SAN DIEGO (KGTV) - One man is dead after a car hopped onto a sidewalk and ran over him.A vehicle traveling southbound near 3950 Normal St. in Hillcrest veered off the road and onto the sidewalk at about 11 p.m. Friday. In the process, the vehicle ran over a man sleeping on the sidewalk, killing him.Police said the vehicle continued through some bushes and into a parking lot, where it collided with a parked car. The vehicle fled the area traveling eastbound on University Ave.The vehicle was described as a silver Honda Accord. SAN DIEGO (KGTV) -- Passengers from the Grand Princess cruise ship will be quarantined at MCAS Miramar amid coronavirus fears, the U.S. Department of Health and Human Services announced Sunday.According to the Department, the ship will dock temporarily in a non-passenger port in the San Francisco Bay. Passengers will then be transferred to several federal military facilities throughout the country for medical screening, COVID-19 testing, and a 14-day quarantine. The earliest they could arrive is Tuesday, according to a DoD spokesperson.The nearly 1,000 passengers who are California residents will complete the quarantine at MCAS Miramar and Travis Air Force Base. It's unclear how many of the 1,000 passengers will be housed at Miramar. "MCAS Miramar is preparing to support HHS and their federally mandated quarantine for Grand Princess travelers," a spokesperson for the base said. SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. SAN DIEGO (KGTV) - Prosecutors say streetlight camera video revealed the killer of an East Village business owner. A bevy of surveillance and streetlight video was released during the preliminary hearing for Kevin Cartwright and Lorena Espinoza, accused of killing of Tony Radda, 49.October 2018. Just before 3 p.m., store surveillance video shows a woman wearing a purple wig and sunglasses enter the store.Video shows Radda and the woman going towards the back, possibly to show her some merchandise. Right away, a man in a mask is seen trailing behind them, lurking. When Radda and the woman return, the man in the mask attacks Radda, dragging him out of camera range. Prosecutors believe that is when Radda was shot several times and killed.Soon after, the masked man is caught prying open a cash register. Prosecutors say while the woman took off in an SUV; the man walked away.According to prosecutors, that walk was captured by a string of streetlight cameras. In one of the videos - about 12 blocks away from the store - the man in the mask sheds it, revealing a face, police eventually identified as Cartwright. On Friday, the judge is expected to decide whether the two will go to trial. 1206

She uses an app to call a smart shuttle, which takes her to a transit center she hops on a subway, and is whisked away.Or, she can drive on a toll lane and get across the county in 20 to 25 minutes."Think about the impossible, take risks. Keep going," said Hasan Ikhrata, the San Diego Association of Government's executive director. Ikhrata and his team unveiled its transit vision for the region Friday, with a target completion of 2050.The goal is to take the reliance off the car or make it more efficient for drivers with lanes that can change purposes based on traffic patterns. Still, it will come at a cost: 7 billion."It's expensive but I think it's worth the investment," Ikhrata said. "I think it's more expensive not to do it than to do it."Ikhrata says the plan will have to go to a public vote, and that it could involve a tax increase. But, he said federal and state governments would match every dollar spent locally with nearly two and a half of their own.Friday's presentation to the SANDAG board of directors was entirely informational, so there was no vote.The agency's staff will return in December with more details on projects and schedules. 1277
