CHULA VISTA, Calif. (KGTV) -- The City of Chula Vista is highlighting local businesses that are adapting to serving customers outdoors because of the pandemic. City officials started posting pictures on the city's Facebook and Instagram pages on Monday. Since Monday, they've highlighted barber shops, art galleries, restaurants and yoga studios. The city is calling them ABC, or Accommodating Business Champions. The plan is to feature a different business every day. Itaglo Pasta Bar was one of the businesses featured. Owner and Chef Alejandro Vicens says he was happy to see his business featured by the city. Like so many businesses, Vicens has moved everything outdoors to be able to continue to operate. The city says it plans to continue highlighting business that are moving outdoors. City staff also tells 10News they've been going around the city taking pictures of those that are doing things properly to serve their customers. On Sundays during the month of August, Chula Vista also approved for a portion of Third Avenue to be closed to traffic, so businesses can expand onto the street. 1111

CHULA VISTA, Calif. (KGTV) — Four students at Montgomery High School were arrested Halloween Day during a state-mandated lockdown drill at school. The arrest is causing controversy, and many are now questioning the decision to carry out real arrests during a drill. It was a short 15-minute drill. No one in, no one out. “The whole school was on lockdown and everyone was in their classes. And we had to stay inside because cops came,” student Ernesto Miranda said. Police presence during a lock down is protocol. However, this time, four students were taken away in cuffs. Some are now criticizing San Diego Police officers’ unusual arrest strategy, accusing the department of suing the drill as a ruse to arrest the students under investigation. “It shouldn’t be, like use the lockdown as an excuse to OK, bust down these kids,” student Derek Uribe said. 10News spoke to Sweetwater Union High School District spokesman, Manny Rubio, who told us over the phone, this is the first time the district has ever agreed to cooperate in this kind of arrest. Montgomery High School’s state-mandated lockdown drill was planned for Tuesday, Nov. 13. But on Oct. 29, Rubio said SDPD requested the district to move the drill up sooner, because they urgently needed to make an arrest on campus. The school agreed. They immediately notified students and parents that there would be a drill sometime that week, before noon. Two days later, Rubio said the school carried out the drill. During the 15-minute drill, school stage brought each student in question into the office, where they were arrested by San Diego Police. Rubio said the school made sure to minimize the effects onto the 1,800 students and 100 staff, making the arrests away from classrooms. "I want to be a cop so I think it's smart to not make it a big deal and come in and everything. Just [during] a lockdown drill,” Miranda said. The police department, the school district, nor the District Attorney’s office would specify the exact charges the students face. But Rubio said they allegedly committed multiple violent crimes throughout the county that were, “incredibly severe in nature.”10News asked SDPD a number of questions, including why the students were not arrested at their homes, and why they waited two days before arresting them. (KGTV) -- The Sweetwater Union High School District Board voted Wednesday to cut more than 220 educators and place its beleaguered superintendent on paid leave.Staff cuts include educators and all librarians. In all, the board voted to eliminate 223 employees in hopes of balancing its budget.The board cited a decline in enrollment for the cuts, but said if enrollment goes up, librarians would be the first to return.RELATED: Sweetwater Union High School District votes to cut over 200 jobsThe vote ratifies an earlier referendum in which the board voted to lay off nearly 240 employees and staff members in February. The district's planned cuts to jobs and programs had been widely panned by staff and the public, with many calling on officials to consider salary cuts instead. During February's board meeting, one teacher told the board that their proposal would "kill this community and hurt our kids."Several staff were supposed have received pink slips in March but the coronavirus pandemic and ensuing campus shutdowns temporarily staved off layoffs.The board also voted 4-1 Wednesday night to place SUHSD superintendent Dr. Karen Janney on paid administrative leave. She earned her doctorate degree in education from San Diego State University in 2010, according to her professional online profile. CHULA VISTA, Calif. (KGTV)— The Chula Vista Police department is investigating a home invasion robbery that happened Saturday night on the 1600 block of Claret Cup Drive.80-year-old Don Oder believes he may have had an encounter with one of the suspects.He told 10News he was unloading the bags from his late night shopping trip Saturday and saw a man walk into his garage.“He says 'I’m thirsty. Can I have some water?' So I got him a glass of water,” Oder said. That was around 10:30 p.m. at Oder's home near Camarena Elementary School.At the time, Oder did not know that the person who asked for water could have been a suspect in a home invasion robbery that happened moments prior. “I didn’t put two and two together right away,” Oder said. Chula Vista Police said someone fired a gun at a nearby condo on Claret Cup Drive around the same time.Two people entered and robbed the residents, then ran east. No one was hurt.Looking back now, Oder believes one of suspects may have been the man hiding in his garage.“Pretty obvious that he didn’t want to be seen,” Oder said. Oder describes him as a young, built, clean-cut man.He was surprised at the man’s get-away car.“He said, I’ve called an Uber and it’s going to be here in a few minutes.”Oder stayed with him for a few minutes until the man suddenly ran.Moments later, he and his grandson called police. The next morning, Oder’s son Tim was walking toward the crime scene.Tim Oder said he found a bundle of stuff next to a car along Exploration Falls Drive.“I pulled a hat out, walked a little further, and then I started pulling some gloves, and I thought, oh my God, these are white latex gloves!” Tim Oder said. The water cup and the bundle of items are now with Chula Vista Police, being processed for evidence. The Oders said the fact that one family had two run-ins with an unusual crime in a safe neighborhood is a crazy coincidence.“It seemed so strange, you know?” Oder said. Chula Vista Police said the suspects are still at large and asked the community to be vigilant. 2154

CHULA VISTA, Calif. (KGTV) - Chula Vista parents who once felt hopeless now feel empowered to care for their children with behavioral challenges. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program.
