SAN DIEGO (CNS) - The White House formally withdrew its nomination Wednesday of San Diego businessman Doug Manchester to be the U.S. ambassador to the Bahamas.Manchester, nicknamed "Papa Doug," withdrew himself for consideration for the ambassadorship last month "due to the threats on his and his family's lives including three infant children under 4 years old," according to a statement Manchester Financial Group gave to the Nassau Guardian.President Donald Trump first nominated Manchester in 2017 and re- nominated him in 2018 and 2019 after his nomination languished in the U.S. Senate. SAN DIEGO (KGTV) — A preliminary 6.6-magnitude earthquake that hit near Ridgecrest was felt throughout Southern California on Independence Day.The earthquake was recorded at about 10:30 a.m. Thursday between Ridgecrest and Searles Valley, in San Bernardino County, according to the United State Geologic Survey (USGS). Several more aftershocks are expected in the next couple of days, according to USGS seismologist Dr. Lucy Jones.Before the earthquake, USGS also recorded two earthquakes measuring 4.0 and 2.2 in San Bernardino County.Here in San Diego, numerous locals, from downtown San Diego up to Oceanside, reported to 10News that they felt the quake. The San Diego County Fair halted rides Thursday for safety inspections after the earthquake, before reopening. USGS "Did you feel it" responses were reported throughout the Southern California area as well.Ridgecrest press conference:Kern County Fire Department reported nearly two dozen incidents ranging from medical assistance to structure fires around Ridgecrest. Crews were also surveying highway passes throughout the city for safety.Ridgecrest Regional Hospital has been evacuated and there was some structural damage, according to Ridgecrest officials. The city has declared a State of Emergency, the city's mayor, Peggy Breeden, told CNN. 1560

SAN DIEGO (CNS) - Three San Diego County sheriff's deputies were justified in fatally shooting an Alpine man who charged at them with a knife in his hand last fall, according to a report released Wednesday by the District Attorney's Office.Daniel Ayala, 31, was shot 10 times outside his apartment in the 2600 block of Alpine Boulevard last Nov. 12.Sgt. Chris Katra, Cpl. Sean McGillicuddy and Deputy Kevin Nulton responded to that address around 2:50 p.m. following reports that a man was screaming, talking about killing himself and others, and throwing items, according to a letter prepared by District Attorney Summer Stephan and addressed to San Diego County Sheriff Bill Gore.Body camera footage from two of the lawmen was also released by the D.A.'s office.RELATED: Man who was fatally shot by deputies in Alpine identifiedAs the deputies approached the front door of Ayala's unit and knocked, announcing ``Sheriff's Department'' three times, Ayala opened the door, said ``What's up!'' and jabbed a knife twice through his metal screen door, the body-worn camera footage shows.The deputies backed up from the door as Nulton alerted the others by saying ``Knife, knife, knife.''Ayala then opened the screen door and advanced towards the lawmen, who opened fire, striking him mostly in the upper body, according to Stephan's letter.Ayala died at the scene. His 5-year-old son was inside the apartment during the entire encounter, but was physically unharmed, according to the district attorney.Toxicology results showed Ayala had methamphetamine, heroin, cannabis and alcohol in his system.Stephan's letter concludes that the deputies ``were in a confined space when Ayala advanced on them quickly with a knife in his hand.'' The letter also notes Ayala's previously reported statements about killing people.``The deputies had no other option available to them as they Ayala could stab them immediately and seriously injure or kill them,'' the letter reads.Katra has been employed by the San Diego Sheriff's Department for 18 years, McGillicuddy for 12 years and Nulton for 10 years. 2096

  

SAN DIEGO (KGTV) - A father and son heading to see the border wall became stuck in a flooded stretch of the Tijuana River Valley Thursday.Two men from Idaho and North Dakota told 10News, they were on a father-son vacation in San Diego. They said they came down to the Tijuana River Valley to see the border wall with their own eyes. But the out-of-towners did not know about the notorious dip in Saturn Boulevard.According to San Diego Fire-Rescue, the men ignored road closure signs in the flooded area, and drove through the water.Their truck made it halfway across before it got stuck in five feet of water.After the water reached the truck’s window, the 75-year-old father — who was the driver — climbed out and waited on his roof for help to arrive. The 49-year-old son was able to swim to safety.RELATED: How to check if your neighborhood is at risk of flooding Lifeguards used a boat to paddle out to the man, who got on board and returned to dry land. No injuries were reported. Rescuers were required to go through a multi-step decontamination process after wading into the potentially polluted water.The truck will remain in the water until the flooding has receded, officials told 10News. 1207

  

SAN DIEGO (KGTV) — A 20-year-old woman claims she was sexually assaulted for about 20 minutes during a Lyft ride in June.She's identified as Jane Roe in a civil lawsuit filed by Estey & Bomberger, LLP on Thursday. Roe tells 10News she has a disability and is unable to drive, she relies on Lyft to get to and from UCSD and around San Diego on a daily basis."I would use Lyft every day for about a year and a half," said Roe. "I would use it about 2-3 times a day."In June, Roe says she was using Lyft to travel from her father's home to her mother's, a 32-minute ride on the Interstate 5 that would forever change her life.RELATED: San Diego women reported in Uber, Lyft sex assault cases"He just asked me inappropriate questions," Roe said, referring to her driver. "He was commenting about inappropriate behaviors that he likes to do."Roe said the driver then told her to sit in the front passenger's seat, and out of fear she complied."The man.. he started touching me.. he groped my vagina, he groped my inner thighs, my thighs, my hamstrings," Roe said. She said the assault lasted between 15 and 20 minutes."I was kind of in a state of shock," Roe said. But Roe and her attorney, Mike Bomberger, say Lyft has been unresponsive."One of the things we don't know is what happened to the driver," Bomberger said.Roe and Bomberger allege that Lyft is not doing enough to keep passengers safe."Lyft fails to cooperate with police when there's an assault. Lyft tries to silence victims from when they report these assaults and Lyft has the technology to prevent these assaults from happening and they don't use it," Bomberger said.RELATED: San Diego City Council votes to ban electric scooters from boardwalksRoe says she's going through therapy and hoping to recover from the traumatic experience, but says she wants safety improvements in every vehicle, like an emergency button or recording device."I don't want anyone to go through this again, I don't want anyone to feel like this, and I don't want him to be able to have a young girl in his car again," Roe said.The Lyft driver has been named in the complaint, but 10News is not naming him because he has not been charged with a crime.In a statement to 10News, Lyft said, in part, that they "recognize the risks that women face and are working to build safety into every aspect of their work."Lyft would not comment as to whether the driver was still driving for the company. 2620
