SAN DIEGO (CNS) -- The San Diego City Council unanimously approved the creation Tuesday of an emergency rental assistance program tied to the ongoing coronavirus pandemic, which will utilize .1 million in federal COVID-19 funds to support thousands of low-income residents experiencing financial hardships.The COVID-19 Emergency Rental Assistance Program will provide up to ,000 per household, assisting around 3,500 households total, according to the San Diego Housing Commission.Applications will be available through the housing commission's website no later than July 20."Our rental assistance program cleared another hurdle today, and in a matter of weeks over million will be directly available to thousands of renters struggling to navigate the financial challenges of the COVID pandemic," said City Councilman Chris Ward, who proposed the program's creation.Ward initially sought to allocate .9 million of the city's 8.5 million federal CARES Act funding for the program, but that amount was pared down following disagreement from other council members."The current .1 million is a start to what I hope is continued relief for residents, especially since this program gives us a mechanism to add funds as they become available," Ward said.To be eligible for the program, households:-- must be located within the city of San Diego-- have a household income at or below 60% of the San Diego Area Median Income-- must not be receiving any rental subsidies-- must not be a tenant of a property owned or managed by the housing commission-- must not have savings to meet their financial needs-- must have eligible immigration status-- must have experienced hardships directly related to COVID-19Priority will be given to families with children and households with people age 62 and older. SAN DIEGO (CNS) - Police Friday identified a 44-year-old man who was found fatally wounded inside a vehicle in the Encanto area of San Diego.The man was identified as Gilbert Lee Johnson, of San Diego, the San Diego Police Department reported.Officers found Johnson about 7:40 p.m. Wednesday in the area of Varney and Theodore drives, said Officer Robert Heims of the San Diego Police Department.After police received multiple calls of gunshots heard in the area, officers reported finding him slumped over in the vehicle suffering from at least one apparent gunshot wound. Paramedics rushed him to an area hospital, where he was pronounced dead, said San Diego police Lt. Matt Dobbs."It appears the victim was in the area talking to an acquaintance when another vehicle pulled up near the victim. The suspect got out of his vehicle and fired several rounds at the victim," Dobbs said. SAN DIEGO (CNS) - San Diego County's Air Pollution Control District selected projects from 49 organizations Wednesday to receive .3 million in grants for projects designed to keep 692 tons of greenhouse gas and pollution out of the skies.The grants, part of the county's Clean Air for All campaign, will reimburse the selected businesses, local governments, schools and utilities for swapping out high-polluting, heavy-duty equipment for low-polluting or zero- polluting vehicles, boats and machinery.The district has notified all the organizations that their projects have been selected to receive the grants funded by California's Air Resources Board and Department of Motor Vehicles.All the organizations must sign contracts to start their projects; seven of the projects must still receive final approval from the California Air Resources Board. The organizations are reimbursed once their projects are completed.District officials estimate that if all 138 selected projects are completed they would improve local air quality over their lifetime by preventing the emission of 562.5 tons of nitrogen engine emissions, 103.5 tons of reactive organic gases that affect ozone production and 26.1 tons of diesel particulate matter -- small particles of carbon like soot. All told, the weight is roughly equal to six space shuttles.The majority of the grant money, roughly .3 million, is targeted to help the county's portside environmental justice neighborhood communities and projects from other state-designated disadvantaged communities. Those include the portside communities of Barrio Logan, Logan Heights, Sherman Heights and western National City as well as El Cajon and San Ysidro.The state Air Resources Board selected those portside neighborhoods as part of its Community Air Protection Program. That program provides special funding for neighborhoods that are disproportionately harmed by air pollution because they're near ports, shipping, freeways, rail yards, freight, warehouses and industries. SAN DIEGO (CNS) - Police Tuesday were searching for two men who carjacked a man at gunpoint in the parking lot of the Mission Valley mall.It happened around 7:35 p.m. Monday in the parking lot of the Nordstrom Rack at 1640 Camino Del Rio North, San Diego police Officer John Buttle said.A man, whose age was not immediately available, was sitting in his blue 2007 Hyundai Sonata -- with California license plate 5XXK569 -- when two men approached the driver's side of his car, Buttle said.One of the men pulled out a black semi-automatic handgun and pointed it at the victim, demanding he give up his car, the officer said.The victim got out of the car and both men got in, then one of the men noticed the man's cell phone in the vehicle and demanded the passcode before the pair fled eastbound on Camino De La Reina in the Hyundai, Buttle said. 853
