SACRAMENTO, Calif. (AP) — A 60-year-old serial rapist in Northern California whose crimes went undetected for nearly three decades was sentenced to 897 years in state prison. The Sacramento Bee reported that Roy Charles Waller, dubbed the “NorCal Rapist,” showed no emotion Friday and sat with eyes closed during sentencing. He declined to address the victims or the court. A jury in Sacramento convicted Waller of raping nine women in their homes between 1991 and 2006 in six counties. Investigators used DNA technology and genealogy websites to zero in on Waller and arrested him more than two years ago. A woman raped in 2006 testified that the day Waller was arrested was the first time she could take a shower without fear. Waller says he is innocent. 764

RIVERSIDE, Calif. (KGTV) - A rare crocodile monitor lizard is in the care of Riverside County Animal Services Friday while staff members search for its owner.Christine and J. Craig Williams found the five-pound, four-foot long lizard Wednesday at their Riverside home after their dogs began to bark at it, according to a news release.Animal Services Officer John Hergenreder used a loop to capture it. “It did not try to escape when I walked up to it, but it did start to hiss loudly,” Officer Hergenreder said. “It sensed I was coming to grab it.”“Crocodile monitors are not usually kept as pets by private individuals,” said reptile expert Kim McWhorter. “They need specialized care, mostly due to the large size they can reach. An owner would need a custom-built, room-sized enclosure. We hope the owner realizes we have their pet now. People are accustomed to coming to the shelter if they lose a dog or cat, but don’t necessarily think of us when they lose a lizard.”The Riverside City/County animal shelter in Jurupa Valley will hold the exotic pet for a period to allow the rightful owner to claim his/her lizard. SACRAMENTO, Calif. (AP) — Those body-length receipts from retail stores are here to stay.The California Legislature had been considering banning paper receipts unless requested by a customer. But a legislative committee voted Friday not to send the legislation to the Senate floor for a vote.The move means the bill is unlikely to pass this year.RELATED: Solana Beach moves closer to banning single-use plastic items within city limitsDemocratic Assemblyman Phil Ting had criticized the receipts for harming the environment. An aide dressed as a giant receipt stood beside Ting as he announced the bill at a news conference earlier this year, emphasizing the often absurd lengths of modern receipts.Senate Appropriations Committee chairman Anthony Portantino said the bill did not get out of committee because it had some problems. (AP) — The California Assembly has approved new rules for electric bikes and scooters.Businesses like Bird and Spin have deployed scooters to cities across California and the country in recent years. Often local governments have not set up permits or regulations for the devices.A bill passed by the Assembly on Monday would require electric bike and scooter companies to get permits from cities. It would also require them to agree to rules for parking, maintenance and safety.Democratic Assemblyman Al Muratsuchi, the bill's author, says while electric bikes are a fun and eco-friendly mode of transportation. But he says they can be hazardous if they are parked or ridden improperly on sidewalks.The Assembly passed the bill 47-12.It now goes to the state Senate.__The bill is AB1286. 814
