Samuel-Green wants people to know that more often than not the crash is an accident.It highlights an issue that only seems to be getting worse, according to statistics. In 2016—the latest year for which complete data from the National Highway Traffic Safety Administration exists—there were more hit-and-run fatalities than there have been in the 40-plus years that NHTSA has been keeping track. There were 2,049 people killed as a result of a hit-and-run 2016. Significant in those numbers: 70% of those deaths were to pedestrians or bicyclists. Jacob Nelson is a researcher with AAA, which put out a study highlighting the new numbers. He says one of the reasons for the uptick in pedestrian and cyclist deaths could be the simple fact that there are more pedestrians and cyclists on city streets.“There’s been a huge push from the public health community to get more people outside walking and biking given all the health benefits to doing that,” Nelson said. But he cautions that cities also need to start looking at putting more barriers between non-motorists and vehicle traffic lanes.The other factor that could be playing a part: distracted driving.“That doesn’t matter whether you are a motorist, pedestrian, or a cyclist. You need to pay attention to what’s around you. A lot of these crashes could be prevented in the first place,” Nelson said.And he joins Green-Samuel in urging any motorist involved in a crash to stay put.“The element of people leaving the scene of a crash is not only illegal, but motorists need to realize that staying on the scene of a crash is the right thing to do,” Nelson said. “It can help prevent people from being killed and it can lessen the severity of the injuries people sustain if we make sure people get medical care in that first hour.”Green-Samuel also hopes that through her organization, Just an Accident: Stop Hit-and-Runs, she hopes more people will become aware of the immense power people hold in their hands when driving a vehicle.“I just don't think people realize the responsibly they take when they get behind the wheel of a vehicle," she said. 2984

GARDEN GROVE, Calif. (AP) — The man who killed four people and wounded two others in random stabbings across two Southern California cities is a gang member with a violent criminal record who had served time in prison, authorities said Thursday.Zachary Castaneda "could have injured or killed many other people" had he not been arrested Wednesday while carrying out attacks and robberies during the two-hour wave of violence that began in Garden Grove, the city's police Chief Tom DaRe said.It wasn't immediately known if Castaneda, 33, had a lawyer who could speak on his behalf. He was scheduled to be arraigned Friday.Castaneda was taken into custody when he walked out of a convenience store in the neighboring city of Santa Ana, dropping a knife and a gun he had taken from a security guard he had just killed, police said. The suspect was covered in blood, DaRe said.Castaneda was kept in restraints as detectives tried to interview him, the chief said at a press conference."He remained violent with us through the night," DaRe said. "He never told us why he did this."Castaneda has a conviction for possession of meth for sale while armed with an assault rifle, DaRe said. He said he was told his father's roommate was killed in the apartment.A body was removed from the complex by stretcher Thursday.Erwin Hauprich said his father left Romania first for Germany and then the United States more than two decades ago. That's what Mike Darrah had to contend with Wednesday.The Trail Creek Estates homeowner said he received a pre-evacuation order Thursday, Oct. 15, so he and his wife drove up from Boulder County to pack a few things and put them in storage.He said he went back up Saturday to help neighbors with their horses and other belongings and stayed through Wednesday when it "started getting smoky."Soon, he could see flames moving through the entire valley. He will likely never forget the sound."It was like a freight train," he said, "the proverbial freight train, with the wind blowing."Darrah said he saw "swirling sparks" across the street, the entire area on fire."When I say on fire, it was from the ground all the way up to 90-foot pine trees. It was that fast," he said.Darrah told Denver7 he grabbed a few items from his house and started to drive out, only to be stopped by three Aspen trees which had blown over, blocking his way out.He got out the chain saw he said he keeps for such an occasion."I'm pulling and pulling trying to prime it. It would just sputter but it wouldn't get going," he said.Just as he was about the leave his truck and trailer behind and hoof it out of the neighborhood, a forest service employee drove up from the other side."He hopped out, and between the two of us, we were able to muscle those aspens, not off the road, but just enough to the side that I could get around them."Darrah said he doesn't know whether his house survived."We think we've lost it," he said.He told KMGH he has seen pictures of his neighbor's homes, several of which have burned to the ground, but he hasn't seen a photo of his house.
