SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. SAN DIEGO (KGTV) - A Linda Vista grandfather is missing a pricey, sentimental piece of jewelry after trying to help out some strangers.Steve Phakdy says his 71-year-old father was attending an event at a Buddhist temple in Chollas View more than a week ago, when a white Chevy Tahoe pulled up. "Flagging him down, saying, 'Hello mister.' The husband says, 'It's my wife's birthday. Can you give her a blessing?'" said Phakdy.Phakdy says his father did something to acknowledge the birthday. A woman in her 30s then got out of the SUV."She hugs my dad," said Phakdy. In the backseat was a baby in a car seat."The husband gets out and says, 'We have some jewelry to give you or show you,'" said Phakdy.Together, the two placed rings on his hands, wrapping necklaces around his neck and arms."The husband was grabbing his wrist. Turning it around doing this and doing that," said Phakdy.His father offered to pay for the jewelry, but the couple quickly drove off. "Was looking at the bracelet they gave him and hey, wait, where's my bracelet?" said Phakdy.Gone was a 24-karat-gold-and-diamond bracelet, an anniversary gift from his wife. SAN DIEGO (KGTV) - A person fell at least 14 feet down an elevator shaft at a downtown property Tuesday.The person was reportedly working at the property at 625 Broadway when the fall occurred.San Diego Fire Department's Urban Search and Rescue team responded, hoisting the worker out and transporting the person to a nearby hospital.The worker had injuries to their leg but they were conscious and believed to be okay.No further information was immediately available. 476

SAN DIEGO (KGTV) -- A San Diego group is calling for the city to take emergency action to help control the ever-rising cost to rent.San Diego Tenants United plans to speak to the Smart Growth and Land Use Committee during public comment Tuesday.The tenant group will ask the committee to invoke a government code that would slow the rate of rent increase.RELATED: San Diego rentals in 2017: A year of grief for rentersThe group says San Diego policymakers have made it easier to build housing over the last year and now it’s time to start protecting renters.A similar ordinance was passed in Beverly Hills in 2017. SAN DIEGO (KGTV) - A local woman says a recent shopping trip turned into a nightmare, in the form of a sexual assault inside a 99 cent store in Clairemont.Around 7 p.m. on Thursday, inside a nearly empty 99 Cents Only store at Clairemont Town Square, Sarah was 30 minutes into a shopping trip. She recalls seeing the same man, as she walked through three different aisles."I didn't think anything of it. Just thought he was shopping for the same items," said Sarah.When Sarah bent down to get some poster board from a shelf, he attacked."He came from behind and forcefully shoved my shoulders into a seated position into his lap, and he had an erect groin," said Sarah.Sarah says she quickly got away from the man, who was fully clothed."I was shocked and gasped. Stood up and turned around, and he backed up. He said, 'Oh, sorry, I thought you were somebody I knew,'" said Sarah.Sarah describes the man as a thin, dark-haired man in his 20s, wearing a black mask and blue-and-white, checkered cap. She raced to find a store employee."I could see he was still stalking me. He was still peeking his head around the corner. When he saw me talking to an employee, he took off," said Sarah.She called the police and waited outside the front door to get a photo of him, but he never appeared. He likely got out a side door."I feel very violated. Just very violating," said Sarah.A day later, there is a growing fear and anxiety. After she posted details on the Nextdoor site, neighbors reported four recent and similar incidents at grocery and drug stores, all involving a man with a similar suspect description. Police tell us they're looking into a possible link to other cases."It's very scary he could potentially be doing this to women while they're shopping," said Sarah.Sarah is worried about what the man may do next."He's very brazen. I'm fearful he might up his ante and rape somebody," said Sarah.Sarah says the store manager confirmed there is an in-store video that will be given to the police.
