With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

At the time, at least 11 other wildfires were burning in the region.What followed in the hours and days ahead would change San Diego County forever.The fire was reported at 5:37 p.m. on October 25, 2003. Within hours, Santa Ana winds raged from the Cuyamaca Mountains, flames hurled southwest at speeds of up to 6,000 acres an hour.Overnight, it consumed parts of northern Lakeside, killing 12 people and injuring others. Burned over 86 percent of her body, she climbed out screaming for her sister Ashley to follow.Allyson would learn from the hospital bed that her sister never made it out. SAN DIEGO (KGTV) -- Police are investigating after a body was found in Balboa Park Wednesday afternoon. According to officers, the body was found on the 2100 block of Balboa Drive near Juniper Road and the San Diego Chess Club. The cause of death is unclear at this time. SAN DIEGO (KGTV) - Police are searching for two men suspected in a downtown San Diego shooting spree that left five people injured Monday night.According to San Diego police, the gunfire was reported just after 11 p.m. at several locations in the East Village neighborhood, about three blocks east of Petco Park's tailgate parking lot.The shooting happened not long after the San Diego Padres wrapped up their game against the Washington Nationals at Petco Park.Police said four people were in the 500 block of 15th Street, near Island Avenue, when two men dressed in dark clothing approached the group and opened fire.Moments later, and several blocks from the initial shooting scene, a fifth person was shot in the 1800 block of Island Avenue.All five shooting victims suffered what were considered to be non-life threatening injuries, according to police.Police said the suspected shooters were described as black men between 19-25 years old and 6 feet to 6 feet 2 inches tall. The men were last seen fleeing westbound from the area.A witness in the area told 10News that he heard about a dozen gunshots coming from different locations and two vehicles speeding from the scene. Police did not confirm if they were searching for vehicles as part of the investigation.Police are looking into the possibility the shooting was gang-related.Mayor Kevin Faulconer released the a statement Tuesday afternoon on the shooting. SAN DIEGO (KGTV) — Nearly a week full of films by military veterans, focusing on a variety of topics is coming to San Diego this month.The GI Film Festival runs Sept. 24-29, bringing together a community of passionate filmmakers, the military veteran community, and those who support them to showcase works in cinema and educate and preserve the legacies of veterans.Festival organizers say their mission is to ensure that the stories of military veterans and their families are told and show future generations the triumphs and sacrifices they endure.The festival also works as a bridge, connection military and civilian populations together through cinema and mutual understanding. All of this works as a way to help veterans heals as well.Last year, the six-day film festival opened with a film starring George Takei, about a veteran who spent time in a Japanese-American internment camp, and also featured films by stars like actor Jeffrey Wright. This year, films focusing on the Afghanistan War, short documentaries, post-9/11, the Iraq War, and student and military veteran projects will be screened.Films will be screened at the Museum of Photographic Arts or UltraStar Cinemas at Hazard Center.
