BEIJING, Oct. 19 (Xinhua) -- China will launch a new national campaign to crack down on violations of intellectual property rights (IPRs) and on the production and distribution of fake and shoddy products.The decision was made at a regular meeting of the State Council Tuesday, which was presided over by Chinese Premier Wen Jiabao. The campaign will last for half a year, beginning from the end of October.The campaign will target pirated publications, software products, DVDs, designs and other products with IPRs, as well as violations of registered trademarks and patents, both at the production and distribution levels.The campaign will also enhance China's scrutiny over the import and export of fake goods and mete out stern punishment to businesses involved in the import and export of such goods.The campaign will target Internet piracy and the sale of pirated and fake goods via the Internet.Additionally, the State Council directed all government agencies to purchase only authorized software and their upgraded versions.At the Tuesday meeting, a draft regulation on gas use in urban areas was also passed in a bid to secure gas supplies and eliminate safety risks.

BEIJING, Oct. 22 (Xinhua) -- A senior Chinese military official reiterated on Friday that a peaceful resolution through consultation and negotiation was needed to handle disputes over the South China Sea.Ma Xiaotian, deputy chief of the General Staff of the Chinese People's Liberation Army (PLA), made the remarks in his keynote speech at the opening of the Xiangshan military forum in Beijing, which discussed Asia-Pacific security issues.Ma reiterated that China has indisputable sovereignty over the islands in the South China Sea and the surrounding waters, and is committed to enhancing dialogue and cooperation with the parties concerned to maintain peace and stability in the region.He stressed that China had always guaranteed freedom of navigation in and flying over the South China Sea in accordance with international law."It is the common interests of China and other countries to maintain freedom and security of navigation in the region," he said.""We also believe that the overall situation in the South China Sea is stable," Ma said. "It will do no good to the region's security and stability to repeatedly bring forward the issue or exaggerate the issue, like what some countries did."Hosted under the theme of "Evolution of International Strategic Configuration and Asia-Pacific Security," the three-day Xiangshan forum has attracted more than 100 military scholars to discuss the new challenges and counter-measures needed to ensure the security and stability of the Asia-Pacific region.The event was organized by the China Association for Military Science.

DAMASCUS, Oct. 29 (Xinhua) -- China's top political adviser Jia Qinglin arrived here Friday for an official friendly visit to Syria.In a written speech released at the airport, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), hailed the development of bilateral ties between China and Syria since they established diplomatic relations in 1956."China attaches great importance to the friendly ties with Syria," he said, pledging joint efforts with Syria to enhance political mutual trust, boost traditional friendship, bolster substantial cooperation and promote common development.Jia said he was looking forward to exchanging views with Syrian leaders on the further development of bilateral relations and on major international and regional issues of common concern."I believe my visit will help the people of China and Syria better know each other and boost their friendship," he said.Syria is the first leg of Jia's four-nation tour from Oct. 29 to Nov. 11. He will also visit Poland, Oman and Kazakhstan.

  

LONDON, Aug. 27 (Xinhua) -- Some western commentators' critical comments concerning China's burgeoning relationship with Africa are "largely misplaced," says a Financial Times editorial.Wednesday's editorial - "China's new scramble for Africa" - said Western-led development strategies, however well meaning, did not break the cycle of under-development in Africa. Chinese investments, made for sound business reasons and boosting employment and growth, offer new hope and an alternative way forward, the editorial said.The infrastructure that the Chinese are building will also have positive spin-off effects for industries outside of natural resources. Chinese traders have brought cheap consumer goods to Africa. And, as labor costs rise at home, Chinese manufacturers may look at Africa with new interest, as a base for production, the editorial said.To the Western countries that uphold the spirit of competition, there's no reason to complain about China's strengthening its relationship with Africa, the editorial said.One reason that African governments often love doing business with the Chinese is that they are much less likely to condition their investments on improvements in government, and the pragmatic attitude of the Chinese government should be appreciated, the editorial said.
