SAN DIEGO (KGTV) - The Climate Prediction Center released the final El Ni?o advisory for 2019, which means El Ni?o is over and now we are in a neutral phase with a 55 percent chance of continuing into winter.So what does that mean for the rest of summer and, most importantly, San Diego's winter? In order to put this in perspective, let’s review what this seasonal change means.San Diegans typically associate El Ni?o with a wet winter, or more rain and a better water supply. However, El Ni?o is more than that.The National Weather Service defines El Ni?o as a recurring climate pattern involving changes in the central and eastern tropical Pacific Ocean. Warm and cool changes are associated with the ENSO cycle. El Ni?o and La Ni?a are extreme phases of the ENSO cycle, but there is a third phase, less well known, called the ENSO neutral. That third phase is where San Diego is headed for the rest of the year and possibly through the winter months. El Ni?o and La Ni?a have a greater impact during the winter months. La Ni?a doesn’t do much for winters in California; it typically keeps San Diego dry and warm. The opposite happens during El Ni?o, which explains why it’s so much more popular. El Ni?o brings an active Jet and more frequent storms, reducing our drought and helping our water supply, with cold driven storms and snow for the Sierra Nevada mountains. The neutral phase is where San Diego is headed this fall with a 55 percent chance of it sticking around through the winter. The ENSO neutral phase is neither cold like La Ni?a nor warm like El Ni?o. The ENSO neutral phase is associated with sea surface temperatures closer to average, and stronger winds near the equator. It typically keeps the coldest air over the Northeast, warmer temperatures through the southern portion of the country, and wetter through the Midwest and Northeast.The ENSO Neutral typically keeps San Diego warm and dry. The extended forecast calls for above-normal temperatures for the remainder of the summer and near normal rain, which means dry since we are usually dry during those months.The winter outlook also brings near to slightly above normal temperatures. Rainfall will average near normal. San Diego's rainy season begins in November and lasts through March, sometimes lasting through April. During the months of November through April, we average more than 9 inches of rain. So, all we need is one storm every month during the winter time to keep us on track for the year. While the forecast favors an ENSO Neutral phase, there is a 30 percent chance the seasonal outlook could retrend toward El Ni?o. If we go back to El Ni?o, there is a better chance any given storm that moves into Southern California will be a rain maker, even if we only have a few storms.We will continue to monitor the changes; another year of surplus rain would be great for our region. 3074

SAN DIEGO (KGTV) — The City of San Diego could make the unorthodox move of refusing to reveal a directory of its 11,000-plus employees.A new memo from City Attorney Mara Elliott's office says officials fear doing so could increase the risk of cyber attack. "You have indicated that releasing all City employee email addresses at once could create a potential threat to the City's cybersecurity because it would make it substantially easier for bad actors to launch phishing attacks against the City, which could interrupt critical City operations," says the Sept. 20 memo. The Union-Tribune recently made a California Public Records Act request for names, work email addresses and phone numbers of all city employees, which is disclosable under the act. Cyber security experts say public agencies have been facing a barrage of hacking attempts because they control critical civic operations. Last year, hackers shut down some operations at the Port of San Diego, and the city of Atlanta has spent millions to recover a system after a ,000 ransomware attack. Ted Harrington, an executive partner at Independent Security Evaluators, said hackers often try to get victims to open attachments in emails, known as phishing. "It's an attack method where when the victim either clicks a link or downloads an attachment, that automatically installs some sort of malware or directors that particular victim to a malicious website, and then all kinds of bad things can happen from there," he said. The City Attorney's memo existing case law suggests there are circumstances where not disclosing the list of workers outweighs the public interest in disclosing them, but leaves it up to the city on a final determination. Jeff Light, the editor and publisher of the Union-Tribune, said in a statement that he understands the cyber security concern, but that it shouldn't keep the information from being disclosed. "Public information law in California says that 'access to information concerning the conduct of the people’s business is a fundamental and necessary right of every person in this state,'" Light said. SAN DIEGO (KGTV) -- The FDA Wednesday gave emergency approval to a San Diego company's test for COVID-19 antibodies.Easy Check, from Truvian Sciences, can test for COVID-19 antibodies in under 10 minutes."They've now given us the right to market the product and sell the product as a safe and effective solution for this type of testing," said Truvian President and CEO Jeff Hawkins.The test uses a drop of blood on a testing strip. Within 10 minutes, it shows a marking on the strip that indicates if you have the antibodies or not.Hawkins said these kinds of tests are vital to the future of the coronavirus pandemic."This type of testing, today, is helping us understand how many people had an infection," said Hawkins. "Over time, this type of testing may help us understand how long that vaccine is good for and how long you are protected.He added, "Using these very deployable, simple tests to monitor this is one way we can track people over time and see how this evolves."The Easy Check test went through independent testing by four separate laboratories. They found it is 99% accurate in detecting both the presence of the COVID-19 antibody and identifying it among other antibodies.Right now, the test requires a full blood draw, but Truvian is working on a version of the test that only needs a finger prick.Hawkins said his company will sell it to medical labs and offices for per test, keeping it affordable for patients who want to take the test, although individual tests may cost more to help doctors and labs cover their costs."Our core mission as a company before COVID was to make testing more accessible and make testing less expensive," said Hawkins.
