ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. ENCINITAS, Calif. (KGTV) -- A girl who disappeared from Moonlight Beach Tuesday afternoon was found safe in San Marcos. According to lifeguards, the 14-year-old girl’s family called to report her missing just before 5 p.m. Just before 6 p.m. the San Diego County Sheriff's Department said the young girl was located in San Marcos. It's unclear at this time what the girl was doing in San Marcos, but the department said family members were traveling to the city to pick her up. 487

FALLBROOK, Calif. (KGTV) — An 8-year-old child was killed Friday after being hit by a vehicle while walking with family in Fallbrook.The child was walking across the entrance to a parking lot on Heald Lane at about 6:30 p.m., when a vehicle turned into the parking lot and struck the child, according to California Highway Patrol.Paramedics arrived rushed the child to Rady Children's Hospital, however, the 8-year-old died on the way to the hospital.Two family members were with the child when the crash occurred. The driver of the vehicle, identified as a 58-year-old woman, remained at the scene.Drugs and alcohol are not suspected to be a factor, CHP said.The child and driver were not immediately identified. 746

ESCONDIDO (CNS) - A 57-year-old man in a pickup truck was killed at a head-on collision in Escondido with a Honda Accord, a police lieutenant said Saturday.The crash involving the 2005 Honda Accord and a 1996 Toyota Tacoma occurred on Valley Parkway, north of Beven Drive, said Escondido police Lt. Michael Kearney.The Honda was going west on Valley Parkway and the pickup truck was going eastbound on Valley Parkway, just north of Beven Drive, at the time of the crash, Kearney said.Police were dispatched to the scene at 11:30 p.m Friday, where the 57- year-old man was pronounced dead at the scene and paramedics rushed the motorist in the Honda, a 36-year-old man, to Palomar Medical Center, where he was being treated for non-life threatening injuries, he said.Escondido police asked witnesses to the crash to call them at (760) 839-4470. 851
