, but is using the time to hold a vigil in memory of the woman who died.The office of San Diego City Council President Georgette Gomez issued the following statement regarding the group's concerns. "Investments in pedestrian safety have been a priority for me in every budget discussion since I first took office. I have requested resources for the Safe Routes to Schools program, the City's Vision Zero project, and the El Cajon Boulevard Complete Boulevard Plan. These plans include improvements that increase pedestrian safety such as crosswalks, bulb-outs, new sidewalks, and street lighting. The City is investing in these projects and has also been securing grant funds from state and federal sources.Earlier this year, the Mayor announced the completion of safety improvements at 15 of San Diego's most accident-prone intersections and secured funding for hundreds more. SAN DIEGO (KGTV) -- No citations were issued at City of San Diego beaches for violation of county and state health orders over Memorial Day weekend as San Diagans headed to the beach during the holiday, according to San Diego Police. Police say they contacted thousand of people on the sand to educate them about proper use of the beaches, but no citations were issued for violation of the county and state order. "We encounter very good crowds and received little to no opposition and gained compliance," a spokesperson for the department said. Although no citations were issued for violating state and county orders at city beaches, other citations were handed out for alcohol in public, public urination, and dogs on the beach. 738

SAN DIEGO (KGTV) — Officials are seeking the public's help to identify a young woman who was hit and killed on Interstate 5 near the San Clemente Border Patrol station almost two weeks ago.The Hispanic female, believed to be in her late teens to early 20s, was hit while trying to run across northbound I-5 lanes at about 9:30 a.m. on Aug. 9.She may have recently traveled to the country from Mexico or another Central American country, according to Medical Examiner investigator Tessa Lee.RELATED: Unaccompanied girl hit, killed walking on Interstate 5 near San Clemente border station"We are hoping that someone may recognize this young woman so we can identify her and notify her family," Lee said.A fingerprint search in the FBI and U.S. Border Patrol databases came back with no matches.The woman had brown eyes, long hair, weighed about 111 pounds, and was 5-feet 1-inches tall.
