SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) -- Facing an alarming increase of COVID-19 cases, Governor Gavin Newsom is requiring every county in California to close indoor operations.The roll back targets restaurants, wineries, movie theaters, family entertainment, zoos, museums, and cardrooms."We are moving back into a modification mode of our stay-at-home order," Newsom said.San Diego County and 29 other counties on the state's monitoring lists are being directed to close indoor operations at fitness centers, worship services, offices for non-critical sections, personal care services, hair salons and barber shops and malls.State officials confirmed 8,358 new COVID-19 cases on Sunday. That’s what many San Diego County restaurant owners felt after hearing the county has suspended enforcement activities on restaurants, for now.A judge’s ruling Wednesday allowed two strip clubs to stay open, and in a surprising twist, extended to the restaurant industry, allowing for in-person dining.While the county sorts out what it will do next, some restaurants are taking the opportunity to reopen for in-person dining, even if it’s short-lived.“I was thrilled to hear the judge’s ruling,” said Julian Hakim, co-owner of The Taco Stand. “I wish there was, even now, a little more clarity. SAN DIEGO (KGTV) – Heavy rain brought lightning and flooding to some areas of San Diego, submerging vehicles in some parts of the county.In Coronado, several vehicles became submerged on 1st St. soon after the rain began to pour. In one instance, a local helped to push a stalled vehicle out of the flooded area. Other vehicles had to wait until the water subsided in order to drive out of the area.Signs were eventually posted along 1st St. warning drivers of flooded areas. SATURDAY FORECASTElsewhere Friday, scattered lightning and thunder prompted delays to SDSU football's?game at SDCCU Stadium. SAN DIEGO (KGTV) - Hundreds of protesters gathered in Balboa Park Monday evening, the third day of protests in the San Diego region. A large group began coalescing near the San Diego Police Department headquarters near Broadway and 13th St in the afternoon. As night fell, the group marched up Park Boulevard past San Diego City College and into Balboa Park. Law enforcement officers followed closely. Freeway on-ramps and off-ramp were blocked by CHP officers in tactical gear along the route, preventing protesters from accessing the freeways. After marching through the park, the group stopped near El Prado and Sixth Ave. Many in the group laid down on their stomachs with their arms behind their backs, chanting “I can’t breathe,” in honor of George Floyd, the unarmed black man killed in police custody in Minnesota on May 25, 2020. Afterwards, they held a moment of silence for those killed at the hands of police. Many demonstrators dispersed after, though a group began forming again outside SDPD headquarters. At 10:25, SDPD tweeted that “bottles, fireworks and other objects” were being thrown at officers near their headquarters.
