GENEVA, May 17 (Xinhua) -- The international community should have "a sense of urgency" in their efforts to realize the United Nations' Millennium Development Goals (MDGs), Chinese Minister of Health Chen Zhu said here on Monday."The deadline of the MDGs is only five years away, and we are facing huge challenges at this critical moment," Chen told the annual assembly of the World Health Organization (WHO)."The international community should have sense of mission and urgency to reach consensus, coordinate actions, and accelerate progress," Chen said.Addressing delegates from the WHO's 193 member states, Chen said that despite the unremitting efforts of the international community, "the MDG health indicators of women and children have been improving slowly and the situations are far from optimistic.""China holds that health of women and children constitutes an important element in a country's national basic health system and it reflects the social and economic development level," he stressed.Chen said the attainment of the MDGs would be "a historical milestone," and he urged governments to share this responsibility and "take stronger measures."One of the proposals the minister made at the conference was to improve the health of the people, particularly women and children."The ultimate goal of social and economic development is better life and brighter future for the people, and health is the basis of good life," he said.To improve the health of the people, countries need to build a strong and powerful health system so that they can provide comprehensive health services and tackle public health emergencies, according to the minister."All countries should attach importance to the building of such a system with articulated political commitments and substantial input," he said.Chen also highlighted the importance for controlling chronic and noncommunicable diseases, which "consume large quantities of health resources and afflict social and economic development.""To ensure sustainable health, social and economic development, the international community should conduct researches and take more effective countermeasures in its fight against such diseases, " he said.The minister also called on developed countries to increase their assistance to developing countries so that they can improve their health system and be more capable of dealing with health challenges."Health is an eternal theme of mankind, and the attainment of the MDGs is our common pursuit. BEIJING, April 5 (Xinhua) -- China's Central Military Commission has issued a set of guidelines aimed at developing a comprehensive system upgrading military information security, a statement from the commission said Monday.Approved by Hu Jintao, Chairman of the Central Military Commission, the Guidelines on Enhancing Military Information Security under New Situations set out an overall arrangement to advance military information security work by "tackling critical issues" facing China's armed forces.Improvement of military information security is a requirement for the modernization of China's national defense and military buildup, said the guidelines.The document stressed the importance of enhancing organizational bodies, working mechanisms, specialized personnel and technical safety to realize improved information security in the ranks. It gave priority to network security and electromagnetic safety as two major working areas, among others.Military officers and solders should receive proper education to get prepared for military information security against the new backdrop, said the guidelines.

BEIJING, June 2 (Xinhua) -- China's disaster relief authorities Wednesday launched an emergency response plan to help victims of the rainstorms and flooding in south China's Guangxi Zhuang Autonomous Region, which has left at least 30 dead.The China National Committee for Disaster Reduction and the Ministry of Civil Affairs initiated a level IV emergency response plan and dispatched a working team to help guide relief work in the flood-hit zone.Heavy rains began pounding many places in Guangxi Monday and triggered landslides early Wednesday. LOS ANGELES, June 4 (Xinhua) -- U.S.-China relations are improving on the back of their need for mutual support after undergoing a rocky period earlier this year, U.S. Congressman Adam Schiff said here Friday.The bilateral relationship came under pressure due to U.S. arms sales to Taiwan, the ** Lama's U.S. visit and tensions in the Korean Peninsula, but the overall situation was good and the bilateral cooperation was at a very high level, the Democratic congressman from California told a Chinese press club luncheon.Schiff said he didn't think the current tensions on the Korean Peninsula would have a serious impact on U.S. relations with China.He said both countries needed each other's support in forums such as the six-party talks to resolve the issue of nuclear proliferation on the peninsular.The United States also needed China's cooperation in developing alternative and green energy. BEIJING, April 28 (Xinhua) -- The severe drought in southwest China has broken after six falls of rain in the past month, Chen Zhenlin, spokesman with the China Meteorological Administration (CMA), said here Wednesday.The rain occurred from March 22 to April 26 and ranged from 50 to 100 millimeters.The drought had parched the southern areas of Yunnan Province, the northeast regions of Guizhou Province, and the eastern and southern parts of Guangxi Province, Chen said at a briefing.The drought was among the most severe in decades, having a serious impact on people's lives and economic development.More than 20 million people and 10 million farm animals were affected by water shortages at the drought's peak.The CMA dispatched 28 teams and expert groups to drought-hit areas to enhance drought-relief work and seed clouds after the drought began last autumn.
