PHOENIX, Ariz. -- New witness video shows Phoenix police pinning down a 28-year-old man on a scorching summer street just minutes before he became unresponsive and died.Ramon Timothy Lopez was the father of two children, including a newborn baby. Lopez had been diagnosed with paranoid schizophrenia, according to his girlfriend. He worked as a truck driver, and he lived less than a mile from where he encountered police on August 4.The witness, who captured about 20 seconds of cell phone video, said she stopped with other traffic as an officer chased Lopez back-and-forth across 51st Avenue near Indian School Road at about 10:30 a.m. that day. The woman, who also lives in the Maryvale neighborhood, asked KNXV not to use her name. She felt the first officer was overly aggressive toward Lopez."[I] felt he was using a lot of force to slam his body into the ground," the woman said. "The gentleman seems like he was still struggling, but at that point, it seemed like he just didn’t want his face smashed on the asphalt. It was super hot.”Minutes earlier, police were dispatched to a report of a man looking into car windows in a nearby parking lot. Phoenix police say Lopez saw the officer approaching him when he ran into a liquor store, threw a drink at the officer, and ran away into the road."The officer was by himself and when he grabbed hold of Lopez, they both fell onto the hot asphalt and both could have been struck by vehicles on 51st Avenue," Sgt. Mercedes Fortune said in an email to KNXV.Once other officers arrived, "Ramon refused to cooperate and continued to kick and pull away from officers," Fortune added.The witness video, from the moving car, showed one officer holding Lopez's feet to the ground. A second officer appeared to kneel on Lopez's back and a third officer was crouching near his upper body. It's unclear whether he was also on top of Ramon."He did have his left knee in the midst of his back and shoulders," the witness said. "[The officer] had [Ramon's] arms pressed against the tops of his shoulders and his legs were actually on his hand, so at that point, [Ramon] was restrained, and [the officer] was still put in quite a bit of force."Lopez appeared to be holding his head off the pavement, but he was not moving otherwise. Police said they found no drugs or weapons on Lopez.Police say they put Lopez in the back of a police car before he became unresponsive. He was taken to the hospital and pronounced dead."Officers did not place their knee(s) on Ramon's neck and at no time was his airway obstructed," Fortune said. She added that Ramon was laying on the roadway for a minimal amount of time.Asphalt on a 100-degree morning in Phoenix can become hot enough to cause serious burns on human skin.Fortune also said it would be "highly irresponsible" to assume the cause of death. According to the Maricopa County Medical Examiner website, the autopsy results are still pending.The witness who spoke to KNXV said she also called the Phoenix Police Department to report concerns about what she saw. She said a sergeant returned her call."He let me know he reviewed the body cam and didn't see anything that I was reporting," she said. Pfizer announced Monday that its COVID-19 vaccine candidate has been 90% effective.In a press release, the company said that in Phase 3 trials, the vaccine has proven to promote a vaccine efficacy rate above 90% following the two-shot regimen.The Associated Press said that while Pfizer's announcement means the company is on track to file an application for emergency use authorization later this month, it does not mean a vaccine is "imminent" and more studies are needed.Pfizer's vaccine candidate began Phase 3 testing in the summer and is among a handful of vaccine candidates that could be distributed in the coming months pending FDA approval.Phase 3 trials consist of testing about 30,000 voluntary participants in a double-blind study — meaning half of those participating receive the vaccine, and half receive a placebo. Pfizer's vaccine requires two shots, which need to be taken 28 days apart.According to Pfizer, 90% of those who were tested for the vaccine had developed protection against the virus seven days following the second shot.Pfizer is already in the process of producing millions of doses of its vaccine candidate after the U.S. government agreed to pay .95 billion for 100 million doses of the vaccine, should it prove effective. If and when the FDA grants approval for the vaccine, it will be distributed to hospitals around the country by the U.S. military in an effort the Trump administration has dubbed "Operation Warp Speed.Even though hundreds of thousands of doses of the Pfizer vaccine will be ready for shipment if it is approved for emergency use, it will need to be rationed in the first months of its availability. According to a playbook for "Operation Warp Speed," essential health care workers and people in high-risk populations would have the first opportunity to get a COVID-19 vaccine. PLACENTIA, Calif. (AP) — Authorities say two sport utility vehicles have plowed into a Goodwill store in Southern California, injuring five people.Orange County fire Capt. Tony Bommarito says an 88-year-old woman rear-ended a parked car shortly after 4 p.m. Tuesday in Placentia, pushing the SUV all the way into the store. The woman's SUV wound up partially inside.The woman was taken to the hospital with a trauma injury, but she's expected to survive.Bommarito says a 14-year-old boy in the SUV that was struck and three women inside the store — two shoppers and an employee — were treated for minor injuries. 620

PINELLAS COUNTY, Fla. — Deputies say that a Florida man who robbed a bank on Thursday began throwing money out the window of his getaway car as he led police on a chase.According to the Pinellas County Sheriff's Office, just before 4 p.m., 37-year-old Anquan Walters walked into the Hancock Bank in unincorporated Clearwater wearing long pants, a long sleeve shirt, gloves, glasses with a fake beard and pantyhose over his head.Witnesses told investigators that Walters was carrying a black handgun when he jumped over the counter, he ordered people to the ground and demanded money. Walters was given an undisclosed amount of cash and he exited the bank.Detectives say Walters got into a 1998 Toyota Camry and fled northbound on U.S. Highway 19.As Walters was fleeing from the bank, multiple dye packs exploded and Walters started throwing cash out of the window of the Camry, onto U.S. Highway 19 North, deputies say.A viewer shared a photo of the money scattered on U.S. 19 with Scripps station WFTS in Tampa.Responding deputies spotted Walter's Camry traveling northbound towards the intersection of U.S. Highway 19 and Curlew Road. Deputies tried stopping Walters but he fled in the Camry at a high rate of speed, eastbound on Curlew Road from U.S. Highway 19 North.Deputies initiated a vehicle pursuit and successfully deployed a tire deflation device that deflated the tires on Walter's Camry as he approached Countryside Boulevard.Detectives say Walters lost control of the Camry and crashed into two vehicles that were stopped at the intersection of Curlew Road and Countryside Boulevard.Detectives say Corporal Phillip Love was pursuing Walter's Camry at the time of the crash. Corporal Love was unable to stop his marked 2013 Chevrolet Tahoe cruiser before crashing into Walter's Camry at the intersection.Walters reportedly abandoned the damaged Camry and fled on foot northbound into a nearby apartment complex. Deputies chased Walters on foot and apprehended him shortly after.Detectives say Walter's clothes were covered in colored dye as a result of the bank's dye pack exploding.The driver of one of the vehicles Walter hit was transported to the hospital with non-life threatening injuries. No other injuries have been reported.Detectives arrested Walters and transported him to the Pinellas County Jail.Walters was charged with one count of Armed Robbery, one count of Fleeing and Eluding Law Enforcement, one count of Leaving the Scene of a Crash with Bodily Injury and one count of Leaving the Scene of a Crash with Property Damage.The investigation continues. 2599
