SAN DIEGO (KGTV) - A man fell to his death from state Route 125 in the Bonita area Tuesday morning after a crash in which his car struck and killed a deer on the freeway.Friends told 10News the victim was Martin Lapisch, 44, a Chula Vista resident who is survived by his wife, Linda, and 15-month-old son Kenneth. He was a German immigrant who became a U.S. citizen in 2003, friends said.“He was a new dad with big dreams, whose life was cut short after a terrible, early morning accident," said a close friend of the victim. “He was a loving father, husband, brother and an awesome friend. He always helped people in need and never asked anything in return," said Lapisch's friend Peter Kritzko.Friends and family gathered together after the incident at Lapisch's home and spoke with 10News but asked not to be identified at this time.California Highway Patrol Sgt. Steve Jio said they received reports just before 4:45 a.m. of a car that hit a deer and then stalled on northbound SR-125 just before the transition to state Route 54.Jio said responding officers and fire crews arrived to find the car in the No. 2 lane abandoned with the dead deer in front of it. 1207

SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. "That's all because we have screwed up the regulatory environment that exists to build houses for the people that need them."The numbers show a steady decline in housing construction in San Diego.2015: 6,403 permits2016: 6,0362017: 5,2302018: 4,2862019: 2.037 (so far)Winckel says the only solution is to ease regulations and make it easier for companies to build.According to the report, Santa Barbara had a 40% decline, while Los Angeles and San Bernardino had declines in permits around 20%. 1547

SAN DIEGO (KGTV) — A man who admitted to several "Peeping Tom" instances in the Pacific Beach area was sentenced Wednesday.James Wayne Hubbard, 48, was sentenced to 364 days in jail for the series of incidents between Sept. 11 and Oct. 12.Hubbard pleaded guilty to three counts of peeping and prowling as part of a plea deal. SAN DIEGO (KGTV) -- A red flag warning has been issued for a large swath of San Diego County amid windy, dry conditions. The warning lasts through 6 p.m., Sunday, according to the National Weather Service. Winds will pick up throughout the day Sunday along coastal mountain slopes and through valley corridors below passes and canyons. Strong winds are also expected over the Inland Empire below the Cajon Pass. RELATED: Check today's San Diego County forecastNortheast to east winds are forecast to reach 20 to 30 miles per hour with peak gusts around 50 miles per hour at windiest locations. Meanwhile, humidity is expected drop to 10 percent. SAN DIEGO (KGTV) -- A new WalletHub report found that California is among the least affordable states in the country to raise a family. Among the 50 states, California ranked last for housing affordability, 47th for median family salary (adjusted for cost of living) and 42nd for child care cost. The Golden State may not be so golden for a decent percentage of families as it also ranked 29th for percentage of families in poverty. But it’s not all bad news, California also ranked 12th for families with young kids and 11th for its separation and divorce rate.
