(AP) — Cal Fire alleges that fast food chain In-N-Out was responsible for a 2017 wildfire in rural Arroyo Grande, according to a lawsuit filed in San Luis Obispo Superior Court.The San Luis Obispo Tribune reports that Cal Fire claims the September 2017 wildfire was caused by a tractor mowing grass on In-N-Out property, saying it was covered in “dry annual grasses and scattered brush, which created a receptive bed of flammable vegetation.” The agency also claims the tractor was improperly maintained and the driver allowed the fire to spread.Cal Fire is seeking roughly .2 million from the burger chain to recoup costs.The fire burned about 245 acres (99 hectares) in four days. America's aging infrastructure is expected to be a hot topic for voters in the upcoming midterm elections.Lawmakers on both sides want to fix it, but there’s one major sticking point: how do you pay for it?President Donald Trump has proposed a trillion plan to improve aging roads, bridges and tunnels across the country.Transportation Secretary Elaine Chao told Fortune magazine there's one sticking point between the two parties.“How do you pay for it, is the toughest question,” says Chao. “There are many ways of paying for the infrastructure proposal, and I would say the majority of them are not ones I could get consensus from in this audience.”One way that Republicans propose to raise money will impact most Americans directly.“A gas tax increase and a diesel tax increase of about 15 cents a gallon for gas and 20 cents for diesel to help fund this, because we do need to fund infrastructure upgrades,” says Republican strategist Ryan Williams. “We can't make the money appear out of thin air.”Republicans also want to raise money by letting private sector businesses help finance projects.Democrats have come up with their own trillion-dollar plan.“Where's the money [going] to come from? We don't want to increase our deficit. The tax bill's done that enough,” says Sen. Chuck Schumer (D-NY). “We say take some of those tax breaks from the wealthiest Americans and put them in middle class jobs.”Democrats want to increase the tax rate on the rich, raise the corporate income tax and reverse cuts to the estate tax.But the Democrats admit, as of now, their plan has little chance of going anywhere.“These are all ideological steps the Democrats are taking, because they don't control the House or the Senate,” says Democratic strategist Tiffany Cross.Both sides do agree they don't expect any action to be taken on infrastructure until after the midterm elections. 1887

  

ANZA, Calif (KGTV) - Tons of weed was hauled and dropped at a high school in the Riverside County city of Anza after deputies served 80 search warrants on illegal pot farms.The substantial bust came hours after a murder on one of the farms. The Riverside County Sheriff's Office did not give out many details other than to say the death was tied to the illegal activity.Sheriff Chad Bianco said the coordinated drug bust effort took months of planning. Deputies started their work when the sun came up, Bianco said, adding he hoped to have at least 200 pot farms out of commission by the end of the day.Many of the operations took place miles down dirt roads. Some of the activities were reasonably hidden; others were easily visible. Neighbors said law enforcement officers were in full combat gear with rifles when they approached the illegal operations. The more 10News spoke to neighbors, the more we heard about the town of Anza being overrun with pot farms."We've been complaining for a long time, and it's happening," said Anza resident Dan, who did not want to be identified because he fears retaliation."With them common cartels and gangs and grows that are protecting themselves from thieves, and with that come guns and come gunfights and come shootings and robberies," Bianco said."This isn't a victimless crime. This is not a pretty little plant that we're taking, someone's medicine, this is a quality-of-life issue that is destroying this valley," Bianco added.The magnitude of the operation was visible as overflowing trucks and helicopters left the area with loads of pot plants. Bianco said the drugs would be destroyed.Neighbors stopped to watch the trucks pass by, saying they're feeling safer already. Dan pumped his fist in excitement, saying, "I'm loving it."The Riverside County Sheriff had a serious message for anyone thinking about starting operations back up once law enforcement clears out: "Don't grow in Anza."In unincorporated Riverside County it is prohibited to cultivate marijuana unless you have a medical card, which allows you to cultivate no more than 12 plants. 2109
