The latest set of rules handed down by Governor Newsom is not sitting well with salon owner Shanelle Cedeno.“Now it just feels like a target," Cedeno says.As hospitals become overwhelmed with surging cases, ICU capacity is the state’s newest metric for tightening restrictions.RELATED: Gov. Newsom: New California stay-at-home order triggered by ICU capacityOnce available capacity falls below 15%, only schools that have received waivers can stay open along with critical infrastructure.Retail can stay open at 20% capacity and restaurants will be restricted to take out and delivery. Until then, Cedeno says they’re moving up appointments before it’s too late.“We are making our reach-outs to have them come in today and tomorrow,” said Cedeno. “We’re San Diego, we got this. SAN DIEGO (KGTV) - A University City lab is switching gears to produce COVID-19 tests on a massive scale.Friday, Helix CEO Marc Stapley took Mayor Kevin Faulconer on a tour of the lab, explaining how they used their technology that scans DNA to understand how genes affect your health, to look instead for COVID-19.They changed focus mid-March and launch one of their two new tests next week. The second test will be available in the summer."As we are beginning to reopen our economy, as people are going back to work and doing it safely, one of the things we have to make sure we have enough of is testing," Mayor Faulconer said. He praised the company for finding solutions to a worldwide problem.Helix's lab is mostly automated, making it ideal for rapid and safe production.The test consists of a nasal swab, like cleaning your nostril out with a q-tip, versus the deeper more uncomfortable tests, and a vial filled with a solution.The solution neutralizes the virus so it is safe to handle.In June Stapley said their new "testing service can scale to 10,000 samples a day," so they can supply hospitals, employers and local governments.The second test is said to be more sensitive than the CDC's test.Stapley said, it "could be sent to individuals, but more likely bulk shipping to large distributors or places of work etcetera, and then individuals will take their kit and go do the necessary swab and send it straight to us."The test results come back within 24 hours. 1483

SAN DIEGO (KGTV) — After more than two decades, legal street racing at Mission Valley's stadium site are coming to an end.Due to financial reasons, organizers have been forced the end the event after 21 years. Friday, thousands rolled into the stadium parking lot to see off Racelegal."What this shows me is the car culture has always been great in Southern California, this is showing the support and so much that the people want this to be here," said Peter Scalzo, the drag strip's owner.In an open letter on the organization's website, Executive Director Lydia DeNecochea said in part that she hopes San Diego will continue to fight preventable deaths due to illegal street racing."The 21 years of success is due to the support of San Diego’s infrastructure and the community of San Diego standing together to stop the predictable and preventable tragic loss of young lives due to an illegal street racing crash," DeNecochea said. SAN DIEGO (KGTV) - A Valencia Park dog owner is looking for the person that took his dog from his front yard Tuesday morning. Jayden Ryan’s five-month-old french bulldog, Greyson, was last seen playing in their driveway. His security camera shows Greyson walking over to the fence, but then the camera jumps to footage of a man wearing a hood walking away, and he appeared to be carrying the dog in his arms. Ryan says there were about three to four minutes of missing footage, that might have shown the man’s face, as well as how he ended up with his dog. He says the camera company told him there was an issue on the way the video uploaded. However, a neighbor saw the incident. He told Ryan, as well as 10News, that he saw the hooded man reach over the fence, pet the dog for about a minute, then grab him and walk away. The security footage picked up audio of the neighbor yelling at the hooded stranger and then chasing after him. “(My neighbor) says he tried to run after him, but he is 54 years old. He was no match for him, so he ended up getting away,” Ryan said. Neighbors said they recently saw the man in the neighborhood. Ryan says French bulldogs are expensive so they can be enticing to thieves. He would be surprised if he were casing the neighborhood. Ryan is putting up fliers, hoping someone will have information about Greyson, or the man in the video. “They didn’t just steal my dog, they stole the happiness from me,” Ryan said. San Diego Police say no suspects have been identified at this time and no arrests have been made. 1561
SAN DIEGO (KGTV) — Albertsons LLC, Safeway Inc., and The Vons Companies, Inc. have agreed to pay at least 0,000 after an investigation by the state Department of Alcohol Beverage Control (ABC) over illegal business practices.The investigation stemmed from the grocery stores' "Monopoly" game promotion, in which customers received "Monopoly" coupons toward discounts and potentially prizes. ABC said the violations arose out of sales of alcohol included in the 2018 promotion.The "Monopoly" promotion was held at Albertsons stores, including Albertsons, Safeway, Vons, Pac N Save, and Pavilions locations.The promotion advertised certain beer brands by MillerCoors as part of the game. Customers received additional chances to win prizes if they purchased those brands, according to ABC."This particular violation gave these retailers a competitive advantage by offering consumers a gift or premium for purchasing alcoholic beverage products," ABC Director Jacob Appelsmith said in a release.ABC filed action against nearly 600 stores across California, accusing the companies of violation several regulations. The agency says the "California Alcoholic Beverage Control Act prohibits the giving away of premiums, gifts or free goods in connection with the sale or marketing of alcoholic beverages."The act prevents alcohol companies from engaging in anti-competitive behavior and gaining an unfair advantage.As part of the probe, the three companies agreed to pay 0,000 in fines, 0,000 due within 30 days and the remaining 0,000 stayed on the condition the companies violate the similar regulations over the next two years. 1643
