SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. The new report looked at 182 cities around the United States and ranked them based on rental affordability and quality of life. According to the report, San Diego is the 177th least affordable place to rent out of the 182 cities. Only five cities in the U.S., most of them in California, are less affordable than San Diego. Those cities are Santa Ana, Santa Rosa, Bridgeport, Connecticut, Oceanside, California and Hialeah, Florida. However, when it comes to quality of life, San Diego placed 2nd, only topped by Scottsdale, Arizona. Overall, America’s Finest City placed 44th on the list. Although San Diego is expensive, it may be more affordable to buy a home than rent is some areas. A new report found that it is actually more affordable to buy than it is to rent in Chula Vista. SAN DIEGO (KGTV) - San Diego Police identified Tuesday the officer involved in a shooting in Little Italy Saturday.Several witnesses flagged down a patrol car driving at 1300 India Street about 6:45 p.m. to let the officer know about a man who was not wearing a shirt and acting belligerently.The SDPD report indicated Officer Anthony Bueno found the man, Brent Zadina, on the hood of a car, yelling at the driver.RELATED: Officer Bueno has history of conflictsZadina appeared to be drunk or under the influence of drugs, police said.Officer Bueno tried to arrest Zadina but he resisted and the officer used his taser, according to the report. Zadina continued to struggle and the officer feared for his life, said the SDPD.Officer Bueno fired one round but missed Zadina. No one was injured.Additional officers arrived and handcuffed Zadina, who was taken to the hospital for observation.San Diego Police said Zadina remains at the hospital and will be booked into jail when he is released.Officer Bueno is a 19-year veteran of the police force.Anyone with information is asked to call the San Diego Police Department at 619-531-2293. 1148

SAN DIEGO (KGTV) - San Diego Gas and Electric said Tuesday night that the company has started work to restore power in certain areas. The company says wind in certain parts of the county has died down and employees are beginning to inspect power lines before turning power back on. To see when SDG&E expects to turn power back on in your area, click here. The company shut off power to nearly 30,000 customers Tuesday morning due to a public safety shut-off or unplanned outages due to high winds, the utility company reported.  By Tuesday night, that number dropped to about 18,600 customers."Before nightfall (Tuesday), we worked to expedite the process to begin restoring power to some customers impacted by today’s strong weather event. SDG&E crews and contract firefighters helped patrol power lines to ensure they were safe and free of debris, so we could begin safely restoring power. This same process will begin at daylight (Wednesday), starting with areas of the county that are not expected to see high wind speeds (on Wednesday)," an SDG&E spokesperson told 10News in an email.“We recognize how inconvenient it is to be without power. SAN DIEGO (KGTV) -- San Diego Police have identified the victim and suspect involved in a deadly downtown stabbing on July 1.According to police, 43-year-old Canthon E. Tripplett was stabbed on the 400 block of Fifth Avenue around 2:30 a.m.When they arrived, officers found a companion of the man providing first aid. The man was taken to the hospital where he later died, police say.RELATED: Man stabbed to death in downtown San DiegoAfter investigating the stabbing, police learned that Tripplett was injured during a fight with two men on the sidewalk.
