WASHINGTON, Sept. 10 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo on Thursday met with U.S. President Barack Obama at the White House on bilateral relations and international and regional issues of common concern.     Wu, chairman of the Standing Committee of China's National People's Congress, was the first top Chinese legislator that has visited the United States during the past two decades.     Before meeting with Obama, Wu met U.S. Vice President Joe Biden at the White House. URUMQI, Sept. 4 (Xinhua) -- A senior government official said Friday the situation in Urumqi, the capital city of northwest China's Xinjiang Uygur Autonomous Region, was under control after local residents had taken to the streets over two days to protest against hypodermic syringe attacks.     There were no major protests in the city Friday, a day after massive protests that left five people dead Thursday, said Executive Deputy Mayor Zhang Hong. "So they are using 'soft violence' to disrupt social order and instigate ethnic hatred."     China's Public Security Minister Meng Jianzhu arrived in Urumqi Friday to direct work to defuse ongoing unrest in the city.     Meng, also a State Councillor, urged local governments and Communist Party of China (CPC) committees at all levels in Xinjiang "to restore social order as soon as possible."     "Maintaining stability is the central task of overriding importance in Xinjiang at the present time," he said in a meeting with local officials.     Meng said the spate of syringe attacks, which were premeditated, masterminded and conducted by law-breakers and instigated by ethnic separatist forces, were a continuation of the July 5 riot in the city which left 197 people dead. He said the separatists' purpose was to undermine ethnic unity.

CHENGDU, Oct. 16 (Xinhua) -- China's relatively poor western regions are to receive 296 billion yuan (about 43.3 billion U.S. dollars) of investment through 551 projects signed Friday with investors from both China and abroad.     Those deals were sealed at the tenth Western China International Economy and Trade Fair in Chengdu, provincial capital of southwest China's Sichuan Province.     The region has 12 provinces, autonomous regions and municipalities, with a combined population of about 370 million.     Chinese investors contributed 539 of the 551 projects, involving 288.9 billion yuan of investment. The rest 12 projects would be invested by foreign contractors, involving in around 1 billion U.S. dollars of investment.     Sectors involving local resources, equipment manufacturing, service and new and high technology were investors' favorite target areas.     According to agreements signed here, German industrial conglomerate Siemens would spend 30 million yuan in Chengdu to setup a "Global IT Operation Center", intending to provide better IT operation support for its customers.     Meanwhile, Taiwan's Foxconn Group, the world's top maker of outsourced electronics, would invest 1 billion dollars to build an industrial base in Chengdu, setting up production lines for products like LED-TV, LCD module, LED backlight module and LCD package. BEIJING, Sept. 20 (Xinhua) -- China's major state-owned enterprises (SOEs) under the supervision of the central government reported a 30-percent fall in net profit last year, the country's state assets supervisor said over the weekend.     A total of 141 SOEs under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council reported a net profit of 696.18 billion yuan (101.96 billion U.S. dollars) last year, down 30.8 percent from a year ago, the commission said in an online statement.     Yet, total assets of the 141 SOEs rose for the fifth consecutive year since 2004. Assets of the 141 state firms were worth 5.56 trillion yuan at the end of 2008, up 8.6 percent from the previous year.     Net profit of centrally administered SOEs had been rising for four years in a row from 2004 to 2007, but it fell last year as the global financial crisis struck.     The commission said 83 out of the total 141 were able to report a year-on-year growth in net profit last year.     These 141 SOEs also turned in taxes worth 1.04 trillion yuan last year, up 18.6 percent from a year ago.     The total assets of centrally administered SOEs were augmented by 2.6 trillion yuan in the past five years, or at an annualized average of 13.7 percent from 2004 to 2008.
