Areas including Julian, Descanso, Pine Valley, and Mt. Laguna saw between two and 12 inches of snow Friday, depending on elevation.Saturday, chain requirements were canceled for State route 79 just north of Interstate 8 to Sr-78/Sr-79 junction in Julian, and on Sr-78 from Banner Grade to Sr-78/Sr-79 junction in Santa Ysabel. Visitors quickly arrived in Julian Saturday, where streets were clear of snow but packed with cars:Sunrise Highway, from Pine Valley to Mt. Laguna, was scheduled to reopen on the southside between Old Highway 80 in Pine Valley to Mile post 27 at 12 p.m., though chains will be required past the 5,000 elevation level. At Palomar Mountain, State Park Rd. is closed from Upper Meadow Rd. and Bailey Meadow Rd. due to downed telephone wires.LATEST WEATHER FORECAST | CHECK TRAFFICFor areas north leading to Big Bear Mountain, a popular snow stop for San Diegans, chains were required Saturday. Highway 18 from Lucerne Valley and Highway 330 from Highland to Big Bear were both under an R3 chain requirement. SAN DIEGO (KGTV) -- High surf is creating dangerous conditions for swimmers hitting the beach throughout San Diego County. A High Surf Advisory is in effect San Diego coastal cities from Monday morning at 8 A.M. until Tuesday night at 10 P.M.Just before 10 A.M. Monday, SDFD Lifeguards shut down the Ocean Beach Pier.They are also cautioning any swimmers and surfers who are not advanced to stay out of the water until the advisory expires.Many advanced surfers tell 10News they have been looking forward to this day for a long time. Those who hit the water Monday took advantage of the seven to 11 foot waves along the coast, saying it’s not just the swell and the direction but the time between the waves and the decreased winds that make for great surf conditions. "The quality and the length its just a great day a great day for everybody,” one surfer tells 10 News.One group of surfers found out first-hand how dangerous these conditions are. They were taking a boat to surf off of Point Loma when the waves flipped in Monday afternoon. The surfers escaped without injury, but the boat had to be towed back to shore. 1130

I’m not against homeless shelters by any means but this is not the proper location,” said Mark Bromley. He believes the site is too close to homes and schools.San Diego City Councilman Chris Cate said the developer has not yet applied for a permit to start the project. Cate told 10News he can’t give his opinion on the project in case the issue goes before the Council.Organizers shut down the planned open house after more than 200 people attended due to possible fire code violations given the size of the crowd.Another informational meeting is tentatively scheduled for next Tuesday at a larger location. 973

  

SAN DIEGO (KGTV) - Fifty-six years ago, San Diego officials sealed up a collection of items reflective of life in the early 1960s in America's Finest City.Friday, officials gathered at the old San Diego County courthouse to unearth those relics and take a glimpse into local history.Inside the time capsule: A copy of one edition of each newspaper published in San Diego County, 1961 coins, a county charter, a list of county officials, a copy of the capsule dedication, a leaflet sent out with 1961-62 tax bills, a newspaper clipping about the capsule, and various other items submitted by locals and organizations.RELATED: San Diego opens new courthouse trolley stationThe state Judicial Council is set to hand over the old courthouse property to San Diego County at the end of this month. The state is currently removing tons of furnishings, books, and office equipment.San Diego's old courthouse was once the center of the county's court system, with 59 courtrooms and a total of about 653,000 square feet. The building at 220 West Broadway spans 800 feet over B and C streets and is known as San Diego's "tallest building downtown laid down sideway." 1163

  

SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state.
