BEIJING, Aug. 14 (Xinhua) -- Gary Locke, the newest U.S. ambassador to China, promised on Sunday to promote bilateral cooperation and understanding between the two countries.Acknowledging challenges in the "important and complex diplomatic and economic bilateral relationship" between the two countries, Locke said he looks forward to working with the Chinese government to expand bilateral cooperation and collaboration.He made the remarks at a press conference held on Sunday afternoon, his first public appearance since arriving in Beijing on Friday evening. Locke's wife Mona Lee and their three children accompanied him at the conference.Speaking about the things he hopes to accomplish over the next several months, Locke said the most important thing will be "to promote stronger and better understanding between the U.S. and China.""This must be done so that more people in the United States understand China, its history, its contributions to world civilization, its challenges and the amazing progress China has made in such a short time," he said.Locke also stressed China's "unique history, culture, and philosophy," which he said must be understood if the two countries wish to forge a more cooperative relationship.Locke, a Democrat, was elected as Washington state's 21st governor in 1996, becoming the first Chinese-American governor in U.S. history. LOS ANGELES, July 22 (Xinhua) -- Two teams of astronomers have discovered the largest and farthest reservoir of water ever detected in the universe, NASA's Jet Propulsion Laboratory (JPL) said on Friday.The water, equivalent to 140 trillion times all the water in the world's ocean, surrounds a huge, feeding black hole, called a quasar, more than 12 billion light-years away, according to JPL in Pasadena, California."The environment around this quasar is very unique in that it's producing this huge mass of water," said Matt Bradford, a scientist at JPL. "It's another demonstration that water is pervasive throughout the universe, even at the very earliest times. "This artist's concept illustrates a quasar, or feeding black hole, similar to APM 08279+5255, where astronomers discovered huge amounts of water vapor. Gas and dust likely form a torus around the central black hole, with clouds of charged gas above and below. X-rays emerge from the very central region, while thermal infrared radiation is emitted by dust throughout most of the torus. While this figure shows the quasar's torus approximately edge-on, the torus around APM 08279+5255 is likely positioned face-on from our point of view.A quasar is powered by an enormous black hole that steadily consumes a surrounding disk of gas and dust. As it eats, the quasar spews out huge amounts of energy. Both groups of astronomers studied a particular quasar called APM 08279+5255, which harbors a black hole 20 billion times more massive than the sun and produces as much energy as a thousand trillion suns.Astronomers expected water vapor to be present even in the early, distant universe, but had not detected it this far away before. There's water vapor in the Milky Way, although the total amount is 4,000 times less than in the quasar, because most of the Milky Way's water is frozen in ice. Water vapor is an important trace gas that reveals the nature of the quasar. In this particular quasar, the water vapor is distributed around the black hole in a gaseous region spanning hundreds of light-years in size (a light-year is about six trillion miles).Its presence indicates that the quasar is bathing the gas in X- rays and infrared radiation, and that the gas is unusually warm and dense by astronomical standards, JPL said.Although the gas is at a chilly minus 63 degrees Fahrenheit ( minus 53 degrees Celsius) and is 300 trillion times less dense than Earth's atmosphere, it's still five times hotter and 10 to 100 times denser than what's typical in galaxies like the Milky Way, said JPL.Measurements of the water vapor and of other molecules, such as carbon monoxide, suggest there is enough gas to feed the black hole until it grows to about six times its size, JPL said.Whether this will happen is not clear, the astronomers say, since some of the gas may end up condensing into stars or might be ejected from the quasar.Bradford's team made their observations starting in 2008, using an instrument called "Z-Spec" at the California Institute of Technology's (Caltech's) Submillimeter Observatory, a 33-foot (10- meter) telescope near the summit of Mauna Kea in Hawaii. Follow-up observations were made with the Combined Array for Research in Millimeter-Wave Astronomy (CARMA), an array of radio dishes in the Inyo Mountains of Southern California.The second group, led by Dariusz Lis, senior research associate in physics at Caltech and deputy director of the Caltech Submillimeter Observatory, used the Plateau de Bure Interferometer in the French Alps to find water. In 2010, Lis's team serendipitously detected water in APM 8279+5255, observing one spectral signature.Bradford's team was able to get more information about the water, including its enormous mass, because they detected several spectral signatures of the water, according to JPL.

SAN FRANCISCO, July 14 (Xinhua) -- Microsoft on Thursday introduces a hacking alert system to its Windows Live Hotmail email service alongside banning common passwords."When someone's account gets hijacked, their friends often find out before they do, because the hijacker uses their account to send spam or phishing email to all their contacts," said Microsoft in a blog post.The new security feature adds a "My friend's been hacked!" option in the "mark as" menu in Hotmail and also enables users to report hacked accounts via the junk mail filing screen.Then an alert will be sent to Microsoft, which will "make sure the account can no longer be used by spammers and activates an account recovery process to allow the owner to take back control the accounts."Users can report any email account as compromised and Hotmail will provide the information to other email providers like Yahoo! and Gmail, said the blog.Meanwhile, Microsoft said Hotmail will roll out a feature to prevent users from choosing commonly used and weak passwords, such as "123456," "ilovecats" and "gogiants." Users who currently use a weak password will be asked to change to a stronger one in the future.Hotmail, first launched in July 1996, is one of the first free email providers, and was acquired by Microsoft in 1997 for an estimated 400 million U.S. dollars.According to statistics released by comScore last August, Hotmail was then the world's largest web-based email service with around 364 million users, followed by Yahoo! SAN FRANCISCO, June 28 (Xinhua) -- Google Android chief Andy Rubin said on Tuesday that the activations of Android-powered devices are growing at a rate of 4.4 percent on a weekly basis, with over 500,000 devices activated each day worldwide."There are now over 500,000 Android devices activated every day, and it's growing at 4.4 percent w/w," tweeted Rubin, Google's Senior Vice President of Mobile who oversees the development of Android, the open-source operating system for smartphones.Last month, Google said at its annual developer conference Google I/O that 400,000 Android devices were being activated each day, compared with 300,000 daily activations in December and 100, 000 in May 2010.More research data have shown Android system's soaring market share and popularity. Earlier this month, Internet market research company ComScore reported that Android remained the No. 1 smartphone operating system in the United States over the three months ending in April. The system captured 36.4 percent of U.S. smartphone subscribers, while Apple's iOS system for iPhone had 26 percent of all smartphone users.In April, market research company Gartner said in a forecast that the Android operating system will own 49.2 percent of the global smartphone market and Apple's iOS will have an 18.9-percent share in the second place.

TAMPA, the United States, June 18 (Xinhua) -- The HIV/AIDS patients in the U.S. state of Florida are in dispute with state authorities over a proposal to impose tighter restrictions on those who qualify for drugs provided by the state's AIDS Drug Assistance Program (ADAP).According to the proposed restrictions, individuals would have to earn less than 21,000 U.S. dollars annually to qualify for ADAP drugs. If approved by the Florida Department of Health (FDH), this would affect approximately 1,150 HIV/AIDS patients."The FDH is currently looking at the number of cost containment activities, including altering the financial eligibility for ADAP services," said FDH's press secretary Jessica Hammonds. "After soliciting public input on this matter, the department is in the final stages of evaluating the matter."The Florida ADAP program serves almost 9,500 clients, each of whom receiving 8,600 dollars in funding annually, Hammonds said. There are still another 3,482 on a waiting list.Four FDH sponsored public hearings were held in April and May on the proposal to reduce HIV/AIDS funding. Two were held in Miami, one in Tampa, and the other one was held in the state capital city of Tallahassee. Over 1,000 people attended the hearings.The issue has become so ubiquitous that it caught the attention of the Elton John AIDS Foundation (EJAF), created by the popular entertainer of the same name.
