SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612

SAN DIEGO (KGTV) -- A surf dog and quadriplegic surfer that made history 10 years ago reunited in La Jolla Sunday.Ricochet and Patrick Iverson met 10 years ago when Iverson decided to go surfing. Ricochet and Iverson were side-by-side when Ricochet decided to jump on the surf board.Since that day, Ricochet has surfed with and helped hundreds of kids, people with disabilities, wounded warriors and veterans with PTSD.Now, Ricochet is part of an organization that helps kids and adults with autism, special needs and disabilities. SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. Caregivers must monitor to keep adults and children from different households at least 6 feet apart.4. Consider coming on different times or days to avoid wait times and potential crowded times.5. No eating or drinking in playground, to ensure face masks are worn at all times.6. Wash or sanitize hands before and after using the playground.7. SAN DIEGO (KGTV) - A woman was accused of leaving her dog behind in a hot car in a Mission Valley parking lot while she was shopped Tuesday.The confrontation occurred at Fenton Marketplace in Mission Valley after a man noticed a dog locked in a car and called San Diego County Animal Control. Officers arrived two hours later and measured the temperature of the car, which was reportedly between 80 - 90 degrees.The windows of the vehicle had also been cracked a couple of inches.RELATED: How to save a dog from a hot car (if you're a Californian)When the vehicle's owner returned, the man who reported the situation confronted her. The woman told him she was from Oregon and it's common to leave dogs in the car.Her dog was reportedly fine and not under distress, despite spending two hours in the hot car.In California, it's illegal to leave a dog inside a hot car in dangerous conditions. The law was passed after several instances of dog deaths due to being left in cars on hot days. 1015

SAN DIEGO (KGTV) - A water line break forced Hard Rock Hotel guests out of their rooms Sunday night.San Diego Fire officials said that about 2 inches of water from the 7th floor leaked down to the 5th and 6th floors beginning around 10 p.m. at the hotel on 5th Avenue. The water was shut off shortly after 11 p.m.Some guests had to leave their rooms because of the flooding.
