SAN DIEGO (KGTV) — California public health officials said Friday that the state's ICU capacity dropped dangerously low, prompting warnings to take the latest regional stay-at-home order seriously.The Office of the Governor announced on social media that, "there is less than 10% ICU capacity remaining statewide. We are at a critical moment. Calling all Californians - stay home & wear a mask to save lives. All hands on deck with our health & emergency teams as we address the capacity crisis."The state also broke a single-day record for new COVID-19 cases with 35,468 cases on Friday, and reached a new high in hospitalizations, with 12,013 patients, and ICU cases, at 2,669, Los Angeles ABC affiliate KABC said.RELATED: San Diego hospitals lay out plans to distribute vaccines to staffFriday, the state's COVID-19 data showed California's ICU capacity at 9% and a seven-day average 8.4% positivity rate. SAN DIEGO (KGTV) - Crowds gathering at Veterans Park in Ocean Beach may face fines if they don't follow the county's public health orders.Tuesday morning, city crews put up orange mesh fencing around the park, but a few hours later, witnesses took pictures of two men cutting the fence down.Residents and business owners have been complaining for weeks about large groups gathering on Wednesday evenings gathered to watch the drum circle and hang out in the park.Mark Winkie is the president of the Ocean Beach Town Council. He didn't agree with shutting down the park, but he didn't condone tearing down the fence, either."Disappointing what happened here this morning, but it's important for people to know, as a town council, we really would like education to come first, to notify people about what they need to do when gathering here on such large quantities on a Wednesday," said Winkie.The public health orders banning gatherings of more than ten have been in place for months, but Winkie said it's possible not everyone is aware."Particularly for the drum circle, no city or county official has been out really interfacing with them, SDPD definitely came out, and I applaud their actions," said Winkie.Last week, police broke up the crowd, but did not issue citations.Councilmember Dr. Jennifer Campbell said it's time for enforcement."Everyday more San Diegans are dying, so we have to get tough and I'm telling you if this situation that happened last Wednesday night, happens this Wednesday night, there's gonna be a lot of clamp down, so they have got to stop it," Dr. Campbell said shouting.Violators could be fined up to ,000."By God, that is now the law and, therefore, the county sheriff should be out here arresting people who aren't wearing masks, who aren't distancing, and who are coming together," said Dr. Campbell.It's unclear if the city will put up a more permanent barrier or if anything will be in place by Wednesday evening. 1962

SAN DIEGO (KGTV) -- Back to school looked different for everyone according to Misty Jones, who helped run Career Online High School, a free program put on by the San Diego Public Library."It's geared towards people who have disengaged from the educational system for some type of reason and did not graduate."The program allowed them to finish where they left off through online courses."They get their high school diploma and career certificate by the end of it," Jones described.The program was around for 5 years and had gained popularity in the Spring."People are at home and they have more time. It's difficult to go to school and try to work at the same time," Jones said.They typically saw 50 students a year but since March the number doubled."I know a lot of people are out of of jobs and they're thinking of their future, 'what can I do to ensure success moving forward'."Genevieve Redondo is a mother of two and dropped out of high school her senior year. "I have ADHD and dyslexia. Being in school was difficult because of the attention, I couldn't focus all that well," Redondo described.She received her diploma through COHS then went on to nursing school and eventually got her master's degree."The opportunity they gave me to graduate, ever since then everything has change, my entire life has changed and it's been incredible."Jones said the average age was 28 to 35, but that was just the average."We have people in their 60's that are going back and getting their high school diploma and that shows its never too late to get your education."They even held graduation ceremonies like any other high school did."I cry at every graduation," said Jones. "It's really fulfilling to help people be their best self and help them achieve goals they never thought they'd achieve." 1798

SAN DIEGO (KGTV) - Chronic pain, posttraumatic stress disorder (PTSD), and anxiety are just some of the conditions veterans carry with them long after serving our country.Now many are finding relief at a free acupuncture clinic offered at the Pacific College of Oriental Medicine (PCOM)."I had patients who would come to me and say, no you don't understand, I got off all my pain medication," said Christine Cronin, a full-time faculty member at PCOM.A Marine Corps veteran herself, Cronin started the Veterans Clinic in 2013."I focused my doctoral research on the treatment of combat stress-induced insomnia, and I had a lot of research that supported that we were going to have a lot of service members who were going to have a series of comorbid conditions, they were going to have a lot of different things that they were going to be working through. And they were all things acupuncture was good at," said Cronin. Students who've received over 2,000 hours of training help treat veterans at the clinic. SAN DIEGO (KGTV) -- Authorities responded to reports of a California Highway Patrol Officer who crashed his motorcycle in Rancho Bernardo Thursday evening. According to the San Diego County Sheriff’s Department, the crash happened on northbound I-15 at Rancho Bernardo Road before 6 p.m. At this time, the cause of the crash is unknown. It’s also unknown whether or not the officer was injured in the crash. 416
