SAN DIEGO (CNS) - The driver of a minivan was sought this morning for leaving the scene of a Middletown hit-and-run that left a 66-year-old bicyclist hospitalized with a life-threatening head injury, police said.The victim was riding near the intersection of India and West Washington streets at 1:30 p.m. Friday when he was struck by a blue or gray 2005 Dodge Caravan, Georgia license number RRJ7004. The vehicle may have a shattered windshield or front-end damage, according to San Diego police.Following the collision, the driver of the minivan fled, possibly back toward Interstate 5, police said. SDPD later released witness video of the incident, showing a driver and two passengers.The name of the victim was not disclosed. 738

SAN DIEGO (CNS) - San Diego Gulls coach Dallas Eakins was Monday named the coach of its NHL parent team, the Anaheim Ducks.Eakins coached the Gulls throughout their four seasons in the American Hockey League, guiding them to a 154-95-23 record and three Calder Cup playoff berths. They reached the Western Division finals in the recently concluded 2018-19 season.The Gulls had the best record in the AHL's Pacific Division since its inception in the 2015-16 season.The 52-year-old Eakins called his hiring as the Ducks' coach ``a tremendous honor for my family.''``I am truly humbled,'' Eakins said. ``It was a privilege to serve as head coach of the San Diego Gulls during our first four seasons and I look forward to build off that success here in Anaheim.''Eakins replaces Randy Carlyle, who was fired on Feb. 10. SAN DIEGO (CNS) - The San Diego City Council is slated to vote next week on its intent to forward an initiative to the November ballot that would create an independent commission on police practices, which is available for review by the general public Thursday.The proposed Commission on Police Practices would review all deaths stemming from interactions with San Diego police, as well as all police shootings.Investigations into these matters would be conducted whether or not a complaint has been made against a particular officer or the department as a whole. Commission staff or contractors operating independently of the police department would conduct the investigations.(Read the proposed initiative text here)The commission may — but would not be required to — investigate complaints against officers not involving deaths or officer-related shootings, according to the proposed measure's language. The proposed body would have subpoena power to call witnesses or request records related to its investigations.The latest version of the proposed initiative, released Wednesday night, includes the addition of an appeals process for any officer the commission finds committed sustained incidences of misconduct. Appeals would be handled by the city's Civil Service Commission.RELATED: San Diego looks to Baltimore Police for de-escalation policy reformsOther incidents the commission could consider investigating include use of force by officers resulting in great bodily injury, "dishonesty" by an SDPD officer relating to "the reporting, investigation or prosecution of a crime," incidents that have "generated substantial public interest or concern," patterns of misconduct by officers or patterns of "inappropriate policies, procedures or practices by the police department or its members."The commission could also make recommendations to the police department on disciplinary decisions for officers, though the chief of police "retains authority and discretion to discipline subordinate employees in the police department."RELATED: Push for new independent commission on police practices in San DiegoThe parameters of the commission, including the number of members, term length, qualifications and method for appointing members, will be determined by the city council. SAN DIEGO (CNS) - The San Diego City Council today approved an emergency ordinance requiring hotels, event centers and commercial property businesses to recall employees by seniority when businesses begin to recover and to retain employees if the business changes ownership after the worst of the COVID-19 pandemic abates.The local ordinance applies to hotels with more than 200 rooms, janitorial, maintenance and security companies with more than 25 employees and gives recalled employees three days to decide whether to accept an offer to return.The ordinance, which was approved on a 7-2 vote, will remain in effect for six months or until Dec. 31, depending on Gov. Gavin Newsom and whether he signs Assembly Bill 3216 into law statewide. The state legislation has a significantly lower bar, requiring hotels with 50 or more rooms and event centers with 50,000 square feet or 1,000 seats or more to employ retain and recall rules by seniority.Derrick Robinson, of the Center on Policy Initiatives, said the ordinance is a good step toward protecting older workers and Black and Latino workers.``A recall by seniority protects against discrimination and favoritism,'' he said. ``And a retention protects workers when a business changes ownership.''Robinson said more than 90,000 hospitality and food service workers had lost their jobs since March, with less than half returning to work. Councilman Chris Ward drafted the ordinance for service and hospitality workers.``Council's action to approve my Emergency Recall and Retention Ordinance will ensure the most experienced San Diegans, in our most critical sectors, are rehired first to promote efficiency and safety as we re-open and rebuild our economy,'' he said. ``For months, we've heard from San Diegans who are at risk of losing their careers after decades of service. These workers deserve fair assurances that they will be able to rebuild their lives after the pandemic and continue to work and provide for their families and loved ones.''Councilmen Scott Sherman and Chris Cate cast the dissenting votes, even after several business-friendly amendments by Councilman Mark Kersey were added.Sherman saw it as government overreach which doesn't allow businesses to be flexible or hire back on merit.``Regional hotels are facing the most serious economic crisis in the history of San Diego. Flexibility and business expertise is needed to save the industry from unprecedented declines in tourism due to COVID-19,'' Sherman said. ``Instead of supporting this vital sector, the City Council has attached a heavy bureaucratic anchor around the necks of the hotel industry. This heavy- handed ordinance drafted by union bosses could result in the closure of several hotels already struggling to survive.''Council President Georgette Gomez saw the ordinance as a win for the tourism industry, but more specifically for the workers laboring in that industry, particularly coming off Labor Day weekend.Several dozen San Diegans called in to voice thoughts and concerns about the emergency ordinance.Among them were workers, some of whom have been in the hospitality industry for decades, who urged the council to help them and their families, while multiple business organizations and hotel owners decried the ordinance as union heavy-handiness which could sink their struggling businesses. 3353

  

SAN DIEGO (CNS) - San Diego County health officials reported 228 new COVID-19 infections, the smallest daily increase since June 19, raising the county's cumulative caseload to 32,975.No new coronavirus fatalities were reported Monday. The total death toll remains at 594.County health officials also reported five community outbreaks, bringing the number of outbreaks in the past week to 14.The latest outbreaks were reported in a restaurant, a restaurant/bar setting, a government office, a business and a grocery store, according to the county Health and Human Services Agency.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.The number of patients hospitalized for treatment for coronavirus totaled 321 as of Monday, with 101 of those patients in intensive care units. Sunday saw the fewest number of hospitalized COVID-19 patients since June.Of the total positive cases in the county, 2,752 -- or 8.3% -- have required hospitalization since the pandemic began, and 689 -- or 2.1% -- were admitted to an intensive care unit.The county's case rate per 100,000 residents Monday was 101.6. The state's goal is fewer than 100 per 100,000. The case rate is a 14-day average and is based on the date of the actual onset of the illness in each patient, not the date the illness was first reported by the county. Lags in reporting often lead to delays in new confirmed cases being reported to and announced by health officials.The county reported 7,570 tests Sunday, 3% of which returned positive. The 14-day rolling average percentage of positive cases is 5%. The state's target is fewer than 8.0% testing positive. The seven-day daily average of tests is 8,148.The next scheduled media briefing by county health officials will be Tuesday. No briefing was held Monday due to a county budget hearing.County Supervisor Nathan Fletcher said last Wednesday that because of problems with the state's electronic reporting system, which has led to a backlog in test results, additional cases might be retroactively added to both local and statewide case totals in coming weeks.The percentage of people testing positive for the illness who have been contacted by a county contact tracer in the first 48 hours increased from 7% on July 18 to 97% Monday. The county's target for this metric is more than 90%.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. But county residents ages 20-29 have accounted for 25.5% of COVID-19 cases, the highest of any age group, according to county data. That age group is also least likely to take precautionary measures to avoid spreading the illness, officials said."Some San Diegans think they're not going to get sick and therefore are not following the public health guidance," Dr. Wilma Wooten, the county's public health officer, said last week. "What they don't realize is that they could get infected and pass the virus to others who are vulnerable."The age group with the second-highest number of infections -- residents ages 30-39 -- represent 18.9% of the county's COVID-19 cases. 3272
