The US surgeon general issued an advisory Thursday recommending that more Americans carry the opioid overdose-reversing drug, naloxone.The drug, commonly known as Narcan, can very quickly restore normal breathing in someone suspected of overdosing on opioids, including heroin and prescription pain medications.Dr. Jerome Adams emphasized that "knowing how to use naloxone and keeping it within reach can save a life." To make his point, Adams relied on a rarely used tool: the surgeon general's advisory. The last such advisory was issued more than a decade ago and focused on drinking during pregnancy.Adams noted that the number of overdose deaths from prescription and illicit opioids doubled in recent years: from 21,089 deaths across the nation in 2010 to 42,249 in 2016.America's top doctor attributed this "steep increase" to several contributing factors, including "the rapid proliferation of illicitly made fentanyl and other highly potent synthetic opioids" and "an increasing number of individuals receiving higher doses of prescription opioids for long-term management of chronic pain.""Research shows that when naloxone and overdose education are available to community members, overdose deaths decrease in those communities," Adams said. Naloxone is used by police officers, first responders and emergency medical techs to reverse opioid overdoses. Adams added that increasing both the availability of naloxone and effective treatment is critical to ending the opioid epidemic.Speaking at the National Prescription Drug Abuse & Heroin Summit in Atlanta on Thursday morning, Adams addressed the potential "moral conflict" felt by some people who believe that providing naloxone "doesn't make a difference," since many people with drug addictions will just "go on and misuse substances again.""Well, that would be like me saying 'I'm not gonna go do surgery on this trauma patient because they're just gonna go out and speed again,' " he said.Adams noted that in most states, people who are or who know someone at risk for opioid overdose can get trained to use naloxone properly and also may receive naloxone by "standing order" -- without a prescription -- from pharmacies or some community-based programs."No mother should have to bury their child ,and especially not when there's a life-saving medication that virtually anyone can access," Adams said. The road to college sometimes has twists and turns, for Rehan Staton, the road to Harvard Law included recovering from injuries, growing up with a single parent, and years as a sanitation worker.Staton’s life changed when he was 8, when his mother left, according to CNN. His father raised him and his brother, reportedly working multiple jobs to make ends meet. Staton struggled in high school, and graduated with the help of a tutor his dad found. An injury before graduating meant an athletic scholarship was out of reach.When his dad suffered a stroke, Staton and his brother took jobs as sanitation workers to support the family. While collecting garbage, Staton found time to attend the University of Maryland.He spent his college years waking up early and collecting garbage before class. Staton says it was because of encouragement from his sanitation coworkers that he kept going to class. He graduated with a history degree and a GPA of 3.84 in December 2018. Staton was profiled in the University of Maryland’s campus paper.Staton wasn’t done. After graduating he took a job to support his dad and didn’t give up on higher education. He applied to 9 schools. His cousin reportedly had the idea to record Staton opening letters from schools he applied to, to capture his reactions. Staton says the admissions process was “super random at times” and encourages people not to “internalize it.”He is now headed to Harvard Law School this fall, and his excitement after years of hard work was caught on camera. The Trump administration is unleashing additional sanctions against seven Russian oligarchs with ties to President Vladimir Putin along with 12 companies they own or control.The measures announced by the Treasury Department on Friday were also aimed at 17 senior Russian government officials and the state-owned Russian weapons trading company, Rosoboronexport, which has long-standing ties to Syria and its subsidiary, Russian Financial Corporation Bank."Russian oligarchs and elites who profit from this corrupt system will no longer be insulated from the consequences of their government's destabilizing activities," Treasury Secretary Steven Mnuchin said in a statement, citing Russia's occupation in Crimea and its ongoing efforts to supply the Assad regime in Syria with materials and weapons.The action targets Russian oligarchs including Kirill Shamalov, who married Putin's daughter and has amassed a fortune since they tied the knot in February 2013; Oleg Deripaska, a senior Russian official who has been investigated for money laundering; and Suleiman Kerimov, who allegedly brought millions of euros into France in suitcases, according to the Treasury Department.The fresh sanctions are the latest step by the US against Russia following the poisoning of a former Russian spy in England, interference in the US 2016 election and a cyberattack, described as the most damaging in history.The Trump administration has been under pressure by Congress to act to meet demands under a sanctions law passed by Congress last summer to punish Russia for interfering in US elections.  1599

Officials say while some believe it's a service to goldfish to release them into a lake, it is a disservice to the ecosystem.Goldfish are a domesticated version of a wild carp from East Asia and were developed due to artificial selection created by humans.Simply put, goldfish are mostly for visual effect.West Medical Lake, near Spokane, Washington, is known as one of the best producing opening day trout lakes in the state, according to the Washington Dept. of Fish and Wildlife. It gets stocked with thousands of native trout every year, but that trout is unable to flourish because of the goldfish, which is taking resources such as food and oxygen away. 1016
