BEIJING, June 2 (Xinhua) -- China's disaster relief authorities Wednesday launched an emergency response plan to help victims of the rainstorms and flooding in south China's Guangxi Zhuang Autonomous Region, which has left at least 30 dead.The China National Committee for Disaster Reduction and the Ministry of Civil Affairs initiated a level IV emergency response plan and dispatched a working team to help guide relief work in the flood-hit zone.Heavy rains began pounding many places in Guangxi Monday and triggered landslides early Wednesday. The disaster has left 30 dead and 18 missing, according to latest official figures.Villagers carry their belongings in the flood at Shanglang Village of Gupeng Township in Xincheng County in south China's Guangxi Zhuang Autonomous Region, June 2, 2010.More than 80,000 local people had been evacuated from their homes as of 7 p.m. Wednesday, said a notice on the ministry website.More than 2.1 million people in Guangxi were affected by the disaster and more than 4,200 homes had been damaged, the notice said.The ministry had allocated a batch of relief materials, including 2,000 tents, the notice said.Guangxi's regional civil affairs department also initiated a level-IV emergency response plan Wednesday noon, allocating 1,200 tents and 1,000 cotton quilts to help settle victims.Under a level IV plan, the lowest of the four responses, the committee and the ministry should send a working team within 24 hours to the disaster zone and allocate relief materials within 48 hours.According to the ministry's working regulation on emergency response issued last year, emergency response plans should be initiated to help with relief work in natural disasters across the country. The level depends on damages and losses as well as the number of affected people.

Xia said the death toll rose markedly Friday because the expanding rescue forces recovered more bodies from the debris with the help of large rescue equipment.In addition, the missing list climbed as the transient population in the business town were counted for the first time, he said.A total of 1,179 serious cases had been transported by air and road to hospitals in Golmud and the provincial capital Xining in Qinghai and several other capitals in neighboring provinces.Many people are still buried under the debris of collapsed houses in the hardest-hit Gyegu Town near the epicenter, the seat of the Yushu prefecture government and home to 100,000 people. It sits at about 4,000 meters above sea level.More than 85 percent of houses in Gyegu, mostly made of mudbrick and wood, had collapsed.Thousands of rescuers are fighting altitude sickness and chilly weather to race the time to reach the trapped by Saturday morning, the end of internationally accepted "72-hour golden chance" for the trapped to still survive.

  

NANNING, June 3 (Xinhua) -- The death toll from rain-triggered landslides and flooding in south China's Guangxi Zhuang Autonomous Region rose to 44 Thursday.Eight people were still missing, said a statement from the regional flood control and drought relief headquarters.In Rongxian County alone, the death toll climbed to 27 after four more bodies were recovered Thursday.In Cenxi County, 12 people were confirmed dead as of Wednesday night.Three deaths were reported in Tengxian County, Donglan County and Fangchenggang City.Rescuers search for trapped persons in Beigeng Township, Xincheng County, south China's Guangxi Zhuang Autonomous Region, June 3, 2010.Two primary school students, sisters aged 8 and 10, had been found drowned in Laibin City where flooding forced many schools to suspend classes.More than 600 residents in two villages in Laibin had been evacuated because of land subsidence Thursday. Four pits and cracks were reported near the villages, with the biggest having a diameter of more than 70 meters and depth of 20 meters.Increased water flow in underground rivers in wake of the torrential rains could have caused the subsidence, a Laibin municipal government official said.Heavy rains began pounding Guangxi Monday and triggered landslides early Wednesday.Across Guangxi, the rainstorms had battered 27 counties and 144,800 people had been evacuated by 4 p.m. Thursday, the regional civil affairs bureau said.In addition, 8,123 houses had collapsed and 161,830 hectares of crops had been damaged. The direct economic losses were estimated at 1.2 billion yuan (176 million U.S. dollars).
